Job Title: Warehouse Officer (for NHF CCCM Project)

Location: Maiduguri - Borno
Employment Type: Full-time
Starting date: 1st January, 2021
Duration of contract: 6 Months (Extendable)
Reporting to: Project coordinator/Head of Programs

General Context of the Project

  • The Boko Haram armed opposition insurgency started in 2009 and Maiduguri was the epicentre of the armed conflict. The armed conflict later spread to all twenty-seven (27) Local Government Areas (LGAs) of Borno State, North East Nigeria. The conflict took an international dimension as it spread to the neighbouring countries of Cameroun, Niger and Chad, resulting in the displacement of millions of people across all four frontiers.
  • The Armed Opposition Group (AOG) has been killing people in both rural and urban centres in their quest to form a hairline Islamic State in the north east of Nigeria. A high number of towns and cities have been burned and destroyed. Social services and amenities have also been destroyed and are now non-existent. Agricultural activities which used to be the source of food security and livelihoods among the rural communities of the North East are no longer existent. Joint military operations by Cameroun, Nigeria, Chad and Niger have resulted in the liberation of 15 LGAs.

Tasks and Responsibilities

  • The Warehouse Officer should provide overall providing logistic services; specifically, to provide space for temporary storage to address a lack of available capacity in project area under direct supervision of Project Coordinator.
  • During absence of Project Coordinator, position will be wholly accountable for given activities under direct supervision of Project Coordinator.

Specifically:

  • Provide overall supervision for the implementation of the warehouse in close work with WH Assistant (received vs. dispatch).
  • Perform any other task as might be required by the supervisor.
  • Understand, implement and / or maintain standard Salient inventory management policies and procedures.
  • Train warehouse other staff and volunteers as required.
  • Request purchase equipment, furniture, or goods needed for a proper use of warehouses
  • Manage and document the receipt, handling, storage, release and reporting of goods through the warehouse.
  • Ensure that all dispatch and receipt documents (Receive Note/Delivery Note/Stock Transfer Sheet/Waybills) are complete and archived in compliance with Salient standards (scan documents and archive digital versions on computer)
  • Implement daily activities inside the warehouse in accordance with SHO SOPs and quality standards:
  • Manage a schedule for receipt and dispatch of goods from/to Service Users.
  • Manage stocks according to standard guidelines considering: individual requests/consignments per Service User; verification on Units of Measure (UoM) for handling (Bags, Bales, Boxes, etcetera), and reporting (metric tons, kilograms, cubic meters); proper documentation for all transactions (request, receipt, release), and warehouse management (stock cards, register of damages/losses).
  • Manage Daily Labor to guarantee full operational capacity is maintained.
  • Maintain physical and digital records according to standard guidelines considering: update the Release Item Tracking Application daily to reflect all transactions (new requests, receipt of goods, and release of goods) based on completed documentation; maintain physical records per individual request/consignment per Service User.
  • Ensure the maintenance of warehouse and any other relevant document.
  • Update as per Salient requirements, the Asset register, Asset inventory list and expendable store inventory list and produce TIMELY reports as requested by the Project Coordinator and in relation to SHO standard of operations (SOPs).
  • Ensure the recruitment, attendance follow up and payment of daily workers for logistics needs
  • Supervise the team of warehouse assistant and daily workers on daily basis for all warehouse related activities
  • Prepare and send to the Project Coordinator the stock report on a monthly basis;
  • Immediate report on any discrepancies or theft noticed on any items
  • Any other tasks as assigned by Supervisor.
  • Keep an accurate and up-to-date record of the store contents, inward and outward movement of goods in the warehouse register or stock cards both using SHO standards.
  • Prioritize dispatch needs in conjunction with all NGO partners.
  • Ensuring the efficient flow of products in and out of the facility,optimizing the space, and maintaining proper control and accountability for goods at all times.
  • Plan the warehouse layout and space in the most operational way for reception, storage, preparation and delivery of the goods
  • liaise and maintain timely communications with relevant stakeholders to ensure the timely and efficient receipt and dispatch of goods depending on an organized mechanism
  • Ensure all releases/damages/losses are recorded on stock/bin cards and with appropriate transaction-specific documentation (Release Order Form, Goods Received Note, etc.)
  • Receive completed store’s release forms and prepare the goods for issuance in accordance with SHO store release procedures.
  • Ensure information of Service Users, upon acceptance Salient will be communicated to Service Users in a timely way.
  • Ensure goods, equipment are signed for received on the request form (office expendables) or waybill (all other items).
  • Prepare a monthly report for the expendables store outlining all stock movements and remaining balances.
  • On a monthly basis, work with the partners to reconcile the Warehouse register in the Asset tracking sheet and equipment issuance forms.
  • Update the stock record cards regularly.
  • Conduct routine inventory inspection and submit report to the Project Coordinator in a timely manner.
  • Perform a monthly asset spot checks, report if any assets/inventory are broken, lost or stolen on the InventoryLoss/Theft/Damage report, to be countersigned by the Project Coordinator

