Background/Objective
The National Health ICT Strategic Framework (NHICTSF) 2015-2020 a sixty-two-page document published in 2016 with the vision: “By 2020, health ICT will help enable and deliver universal health coverage in Nigeria” is the national digital health / eHealth strategy of Nigeria. The activities in the strategy were constructed under the seven components of a national eHealth environment outlined in the National eHealth Strategy Toolkit 2012, a joint publication of World Health Organization and International Telecommunication Union.
The National ICT strategy reflected the situation of the national health system in 2015 towards building a national eHealth infrastructure. The activities described in the strategic document are in the third phase of implementation in 2019 (Year 4) with no significant progress achieved in the first and second phase of implementation. Phase 2 (Year 2 and Year 3) was for deployment, maintenance and support of the national HIE described in the strategic document while phase 3 is to consolidate and carry out a review of progress in implementing the strategic document (Year 4 and Year 5). While some activities are longitudinal and span the entire course of the timeframe of the strategic document 2015-2020, time has elapsed.
The Strategy was grossly not implemented owing to issues around political will, coordination of stakeholders and funding challenges. In its 4th year, a national outcry was made at various fora including the last National Council on Health. This resulted in the concerted effort of the department of ICT to implement the strategy before it expires in 2020.
The FMOH therefore requests funding and technical support from the WHO to conduct a stakeholder workshop to develop the 2020 Health ICT Operational Plan to guide implementation of prioritized digital health activities in 2020. For this reason, a costing expert is required in addition to the Planning consultant to develop and cost the plan to translate as an investment framework for Health ICT in 2020.
Specific Tasks
- Support development of the National Digital Health Operational Plan for 2020
- Lead the costing of prioritized activities for 2020 Digital Health activity implementation.

Education:

Experience:

Job Purpose
- The recent efforts to launch the Private sector HIV Trust Fund to boost private sector financing of the HIV response is another key necessity for an evidence based and fit-for-purpose resource mobilization strategy to be developed and implemented.
- Additionally, the sustainability of the HIV response requires mobilizing resources for each pillar of the response beyond health care service delivery to ensure that the coordination, data governance, social protection and community support are also covered.
- To this end NACA is seeking to engage one national and one international consultant to provide technical support to NACA and its key partners in the review and revision of National Domestic Resource Mobilization strategy.
- Then to subsequently articulate some of the key strategic thrusts of the National DRM Strategy into a succinct and implementable costed medium-term Strategic plan.
Objectives:
- To jointly facilitate the stakeholder meeting to dialogue and produce revised NDRM strategy
- To undertake Internal assessment of NACA current approaches to engage and fast track RM activities , ascertain how effective and efficient they have been and propose way forward
- To identify RM Capacity gaps at state and National levels and develop a capacity building plan to address these gaps
- To conduct civil society DRM Rapid assessment
- To provide TA Support to NEPWHAN and CISHAN on fund raising capacity development
Description of Duties
- The national consultant will work as part of a team with a core team of partners under NACA’s supervision and guidance; and some degree of technical collaboration with HIV Policy plus, WHO and UNAIDS.
- S/he will be under the day to day supervision of the Deputy Director/Head Government Resources Division and overall oversight of the Director Resource Mobilization, NACA.
Desk Review:
- Lead the facilitation team for stakeholder workshop and to be on ground for the workshop
Key documents to be reviewed include:
- The HIV and AIDS Resource Mobilisation Strategy
- National Health Accounts
- NAIIS Document
- Key documents related to HIV and Health Financing in Nigeria
- Other key documents related to the Domestic Resourcing of HIV and Health
Jointly facilitate the National DRM review workshop
- Provide Technical support Assistance to NACA DRM Efforts
- Undertake an internal assessment of NACA current approaches to engage and fast track RM activities and ascertain how effective and efficient they have been and propose way forward
- Capacity building plan on DRM for National and Sub National levels
- Identify RM Capacity gaps at state and National levels and develop a capacity building plan to address these gaps
Deliverables
The national consultant will be responsible for the following deliverables:
- Inception Report

