Cuso International is currently implementing a project with the UNHCR called SKILLS Project and SHARE Project, Cuso International is one of the implementing partners of UNHCR working on Building skills for livelihood enhancement in refugee holding communities in Cross River and Benue States, Nigeria. This will be achieved through the implementation of livelihood interventions covering sectoral cash grants or vouchers, vocational and technical trainings covering entrepreneurship and business management, life skills and Access to agricultural/livestock/fisheries production.

We are recruiting to fill the position below:

 

Job Title: Manager, Finance, and Administration

Location: Calabar, Cross River
Status: Fixed-term, Permanent
Department: International Programs
Reports to: Country Representative
Duration: May - December 2023 (Extension dependent on funding)

About the Role

  • In Nigeria, Cuso International is implementing a multi-year volunteer cooperation program funded by Global Affairs Canada (GAC) as well the SKILLS Project funded by UNHCR focused on socioeconomic integration of Cameroonian refugees through development of micro, small and medium enterprises in Cross River, Akwa Ibom, Taraba, and Benue States.
  • Reporting to the Country Representative (CR), the FAM provides financial leadership the program team , including annual budgeting process, budget execution and compliance with all of Cuso International’s administrative, accounting and financial systems in accordance with all donor financial requirements.
  • The FAM is also responsible for the accurate and timely maintenance of financial accounting records as well as overseeing recruitment of finance and administrationstaff, consultants and purchasing of office equipment, supplies and services.

General Responsibilities

  • Ensure all financial transactions are appropriately recorded in accordance with Generally Accepted Accounting Principles (GAAP) and Cuso International and donor policies and guidelines;
  • Responsible for overall financial management of Cuso International Nigeria Country Program Office (CPO) ensuring security and accountability of all finances for the Nigeria program;
  • Inform Cuso International on appropriate legal and regulatory obligations and requirements in Nigeria and ensure Cuso International’s adherence;
  • Review and implement improvements to financial controls, systems and policies and procedures in CPO in coordination with Finance Team at Cuso International Canada office (CICO);
  • Lead development of annual budgeting process as well as manage and monitor execution of annual budget for all programming in Nigeria with timely and appropriate performance-to-budget analysis;
  • Prepare regular financial reports for Cuso International and donors ensuring compliance with guidelines, rules, etc.;
  • Recruit, select and oversee local consultants;
  • Complete all administrative procedures with relevant state and national agencies for registration and operation of CPO in Nigeria, including finalizing procedures with the National Planning Commission related to volunteer visas);
  • Purchase office equipment and services in compliance with Cuso International and donor procurement policies;
  • Ensure all financial payments and administrative tasks relating to volunteers are processed effectively and in a timely manner;
  • Lead on development of budgets for new projects for various donors, including GAC, UNHCR, etc., as well as ensure regular communication with Finance Team in CICO during the approval process.
  • Recruit and supervise key finance staff, including ongoing maintenance of Cuso International’s general ledger and completion of monthly, quarterly and annual period end close procedures;
  • Recruit and supervise administrative staff, including in areas of human resources, information technology, procurement, logistics, etc.;
  • Ensure CPO follows all Cuso International’s financial and administration policies, procedures and processes.
  • Ensure Cuso International’s performance management culture is understood and respected within the team and each staff receives adequate feedback and support to promote successful performance and high levels of employee engagement; and
  • Fulfill other responsibilities, as required by the Country Representative or staff from CICO.

Position Qualifications
Essential:

  • Candidates should possess a Degree in Accounting and Finance and/or Business Administration with an acceptable combination of education, training and/or experience related to job requirements;
  • Minimum of 10 years of progressive experience in a financial/accounting and administrative environment leading in a supervisory role managing small teams;
  • Minimum of 5 years in grant management and compliance of major donors, experience preparing budgets for donors, such as GAC, UNHCR, USAID, etc.;
  • Previous experience working with an international non-profit and/or United Nations agency in a financial reporting capacity;
  • Demonstrated experience in maintaining general ledger and related accounting schedules through a full accounting cycle;
  • Excellent written and verbal communication skills to relay finance information to non-financial users;
  • Ability to work effectively with diverse teams both in the field and CICO;
  • Ability to establish team and individual priorities and work towards specific objectives;
  • Ability to travel locally as needed; and
  • Ability to work irregular hours occasionally, as needed.
  • Demonstrated experience in managing financial and cost accounting responsibilities in a project accounting environment;
  • Integrity, honesty and a strong commitment to excellence;
  • Ability to make appropriate decisions with minimal oversight;
  • Process and detail orientated on all aspects of finances and operations;

Desirable:

  • Recognized professional designation such as CPA, CMA, ACA, ACCA, CGA or equivalent is preferred;
  • Interest and/or knowledge of international development issues, including humanitarian issues; and
  • Previous experience working in an international volunteer sending organization in Africa generally, and Nigeria specifically.
