The USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) is a $44 million Water, Sanitation and Hygiene (WASH) activity. LUWASH will increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos, Nigeria. Through an integrated, market-based approach, LUWASH will work across the value chain of WASH services to bolster supply and manage demand within a strengthened framework of sector governance, financing, and regulated services. The activity aims to catalyze sector transformation and generate WASH service improvements for at least 4 million people in low-income communities and build a foundation for continued progress beyond LUWASH.

Job Title: Monitoring, Evaluation and Learning Assistant

Location: Ikeja, Lagos
Employment Type: Full-time
Reporting: The MEL Assistant reports to the MEL Advisor.

Background
The Lagos Urban Water, Sanitation, and Hygiene Program (LUWASH) activity aims to rebuild the social contract around WASH services in Lagos through contributing to the following objectives 1) reliable data on water resources and services and 2) change management for institutional development across objectives to catalyze sector transformation, generating WASH service improvements for at least 4 million people in LICs and building a foundation for continued progress beyond LUWASH.

The project aims to increase availability and sustainable management of safe and climate-resilient water and sanitation services in Lagos, Nigeria. LUWASH will increase the availability, quality and use of safe water and sanitation services and improve the governance and sustainable management of associated sector institutions in Lagos. The activity’s objective is to expand and improve urban WASH service delivery and infrastructure through strengthened governance, increased accountability, and improved financial and technical capabilities of public water utilities and private sector providers.

The project has four components as follows: governance and institutional arrangements strengthened to deliver improved WASH services, public and private service provider performance improved, access to safe and sustainable water services increased, access to safe and sustainable sanitation increased and the quality of source water improved.

Purpose

  • Chemonics seeks a Monitoring, Evaluation, and Learning Assistant for the USAID Lagos Urban Water, Sanitation, and Hygiene Activity (LUWASH) in Nigeria.

Job Summary

  • The Monitoring, Evaluation, and Learning (MEL) Assistant will support the MEL Advisor in ensuring accurate and timely data collection for performed project activities, through following established procedures and ensure common understanding for technical teams and project grantees and subcontractors.
  • In coordination with the MEL Advisor, the MEL Assistant will also be responsible for preparing reports for internal project review and client reporting on MEL Plan.

Principle Duties and Responsibilities

  • Coordinating with technical teams and third parties (e.g., grantees, subcontractors) to support establishment of procedures of data collection to ensure timely reporting.
  • Supporting the MEL Advisor in responding to requests from project staff, Chemonics, or USAID.
  • Support the safe storage of data and upload to USAID DIS.
  • In cooperation with MEL Advisor, provide consultations/clarifications to technical teams and third parties (e.g., grantees, subcontractors) on data requirements under USG-funded programs.
  • Liaise with technical teams to ensure compliance with internal project procedures with regard to reporting related to the Monitoring, Evaluation and Learning Plan.
  • Maintain records on indicators, including lists of participants and agendas (only for events accounted under indicators).
  • Perform other duties as required or assigned.

Duration

  • This is a long-term assignment. The expected duration is at least one year. This position will be based in Lagos, Nigeria

Qualifications

  • University Degree in Mathematics, Data Analysis, Economics or related field required.
  • Ability to analyze and report on program performance and impact from the perspective of donors, program planners, and partners.
  • Willingness to learn usage of modern tools on data analysis and visualization.
  • Experience with report writing and editing.
  • Minimum two (2) years of Monitoring & Evaluation experience required.
  • Experience working with USAID or other donor-funded programs preferred.
  • Demonstrated professional excellence and strong analytical skills.
  • English fluency, with excellent presentation skills and strong ability to communicate clearly and concisely in writing in all languages.