Required Profile / Experience

  • Degree / HND / ND in Social Sciences;
  • Minimum 3 years of experience from at national level project implementation position in a humanitarian / recovery context;
  • Experience in working in complex and volatile contexts;
  • Technical in Warehousing management.
  • Documented results related to the position’s responsibilities;
  • Experience in leadership and problem solving;
  • Fluency in English, both written and oral including local language ad advantage;

Job Title: MEAL Officer

Location: Maiduguri - Borno

General Context of the Job/Project
This position falls under the direct management of SALIENT's CCCM Project Coordinator

  • Under the direction of the MEAL Manager, the MEAL Officer will be responsible for supporting all MEAL related activities including, but not limited to: monitoring progress on project indicators, elaboration of M&E tools, conducting needs/market/post-activity assessments, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of monthly, bi-monthly, and quarterly reports.
  • The MEAL Officer will be based in Maiduguri with frequent trips to the project area and will report to the MEAL Manager as well as the Project Coordinator.

Job Description

  • Conduct regular on-site and post-distribution monitoring; post-activity monitoring and Focused Group Discussion to measure the project progress.
  • Provide consistent, supportive supervision to strengthen staff performance as necessary to meet monitoring objectives.
  • Conduct Market Price Monitoring in collaboration with the Programs.
  • Provide timely analyzed data and report on the monitoring activities and feedback to the programs; and write reports.
  • Support the team on the registration, commodity/card distribution and others activity through rigorous monitoring exercise.
  • Conduct data validation and verification exercise as necessary.
  • Maintain the Indicator Performance Tracking Table and feed the information to programs and MEAL team.
  • Facilitate the training of enumerators in the activities such as rapid assessment, registration, survey, baseline/end-line etc.
  • Elaborate, review, and test all M&E tools before the implementation.
  • Establish the database or tracking sheets of project beneficiary and assistance provided and share the information timely with the programs.
  • Support the establishment and management of a system to track beneficiary and non-beneficiary’s feedbacks and complaints management.
  • Work closely with ICT department and MEAL Manager in tracking IT equipment associated with project use.
  • Conduct regular analysis and action planning meetings to (1) compare data against project milestones, targets, and quality expectations across project sites; (2) identify issues requiring further attention; (3) define action needed and assign responsibility and deadlines.
  • Identify, document, store and share lessons learned (this includes success story too) that have implications for refinement of best programmatic practice.
  • Ensure ethical and safe collection and storage of data.

Required Qualifications and Experience

  • University degree, preferably in Statistics, Information Management, Management, Social Sciences or related fields.
  • At least 3 years of experience in Monitoring, Evaluation, Accountability and Learning, preferably in humanitarian or development context.
  • Proven track record and experience in developing M&E plan, systems and database using MS office applications (Excel or Access) and software applications.
  • Strong knowledge and proven experience on developing and analyzing logical and conceptual framework.
  • Ability to train partners and staff on developing and maintaining the M&E system.
  • Strong analytical and critical thinking skills.
  • Excellent written and oral communications skills in English.
  • Communication skills in Hausa and Kanuri mandatory.

Job Summary

  • The Admin and Finance Officer will be responsible for both financial and administrative works of the project and organization (as required). The major financial duties and responsibilities of the officer include accounting, software operation, reporting and documentation, cash flow/fund management, compliance. And, administrative duties and responsibilities are to conduct works related to general administration, assets management, coordination, procurement function, inventory management, etc.

