Pact West Africa started operations as Pact Nigeria in 2005, and builds capacity of civil society organizations and improves the livelihoods and health of the poor and marginalized in the society. Pact has 46 staff in Nigeria. Pact is seeking a qualified consultant to facilitate a three-day team building exercise and tocompile a report outlining the workshop's proceedings, including practical recommendations and operational tools which can be used by the team in the future.

Position Overview:
- S/he will also conduct supportive supervisory visits to sub-grantees to observe, monitor, provide guidance and quality feedback on the use of data and lead all research activities.
- This is a local position and is contingent upon award.
- Reporting to the Chief of Party, the Monitoring, Evaluation and Research Advisor will develop and maintain systems to collect and analyze information on inputs, outputs, outcomes, and impact of the program.
Key Responsibilities
- Monitor data entry process and ensure program is utilizing Pact's database.
- Responsible for reviewing regular program reports prepared by program staff for submission to USAID.
- Ensure program staff and senior management are using data collected to make informed and timely decisions related to program implementation
- Support program staff to implement their learning agenda (baseline, mid-term, final evaluations, etc.) This may include the identification of appropriate consultants to provide technical support.
- Contribute to program management through ongoing integration of M&E findings into program activities.
- Oversight of research staff conducting in-depth assessments of program activities.
- Design program-specific Performance Monitoring Plans as well as Monitoring and Evaluation Plans at Pact and partner levels.
- Responsible for the development of relevant M&E tools, formats, and the provision of technical training for Pact's partner staff.
- Coordinate regular monitoring visits to partners and ensure the production of one consolidated report and agreed action plan for follow up response (inclusive of program, finance, grants).
- Monitor data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy. Where problems exist support partners in the identification of solutions to challenges faced.
Basic Requirements
- Progressively responsible experience in monitoring and evaluation of democracy and governance programs, including working with development agencies and organizations, government officials, civil society leaders, community leaders, program beneficiaries, and program staff.
- Extensive knowledge of reporting procedures, best practices, guidelines, and tools for monitoring, evaluation, and learning, including impact evaluation.
- Demonstrated supervisory skills, and ability to work well on a team.
- Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.
- Master’s s degree in any of the following or related fields: Social Science, International Development, Evaluation Research, Statistics, or Economics
- At least six (6) years of progressively responsible experience in designing, managing, and implementing results-based MEL activities. Strong preference for those that have led MEL for USAID Democracy and Governance programs.
- Particular interest in candidates that have developed or overseen MEL frameworks for advocacy-focused projects and other initiatives driving non-linear change processes.
- Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational as well as English oral and written communication skills

Position Overview
- The COP will take a leadership role in coordination of all activities across all relevant parties, including: USAID, the Government of Nigeria, key stakeholders, and implementing partners. She/he will also oversee all project staff and sub-partners to results-oriented planning, leadership, and coordination of project activities and products. This position is contingent upon award.
- The COP will be responsible for technical leadership and the overall management and operations of the activity. She/he will supervise high-quality project implementation, with a focus on achieving the USAID/Nigeria goals and Development Objectives, and ensure the project meets stated goals, expected results, and reporting requirements.
Key Responsibilities
- Ensure a highly adaptive, systems-driven approach to promoting innovative and sustainable approaches to empowering civil society and promoting civic engagement.
- Review and approve annual budgets and quarterly reports, ensuring they are completed and submitted in a timely manner. Ensure compliance with USAID and Pact HQ requirements, policies, and regulations.
- As relevant, manage all local grantmaking mechanisms, ensuring compliance with donor regulations and Pact policies; coordinate and/or conduct monitoring visits to grantee programs.
- Provide and/or ensure the provision of training and mentoring to partners to strengthen their capacity for technical service delivery and compliance with donor rules and regulations.
- Recruit and directly supervise local and international project staff in line with Pact human resource (HR) policies; oversee the management and development of project office HR to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced.
- Ensure high-quality, results-oriented technical programming through hands-on guidance and support grounded in the program’s strategic objectives and approved annual workplans, and adhering to expected technical quality and reporting requirements.
- Lead the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners.
- Serve as key representative to USAID; responsible for all communications with AO/R, other USG officials, responses to USAID requests, etc.
- Act as a liaison to and ensure effective relationships with relevant donors, GoN, sub-partners, and other key stakeholders ensuring strong cooperation and collaboration.
- Lead all project planning responsibilities, including the production of annual workplans and budgets and performance monitoring plans (PMPs), ensuring alignment of the budget to expected results and ensuring cost-effective use of Pact’s resources.
Basic Requirements
- Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders, including international organizations, NGO partners, Government Institutions, private sector entities, and USG Agencies;
- Preference for candidates who have a demonstrated track record of managing highly adaptive programs, as well as applying systems-driven approaches and/or thinking and working politically (TWP) principles;
- Demonstrated knowledge of and experience with working with the USG; and
- Excellent interpersonal, writing, and oral presentation skills in English.
- A minimum of an advanced degree (Masters, or PhD) in Social Sciences, Law, or Development Studies, etc.;
- A minimum of eleven (11) years demonstrated experience in the successful implementation of international development activities, with preference given to democracy and governance activities, five years of which shall have been in senior program management including direct supervision of professional and support staff.
- In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening, preferably in Nigeria;
- Demonstrated ability through previous experience in strong leadership and management skills to effectively and efficiently implement complex and politically sensitive international projects through evidence and data driven decision making;

- Reporting to the Chief of Party, the DCOP is responsible for helping the COP to meet the project’s technical objectives, manage financial resources, manage program staff, manage partnering agreements, maintain good working relationships with host government officials and local partners, manage donor reporting and ensure a high-quality delivery of services.

- Ensure the cost-effective use of Pact resources
- Ensure compliance with HQ and donor requirements, policies, and regulations.
- Under the guidance of the COP, act as liaison to relevant donors and the local government
- As relevant, manage all local grantmaking mechanisms, ensuring compliance with donor regulations and Pact policy; coordinate and/or conduct monitoring visits to grantee programs.
- Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations

- Ensure a responsive and innovative approach to developing the capacity of civil society organizations and other civic actors
Basic Requirements
- Prior experience in awarding and managing grants to local organizations to promote democracy and governance goals.
- Must be tolerant, respectful, and sensitive to Nigeria’s culture.
- Specialized Knowledge/Skills: Excellent verbal and written communication skills.
- Nigeria experience mandatory.
- Master's degree in a relevant field such as Social Sciences, Law, and Development Studies etc.
- At least eight (8) years demonstrated experience in the successful implementation of international development activities, with preference given to democracy and governance activities —three (3) years of which shall have been in senior program management including direct supervision of professional and support staff.
- Prior experience in policy advocacy, government monitoring and oversight, or in capacity development.
- In-depth understanding of the role of civil society in development and experience in building capacity for civil society organizations and networks/coalition strengthening.
