Program / Department Summary
- The Small-Town Water, Sanitation, and Hygiene (STWASH) Activity is a five-year initiative funded by the United States Agency for International Development (USAID).
- The Activity is to support sustainable improvements in access to basic water and sanitation that are necessary to facilitate ongoing recovery, peacebuilding, and economic development within Nigeria.
- The program has three interrelated areas of intervention. As a foundational approach, STWASH focuses on expanded access to water and sanitation facilities and strengthening capacity for small-town water governance covering the states of Borno, Adamawa, and Yobe (BAY) in Northeast Nigeria.
- The overarching vision of the activities in the BAY states is to facilitate the economic recovery of some crisis-affected communities and bolster the capacity of the state governments in providing essential WASH services and creating and sustaining enabling environments for Small Towns Water Supply and Sanitation Agencies and Water Consumers Associations to operate effectively.
- In addition, the ST WASH Activity is anticipated to expand to implement water utility infrastructure projects in the three southern states of Imo, Abia, and Delta.
- Operations Department provides key support to the entire country program in procurement, asset management, warehouse management, ICT, Security, fleet management and facilities & office management for successful program implementation.
General Position Summary
- The Operations Assistant is responsible for all facilities & office management functions and logistics (asset management, fleet management and warehousing) functions in a specific field office.
Essential Job Responsibilities
Facilities and Office Management:
- Ensure administration policies and procedures are implemented as described in the Field Facilities and Office Management Policy.
- Oversee facility management, including housing and office leases; ensure that security standards are maintained at all premises.
- Coordinate general office management tasks.
Logistics:
- Assist in maintaining the Fleet and ensure smooth movement for staff and commodities in the region.
- Assist in supervising the rental vehicle service providers following the outlined procedures in Fleet Management Manual.
- Assist in organizing/ managing the stock of the warehouses.
- Maintaining a comprehensive warehouse record.
- Assist in maintaining the Stock counts in Mercy Corps warehouses with the support of other team members.
- Update the asset and inventory databases.
- Compiling reports regarding any incidents and reports according to the Mercy Corps Field Asset Management Manual.
- Coordination with Programs and Finance Departments regarding fiscal year-end and grant-end asset verification.
Security:
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Organizational Learning:
- As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Supervisory Responsibility:
- Cook, Cleaner, Guard and Drivers
Accountability to Participants and Stakeholders:
- Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
Minimum Qualification & Transferable Skills
- Relevant qualification in the field of admin and logistics
- 2 years minimum of relevant experience.
- Excellent oral and written English skills.
- Strong computer skills in MS Excel, MS Word programs.
- A demonstrated ability to multi-task and process information into action so as to not delay program activities.
Success Factors:
- The successful Operations Assistant will assist logistics and warehousing tasks in delivering successful programs while demonstrating excellent stewardship of donor funds and compliance with Mercy Corps and donor regulations.
- They will maintain strong cooperative relationships with other departments and interact effectively with international and national personnel both in a managerial and training capacity while demonstrating the ability to multi-task, meet deadlines and process information in support of changing program activities.
- The most successful Mercy Corps staff members have a solid commitment to teamwork and accountability, thrive in evolving and changing environments and make effective written and verbal communication a priority in all situations.