Job Description

Financial Duties and Responsibilities
Accounting:

  • Prepare the cash journal and finance reports, book keeping and ledger posting
  • Collect, check, register and keep track of all order forms, incoming & outgoing invoices, travel claims, according to Nigerian law and internal procedures
  • Make cash and bank reconciliation every month
  • Prepare payroll of staffs monthly by coordinating with the Project coordinator.
  • Conduct the internal audits of project, monitoring the transaction of the requisition and cash flow
  • Lead project audit done by donor as well as organization annually

Software Operation:

  • Keep updated record of all financial transactions in the Quickbooks software

Reporting and Documentation:

  • Prepare monthly financial report by first week of succeeding month
  • Track activity level budgets and call for financial monthly review meetings

Cash Flow/Fund Management:

  • Maintain cost effectiveness and keep track of budget allocation as per activities
  • Complete daily financial transaction under the supervision of team leader
  • Handle cash and treasury operations with advanced use of spread sheets for tracking expenses and payroll system with tax applications, controls for ensuring proper transactions
  • Guide (monitor and supervise) the district project offices in Dang and Dolakha for finance and administration

Compliance:

  • Implement financial policies, procedures and directives of the organization
  • Update/upgrade organizational policy on taxation, financial procedures, internal control mechanism, etc.
  • Comply with the national accounting and financial policies and procedures
  • Cross verify (compliance and relevancy) all financial transactions done by project staffs.

Administrative Duties and Responsibilities
General Administration:

  • Provide administrative support to project office
  • Manage water, electricity supply and telephone/internet lines
  • Comply with safety of office supplies, materials, equipment and physical facilities
  • Maintain office premises to provide good working environment.
  • Implement administrative policies and procedures
  • Manage administrative function and establish internal administrative systems and controls
  • Maintain updated documentation, filing, folders and administrative data management in both hard copy and soft copy version
  • Maintenance of attendance register, contracting, logistical arrangement (together with information officer), maintaining of project document folders (staff, contracts, incoming and outgoing letters, etc.)

Assets Management:

  • Maintain office equipment, materials and properties
  • Keep records of the office supplies, materials and equipment
  • Keep track of proper use, maintenance and repair of physical assets and office including vehicles, equipment, furniture, etc. as necessary

Coordination:

  • Coordinate administrative activities and maintain monthly and yearly timetable
  • Support in recruitment process locally and keep the employee records by coordinating with project management team
  • Keep track/record of the training and workshops attended by staffs

Procurement Function:

  • As a member of project procurement committee, engage in local procurement process as per procurement guideline
  • Roster management (together with information officer) of all the materials and service to be bought by project in a given year

Inventory Management:

  • Manage inventory and physically verify as per need
  • Prepare the inventory report of furniture and goods

Job Summary

  • The human resources (HR) officer will develop, advise on and implement policies relating to the effective use of staff in the organisation.
  • His/Her aim will be to ensure that SHO employs the right balance of staff in terms of skill and experience, and that training and development opportunities are available to colleagues to enhance their performance and achieve the SHO’s aims.

Job Description
Recruitment, Selection and Placement:

  • Support, implement and administer the effective and timely recruitment processes in the hiring, developing and retaining the best talent to support the strategic human resources needs of SHO.
  • Promote equity, transparency, and consistency in the selection process.
  • Support SHO human resources need by ensuring incoming staff receive efficient on-boarding as well as systems compliance is achieved on induction and exit.
  • Provide strategic advice around HR needs to Hiring managers

Policy Implementation and HR Administration:

  • Provide advice around implementation of staff guidelines and ensure they are in line with the overall federation guidelines and labour laws
  • Liaise with partners and donors to ensure effective implementation of HR guidelines for delegates within SHO
  • Ensure compliance with all systems and procedures and ensure management integrity and accountability with high quality standards in HR; ensure the implementation of audit recommendations; advise on corrective measures and establish relevant internal controls.

  • Provide back up support for emergency response in HR as and when requested

Capacity Building and staff Development:

  • In coordination with the relevant programme heads, implement timely and effective staff learning and
  • development programmes and briefing on career management to staff in the office in order to strengthen their capacity building and advance career development planning.

Workforce Planning:

  • Monitor staff/management issues and support/advise management and staff as appropriate to improve the relations and resolve the issues.

Risk Management:

  • Work with the local lawyer to respond to HR legal matters

Job Title: NFI Distribution Assistant (for NHF CCCM Project)

Location: Maiduguri - Borno

Reporting to: Shelter NFI Officer

General Context of the Job/Project

  • This position falls under the direct management of SALIENT's SNFI Officer NFI Distribution Assistant will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life.
  • Under the Direct line Supervision of the CCCM Project coordinator is responsible for the implementation of the various operations of the Response which include distribution of none food items in line with NHF’s mission.

