West Africa Network for Peacebuilding (WANEP) is the Nigerian Country Office of the West Africa Network for Peacebuilding (WANEP), a sub-regional NGO with regional secretariat based in Accra, Ghana, whose mission is to enable and facilitate the development of mechanisms for cooperation among civil society-based peacebuilding practitioners and organizations in West Africa by promoting cooperative responses to violent conflicts; providing the structure through which these practitioners and institutions will regularly exchange experience and information on issues of peacebuilding, conflict transformation, social, religious and political reconciliation; and promoting West Africa’s social and cultural values as resources for peacebuilding.

We are recruiting to fill the position below:



Job Title: MEAL Officer (Monitoring, Evaluation, Accountability and Learning)

Location: Mabuchi, Abuja
Employment Type: Full-time

General Position Summary

  • The MEAL Officer will be responsible for managing programmatic information systems, ensuring quality monitoring and evaluation, and facilitating accountability and learning across all projects at WANEP-Nigeria.
  • The Officer will work closely with the MEL Specialist and program teams to collect, validate, and analyze data that inform decision-making and enhance program effectiveness.

Essential Job Responsibilities
Strategy Input and Oversight:

  • Support the development and implementation of effective monitoring and evaluation (M&E) tools.
  • Play a key role in the design of intervention strategies, sector plans, and comprehensive M&E frameworks.
  • Contribute to the preparation and review of program documentation and strategic reviews.

Result-Based Monitoring & Evaluation:

  • Validate and verify key program indicators against diverse data sources.
  • Review, validate, and analyze incoming program data to ensure accuracy and reliability.
  • Conduct field visits to collect supplementary data, document success stories, and perform qualitative research independently or collaboratively.
  • Work with the MEAL Manager and program staff to ensure activities are on track, with a focus on meeting targets and objectives.

Learning:

  • Document and share lessons learned from program implementation regularly.
  • Maintain an updated database reflecting progress and key performance indicators.
  • Provide insights to support adaptive learning and program adjustments.


Capacity Building:

  • Strengthen the capacity of PARTNER organizations to maintain robust M&E systems.
  • Facilitate periodic reflection and analysis sessions to enhance learning and inform programming.
  • Assist in the timely production of weekly, monthly, quarterly, and annual reports for donors and stakeholders.

Program Advisory:

  • Maintain an active advisory role with program teams to guide them on robust data collection practices and effective use of M&E tools.
  • Participate actively in implementation processes to provide advice for optimal results.
  • Build and maintain strong relationships with partners, government departments, and other stakeholders.

Accountability:

  • Reports Directly to the MEL Specialist while also working directly with the Deputy Chief of Party, Program Officers, states M&E focal persons, and other PARTNER consortium agencies/individuals.

Accountability to Participants and Stakeholders:

  • The MEAL Officer is expected to uphold WANEP-Nigeria’s commitment to accountability and engage communities as equal partners in program design, monitoring, and evaluation.

Security:

  • Ensure compliance with security procedures and policies as determined by WANEP-Nigeria.
  • Coordinate with WANEP Security/Safety Officer and State Manager on any threats to WANEP staff and activities; follow up on incidents/security threats in areas of operation.

Minimum Qualifications & Transferable Skills

  • Bachelor’s degree in Social Sciences, Statistics, Business Administration, or a relevant field.
  • A minimum of 3-5 years of proven experience in program monitoring and evaluation.
  • Understanding of M&E concepts, project cycles, and results frameworks.
  • Proficiency in quantitative and qualitative data collection and reporting methods.
  • Demonstrated fluency in data management software such as MS Excel, MS Access, SPSS, or STATA.
  • Excellent interpersonal and communication skills.
  • Ability to design and implement surveys with knowledge of probability and purposive sampling techniques.
  • Strong written and analytical skills. knowledge of Hausa language is an asset.
