Reporting & Supervision:
- The Senior Advisor for Education in Conflict will report to the Deputy Chief of Party (COP) and provide technical leadership and support for technical education field officers, as well as overseeing strategic and day-to-day implementation of state-level activities.
Responsibilities
- Supervise the implementation of educational activities and provide technical support and guidance to program staff in targeted regions/districts;
- Provide technical leadership and ensure complementarity of activity approaches in training, literacy, numeracy, and socio-emotional learning across the geographic areas;
- Provide technical inputs into the implementation of inclusive education activities and ensures that activities and approaches across geographic areas are equitable, address the needs of underserved populations and those in need of inclusive education;
- Ensure the curriculum for older children and youth cultivates agency via community service learning and action civics;

Qualifications
Required Skills & Qualifications:
- A Master's degree (or foreign equivalent) in education, education administration, supervision, development studies, political science, conflict resolution, public administration, or a related field from an accredited university;
- At least seven (7) years of experience managing an aspect of early grade literacy projects in formal or non-formal education settings, including two (2) years of experience working on conflict programs;
- Prior experience with the development and implementation of evidence-based education materials, and preferably materials in local languages, training programs, classroom monitoring protocols, and tests and assessments;
- Deep understanding of principles and concepts of literacy, numeracy and socio-emotional learning, and tools to assess those skills;

Responsibilities
Procurement:
- Establish, lead, and implement procurement processes and logistics to support activity implementation for the project, strictly following all rules and regulations including:
- Creative Procurement policies and procedures
- ADS (Automated Directive System)
- FAR (Federal Acquisition Regulations)
- CFR (U.S. Code of Federal Regulations)
- AAPD (Acquisition & Assistance Policy Directive)
- Local Nigerian Law
- Coordinate with other members of the operations and technical teams.
- Work with Project Technical team to prepare the annual Project Procurement Plan to maximize efficiency and coordination in the procurement of goods and services.
- Conduct market research for each type of procurement and maintain a data base of vendors and items commonly needed by the project.
- Determine the most reasonable and expeditious process for procurement in compliance with Creative policies and procedures and USAID regulations.
- Prepare and issue solicitation documents based on approved requisition received.

Responsibilities
Security:
- Provide security, safety and risk mitigation advice and recommendations to the COP

- Oversee movement control and coordination for the project, including driver and vehicle deployment and staff whereabouts

Position Summary

The HR Manager will lead HR practices and objectives that will provide a high-performance team culture that emphasizes employee engagement, performance management, and the recruitment and ongoing professional development of project staff. Reporting & Supervision:

Responsibilities
- Manage HR office operations for the project main and field offices, ensuring compliance with Creative and client HR rules and regulations;
- Lead / coordinate the full-cycle recruitment process including finalization of job descriptions, advertisement of vacancies, review of applicants, scheduling and conducting interviews alongside project senior management, checking candidate references, and collecting new hire documents;