Job Description

  • Participate in sensitization, verification exercise of beneficiaries at the registry point during NFI distribution.
  • Participate in enforcing crowd control mechanisms that will ensure an orderly and successful distribution. This includes fencing off the stacking area of the distribution site as agreed with the field monitor, arranging beneficiaries in line.
  • Conduct community mobilization whenever assigned.
  • Supervise offloading, random weighing and stacking of NFI’s at the distribution sites.
  • Ensure that distribution materials are in good shape and loaded into the vehicle at the time of departure to the field and return from the distribution point.
  • Participate in distribution of NFI’s as assigned
  • Report, immediately, any incidences of fraud witnessed to the field monitor or any person for immediate action to be taken.
  • Take part in data entry.
  • Perform other related duties as assigned by the SNFI Officer.

  • Completion of ND / HND / University Degree in Development Studies, Humanities, Social Sciences, or another relevant degree

General Context of the Job/Project

  • This position falls under the direct management of SHO's CCCM Team
  • SHO's CCCM Team Leader will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life. This will require constant interaction with the camp community, coordination, monitoring and understanding the protection risks and challenges faced in the camp.
  • The CCCM Team Leader will also have an administrative responsibility of ensuring that CCCM staff and incentivized labour for their site are actively following their TORs and abiding by SHO’s camp Code of Conduct. Your main duties and responsibilities will be:

Job Description

  • Implement CCCM activities as requested by the CCCM Project Coordinator such as but not limited to:
    • Responsible for SHO’s CCCM team working on site including but not limited to creating daily work plans, assure that activities are ongoing without delays, submitting daily reports back to CCCM PC, up-to-date records of activities are updated and stored accordingly, interaction with stakeholders and partners at the site level.
    • Spearhead with assistance from SHO’s CCCM PC Capacity building trainings of local authorities, site committee members and partners working at the camp level.
    • Work at generating capacity of CCCM staff and hired workers from the camp setting
    • Liaise with local authorities, camp committees, partners and other stakeholders in ensuring that activities and camp management exercise is aligned with needs in the camp
    • Design assessments and surveys used to capture pertinent needs of camp residents
    • Report directly back to CCCM PC on changes to the camp environment including but not limited to security, standards, needs/gaps, influxes, departures, etc
    • Ensure timely and adequate registration of IDPs in camp, including identification of persons with specific needs in coordination with protection partners.
    • Participation in SHO’s security protocol for camp sites including submitting security clearance forms, getting up-to-date security news from key informants in the local community and conveying to SHO’s CCCM PC of any security risks or constraints obtained from the site.
    • Monitor status of population and highlighting trends with camp management team
    • Treat community members in a sensitive and humane manner
  • Build and maintain mutually respectful relationships with Camp Management, service providers, local authorities, IDP community members and host community members, in order to ensure smooth communication, activity implementation, and community outreach.

Tasks and Responsibilities
General Programming & Operations:

  • Ensure efficient and effective program implementation by following the work plan and other guidelines set by the Shelter NFI Project Coordinator.
  • Mobilize beneficiary communities and other relevant stakeholders to participate in the program and maintain the established/rehabilitated/protected Shelters.
  • Participate in relevant training to ensure that you are able to carry out your duties.
  • Participate in preparing monthly/quarterly/annual highlights/ reports.
  • Participate in monitoring and evaluation of the program.
  • Coordination and representation
  • Work as part of team on SHELTER NFI issues.
  • Ensure integration of SHELTER NFI activities with other SHO sectors.

Project Development:

  • Support the development of projects’ M&E tools
  • Project implementation and reporting
  • Participate in monitoring and evaluation of SHELTER NFI Projects.
  • Ensure quality during implementation of SHELTER NFI activities in accordance to Sphere and National standards.
  • Support the Shelter NFI Team leader in preparing SHELTER NFI weekly, monthly, quarterly and annual reports to relevant authorities as needed.

Staff Management:

  • Supervise SHELTER NFI Assistants.
  • Provide technical and programmatic leadership for the SHELTER NFI staff members and community-based mechanisms in operational areas as needed.
  • Develop staff performance measurement and targets with the Shelter NFI Team Leader for the SHELTER NFI Assistants and appraise them based on the set targets.
  • Conduct daily field visits (or as required) to ensure SHELTER NFI tasks are going on as planned and mentoring - through technical back stopping and training of duty bearers.