Methodology and Working Relations:
- To facilitate the Review and development of the National DRM Strategy NACA has establish a Technical work team to coordinate and facilitate the process.
- The technical work Team will assist the NACA in leading the National DRM review and development process and provide oversight for the development of the revised National DRM Strategy and costed strategic plan and the technical work team will provide technical inputs and local know-how.
- The national consultant under the guidance of the National DRM work Team in collaboration with the Head Government Resources Division and the Director of Resource Mobilization at NACA, the WHO and UNAIDS focal points.
- The consultancy team will establish working relationship with key stakeholders and country partners including the NACA, NASCP, and National Development Planning Ministry, the Joint UN Team on AIDS, National Experts, NiBUCAA, CCM and the Global Fund PRs, PEPFAR, CDC, USAID and their Implementing partners.
Qualification and Experience
- Advanced degree in Health financing, health economics, Business Finance or Marketing or fundraising etcetera.
- 10 years’ experience in Banking, financing, Fund raising, National Budgets and Finance, Management of financial entities, stockbroking, public health with bias in health economics or health financing
- Demonstrable results in attracting and/or warehousing of public sector funding for social development activities
- Proof of costing social development or health strategic plans at National or State level
- Excellent knowledge of HIV epidemic and response in Nigeria
- Demonstrated capacity to identify and resolve problems of coordination of multiple stakeholders

Background/Objective
- The FMOH in collaboration with stakeholders developed a draft eHealth policy and the need to review the progress made in implementation of the first strategy is dire as the findings will enrichen the National eHealth Policy. The FMOH ICT department facilitated a side meeting in the last (62nd) NCH to create awareness of the digital heath ecosystem status and commence the process of strengthening governance, capacity building and scale up of digital health interventions in the country.
- To achieve the Nigerian eHealth strategic vision to have a “Nationally scaled integrated Health ICT services and applications”; the Department must put in place a short term plan to actualize the review of progress of implementation, finalization of national eHealth policy and update of national eHealth strategy.
- Federal Ministry of Health requires a senior level digital health/eHealth consultant with eHealth/Digital health education, skills, knowledge and competencies with minimum 15 years’ national eHealth development experience to facilitate support the development of an operational plan to actualize the review of progress, finalization of national eHealth policy and update of national eHealth strategy.
- The consultant will provide key skills and expertise to the eHealth Project Management Office at the Department of ICT, Federal Ministry of Health and allow for transfer of skills and knowledge to the full time staff.
Specific Tasks
- Lead development of the National Digital Health Operational Plan (DHOP) for 2020
- Lead review and update of the draft National Health ICT Policy; zonal sensitization on the draft National Digital Health Policy and collated inputs from 36 + 1 States of the Federation

- As a result of the foregoing, a training on data analysis, information generation capability and dissemination mechanisms is planned to build the capacity of stakeholders in Anambfra and Sokoto State to analyze and use data on health matters to improve health outcomes and service delivery.
- The main purpose of this assignment is to improve institutional capacity for data analysis, information generation, dissemination and use for action for Anambra and Sokoto State Ministry of Health.
Specific Tasks

Based on the foregoing, it is currently migrating data and information from all the existing observatories - global, regional and country specific, into the new platform. The updated AHO consists of regional and national observatories and will be the primary source of information relating to health and the SDGs in the region.
Countries were directed to take the opportunity of the ongoing migration of data and information to update all the existing data and statistics for their country. As a result, a national stakeholder workshop was held in August,2019 to collate and review Nigeria’s data based on a list of indicators on health.
To be able to achieve the aim of the observatory, countries were requested to assemble, analyze/synthesize data; generate information products including health profile for the country and upload same to the AFO/NHO website and seeking other opportunities to disseminate same.
