Monitoring and Evaluation (M&E) Officer at the Justice, Development, and Peace Commission (JDPC)
The Justice, Development, and Peace Commission are a faith-based non-governmental and non-profit organization. A unit of the Church and Society department of the Catholic Church that is involved in the social aspect of the human person through humanitarian developmental activities and programs in the Catholic Diocese of Warri; to ensure justice, peace, and well-being of people, especially the less privileged and vulnerable ones in the society.
We are recruiting to fill the position below in the ECEWS-SPEED-supported OVC Project:
Job Title: Monitoring and Evaluation (M&E) Officer
Location: Warri, Delta

Primary Function
- The primary responsibility of this position is to provide support to the day-to-day implementation of M&E activities at the community and Local government levels as directed by the ECEWS State Technical Officer M&E.
- Under the direct supervision of the Program Manager, the M&E officer will collaborate with other thematic officers at JDPC Warri to ensure that accurate and high-quality program data are collected using the national OVC M&E tools and accurately entered into National OVC Management Information System (NOMIS), promptly, reports generated along with the narratives, to provide information for OVC programming and decision making.
- In addition, he/she will support the training of Case managers, promote program monitoring, evaluation, accountability, and learning and facilitate the use of data utilization at all levels.
Job Responsibilities
- Provide continuous technical support to Community volunteers in the use of OVC M&E tools
- Mentor data entry clerks and facilitate data entry into the NOMIS and other ECEWS-SPEED MIS platforms.
- The M&E Officer will develop and maintain systems to collect and analyze information on inputs, outputs, outcomes, and impact of the program.
- Support other project staff in their work with the case managers in the correct use of forms and submission of accurate reports on a timely basis.
- Support the Program Manager in the analysis of OVC data from NOMIS and other reporting platforms for the quarterly and annual reports to ECEWS-SPEED OVC State team lead and other reports, as required.
- Work closely with the Program Manager to coordinate weekly and monthly review meetings of case managers.
- Ensure all source documents of services provided and activities conducted are well filed by the documentation officer.
- Ensure CBOs maintain confidentiality in all the VC’s case files.
- Conduct supportive supervisory visits to project sites /LGA to observe, monitor, provide guidance and quality feedback to case managers on documentation and reporting.
- Maintain hard and electronic copy files of the CBOs Monthly Summary Forms.
- Support in the capacity building and mentoring of case managers on M&E-related matters such as understanding the information needs of JDPC Warri ECEWS supported OVC project and adhering to M&E standard operating procedures (SOPs).
- Support in the documentation and archiving of project information.
- Be available for data quality assessments and actively participate in the data quality assessment, understand the recommendations for remedial action, and comply with those recommendations.
- Perform any other role assigned.
Qualifications / Skills
- Bachelor’s Degree in Social Science with an emphasis on Rural Development, Public Health, Statistics, Mathematics, Accounting, Computer science, or Development related fields.
- Demonstrated skills in M&E with previous experience in the application of quantitative and qualitative research methodologies.
- Demonstrable computer literacy in MS Office - Excel, PowerPoint, and Word.
- Demonstrated ability to work effectively with government and communities as well as transfer knowledge to diverse audiences through workshops, training, and meetings using participatory methods and adult learning principles.
- Proven leadership and interpersonal skills for effective teamwork; as well as the ability to work independently frequently, taking initiative, managing a variety of activities concurrently, and delivering outputs on schedule.
- Demonstrated ability to support partners working at a distance to achieve results against program objectives/target.
- At least two (2) years of professional experience in M&E for programs related to Health, HIV and OVC, agriculture, or food and nutrition security programming, of which at least one year with a CBO or NGO.
- Experience in designing computer databases in Excel, Access, and Visual Basics or other database packages.
