Job Description
- The M&E Officer will supervise regular data collection across implementing entities and ensure quality of the data by scheduled verifications and validations.
- S/he will participate in the implementation of M&E field activities while ensuring that Project M&E processes are adhered to in a consistent manner.
- The person will be responsible for generating and providing the inputs, information and statistics for monthly, quarterly, semi-annual, annual and other reports.
- S/he will assist and support the use and deployment of program Monitoring and Evaluation tools across all service delivery points.
- Constant performance and gap analysis will be carried out weekly and monthly by the Officer who will promptly provide feedback on observations to other members of the team.
Responsibilities
- Ensure effective monitoring and evaluation of project quality, using donor monitoring tools appropriate audit results, core values and policies, operational plans, and strategic documents
- Oversee implementation of M&E systems (data reporting templates) through regular field monitoring visits and tracking of Key Performance Indicators as approved by the donor.
- Supports quarterly program review meetings to facilitate dialogue and learning on project within the OSS using data generated from the program.
- Conduct data quality assurance within the facility and at the community level.
- Support management and accountability through routine, accurate collection and reporting of information that confirms status of project activities based on work plans.
- Manage and provide training for data analysis at the service delivery outlets and coordinate the technical assistance to team members in the analysis of data to address gaps in program and services
- Support information technology infrastructure and management for data management tools including patient biometric capture in collaboration with the program officer/assistant.
- Ensure all databases are properly secured and routinely backed up.
- Support on-going documentation systems that demonstrate progress towards quality strategic information management for improved ART delivery at the facility and community level.
- Mentor facility staff to ensure that the data entered into hospital database is accurate, consistent and according to prescribed format through routine visits.
- Develop the quality control systems and mechanisms needed to guarantee proper management of information and data
- Work with the clinician and program officer or assistant to ensure the accurate collection of prevention and treatment and work to improve the quality of data generated from the facility and community or field.
- Ensure that all data from the field is entered into the designated databases; Ensure that the data generated is used to support evidence-informed programming;
- Work with the State Team Lead to conduct the Project assessment.
- Supervise and coordinate the collection of accurate monitoring reports from the health facilities (monthly, quarterly, semi-annual and annually) on all required indicators
- Support the development and refinement of Monitoring and Evaluation materials
- Build the data culture at health facilities to improve data demand and data use
- Ensures accurate upload of required data on the EMR, NDR, and any other electronic platform used on the program.
- Ensures proper documentation of the HTS registers, Enrolment registers, ART registers and other electronic and hard-copy management information system tools used in the project.
- Collates and report weekly, monthly, quarterly, semi-annual and annual program reports.
- Undertake other activities asassigned by the Clinician and or state team lead.
Requirements
- Candidates should possess Bachelor's Degrees with 2+ years of relevant work experience.