Logistics / Finance:

  • Support the Project Coordinator to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Initiate procurements and ensure their execution.
  • Ensure distribution plans are prepared and shared with logistics in a timely manner.
  • Manage day to day project expenditures of Shelter NFI Assistants and other relevant team members.

Required Profile / Experience

  • Degree/HND/ND in Social Sciences;
  • Minimum 3 years of experience from a national level project implementation position in a humanitarian / recovery context;
  • Experience in working in complex and volatile contexts;
  • Technical in Warehousing management.
  • Documented results related to the position’s responsibilities;

Tasks and Responsibilities

Generic Responsibilities:

  • These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
  • Implement and maintain SHO’s shelter procedures and guidelines
  • Ensure adherence to SHO’s policies and procedures
  • Ensure a that the beneficiaries and community are involved in the project implementation

Specific Responsibilities
The Shelter Assistant is expected to achieve the following during this contract period:

  • Work with his line manager to ensure volunteer and construction schedule is accurate and achievable.
  • Ensure timely delivery of construction materials.
  • Supervise the construction of shelter and other infrastructure are in line with the approved design and bill of quantities.
  • Responsible for managing carpenters working on his assigned shelter
  • Responsible for training and on job coaching carpenters and IDPs participating in the construction
  • Responsible for ensuring Construction Crews/carpenters leaders adhere to all policies and procedures
  • Provide construction leadership as needed to ensure the project schedule is met in a safe environment and in a quality manner.
  • Patriciate in site planning as required. Ensure that all SHO job sites are in full compliance with Shelter Working Group guidance.
  • Perform other duties as required by program needs and requested by PDM.
  • Timely reporting, on a weekly and monthly basis, (identifying gaps, risks and bottlenecks that can obstruct proper implementation of activities)

General Context of the Job/Project

  • This position falls under the direct management of SALIENT's CCCM Specialist and CCCM Project coordinator
  • SALIENT's CCCM Protection Officer will play an integral part of the camp management team of ensuring that all inhabitants of the camp are living a safe, secured and dignified life.
  • Under the supervision of the CCCM Project coordinator, the CCCM Protection Officer is responsible for the day-to-day activities of the protection component of the project, including conducting data collection, meetings and mobilizing key project stakeholders, developing protection related materials for community trainings and facilitate trainings, among others.
  • He/she will organize focus groups to support him/her in the accomplishment of her daily task and duties.
  • He/She will be accountable for the smooth operation of the protection component of the project, meeting project timelines and targets, in addition to internal capacity building trainings.
  • He/ she will be responsible of ensuring protection mainstream standards among the camp services and to monitor the global protection risks in order to provide mitigation solutions.
  • He /she will be in charge for referrals of beneficiaries to the appropriate protection partner(s), but not only, and ensure that this mechanism remain efficient and functional after SALIENT CCCM responsibility.

Job Description

  • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews in accordance with SALIENT's information collection and management plans and standards, ensuring appropriate treatment of sensitive information;
  • Ensure that mainstream protection is implemented by all agencies and in the whole camp.
  • Assess protection issues captured or identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices;
  • Identify cases in need of urgent response and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services;
  • Work with supervisor to create weekly work-plans and prioritization of tasks;
  • Ensure targets are met under the approved work plans
  • Ensure proper documentation and secure storage of any protection data collected (hard and soft copies);
  • Complete daily, weekly and monthly reporting on findings.
  • Foster and maintain excellent working relationships with all stake-holders, and participate in daily coordination with humanitarian and all other local and international actors;

Required Qualifications and Experience

  • A University degree in Social Sciences, Development Studies, Guidance and Counseling or relevant fields.
  • Minimum of three years' experience working with vulnerable communities, basic needs and distribution programming experience, and/or advocacy programs.
  • Experience in protection interventions in line with vulnerables or IDP operation.
  • Experience of working with Non-Governmental organizations.
  • Good communication skills and ability to conduct training and awareness.
  • Computer skills (Microsoft Outlook, Word, Excel).
  • Ability to communicate in English, write reports in English and consolidate the reports prepared by protection monitoring assistants into formal English documentation
  • Ability to communicate in Hausa. Other Nigerian languages is a must.
  • Good organizational and management skills.
  • Willingness and ability to work full time in the field directly with communities (camp setting and communities in MMC, Jere and Rann areas).
