  • The Vice-Presidency, Human Resources and Corporate Services ensures the delivery of efficient, people-centered, client-oriented, corporate services to ensure overall institutional effectiveness in all aspects of the Bank’s corporate services
  • The complex leads efforts to ensure the competitiveness of the Bank as the employer of choice and is responsible for providing leadership in the formulation and implementation of Bank’s strategies on people, information technology, general services and institutional procurements, language services, business continuity and, health and safety strategies.
The Hiring Department/Division
  • The Corporate Information Technology Services Department’s mission at the Bank is to align the Information Technology (IT) delivery strategy along with the Bank’s business strategy to increase the organizational effectiveness through efficient use of the Information Systems.
  • Under the leadership of the African Development Bank’s Information Systems Director, the Information Technology Systems Department is mandated by the Bank to deliver best possible Information Technology (IT) services for Bank Staff, and help achieve the results that gets the Bank closer to accomplishing its poverty reduction goals in Africa.
The Position
  • Under the general supervision of the Manager, Network and Telecommunications Division (CHIS.3), the Information and Communication Technology Officer is responsible for managing the Bank's telecommunication infrastructure, multi-user network and messaging systems in the Country Office.
Duties and Responsibilities The Information and Communication Technology Officer will be responsible to:
  • Manage the Bank's unified telecommunication services pertaining to Voice, Data transmission and video;
  • Ensure connectivity to all corporate applications by proactive and efficient management of the LAN (Local Area Network)/ Wide Area Network (WAN) multi-user environment;
  • Implement system configurations as approved in the Bank's change management processes;
  • Install, configure, and support bank standard hardware and software, including desktops PCs, laptops, printers scanners and other relevant peripherals;
  • Monitor the Bank's Very Small Aperture Terminal (VSAT) and fibber optic networks and liaise with service providers to ensure uninterrupted services;
  • Administer the information systems in the Country Office/Regional Directorate General (RDG) including routine housekeeping, troubleshooting maintenance and upgrades;
  • Ensure that the bank's information and information systems are protected in a manner consistent with its information security policy, procedures and standards;
  • Provide technical support to country office staff and visiting missions as well as direction and support on end user computing and applications, including incidents on available hardware, software, network services and video conference sessions;
  • Work together with other Engineers from Headquarters to investigate, test, circumscribe and correct incidents/problems;
  • Be responsible for Vendor Contract Management in the Country office/ Regional Directorate General (RDG) including enforcement of Services Level Agreement (SLA)
  • Identify Information Technology (IT) related needs, prepare specifications and assist the Country Offices/ Regional Directorate General (RDG) in the preparation of Request For Proposals (RFPs) for the procurement of Information Technology (IT) equipment and services and manage contracts and suppliers;
  • Assume responsibility for Information Technology (IT) asset management in Country Office or Regional Directorate General (RDG) and the completeness of the inventory in SAP;
  • Assume responsibility at the Country Office or Regional Directorate General (RDG) level in the Service Asset and Configuration Management process
  • Assist the Country Manager or Regional General Director in determining training needs, equipment requirements and specifications.
Selection Criteria Including desirable skills, knowledge and experience:
  • Hold at least a Master's Degree in Computer Science, information Systems, Telecommunications/Electronics or its equivalent or equivalent Degree in Engineering or closely related disciplines;
  • Have a minimum of four (4) years of relevant professional experience in Information Communication Technology gained with similar multinational organization or major private or public institutions;
  • Solid experience in the support of computer hardware and software, in the management of the Unified Communication Services pertaining to Voice and in Data and video transmission;
  • Private Sector experience is an added advantage;
  • Strong skills for first and second level user assistance in handling incidents;
  • Experience and/or knowledge  in Network Traffic Monitoring and Diagnostic Tools, Quality of Service (QoS) implementations, Wide Area Network (WAN) switching and routing, load-balancing and application-delivery solutions; user data backup techniques and procedures; Very Small Aperture Terminal (VSAT)  Satellite Systems;  the Voice over Internet Protocol ( VOIP) systems; the Video Conference Systems; is an added advantage;
  • Strong understanding of large enterprise Information Technology (IT) infrastructure components (server, storage, and network) and sound knowledge of  Windows environments;

  • The Bank has reorganized and is developing the Regional Development, Integration and Business Delivery Complex whose major objective is to build regional capabilities and bring responsibility for client activities closer to the regions.
  • Five Regional Development, Integration and Business Delivery Hubs have been created, each run by a Director General: Southern Africa, North Africa, West Africa; East Africa, and Central Africa.
The Hiring Department
  • Chad Country Office of the African Development Bank has been established to strengthen policy dialogue between the Bank, Governments and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners.
The Position
  • The Secretary will work closely with the Country Manager and the Team to provide administrative support. The incumbent of the position will help the Country Manager and the team to make the best use of his time by dealing with secretarial and administrative tasks.
Duties and Responsibilities Under the Supervision of the Country Manager, the Secretary will perform the following:
  • Make appointments for experts and other staff of the Country Office and keep their schedules up to date;
  • Receive visitors and attend to them  with tact and discretion;
  • Prepare briefing material used by experts for official missions and special meetings;
  • Handle protocol-related issues concerning  reception of the visitors of experts and of the  Office;
  • Organize experts’ meetings ; assist the Country Manager’s secretary in coordinating official receptions given by the Resident Representative;
  • Participate in staff meetings, take notes and produce reports in the absence of the Country Manager’s secretary ;
  • Draft correspondence on non-substantive issues and ensure its follow-up;
  • Manage the experts’ incoming and outgoing mail and the office’s  telephone communication;
  • Maintain an appropriate filing system; process experts’ back-to-office reports, ascertain  the  quality of documents requiring the approval and / or signature of experts and other staff members;
  • Prepare and finalize draft correspondence (letters, faxes, etc. ...) concerning  various aspects, on behalf of experts, prepare minutes of experts ‘meetings;
Selection Criteria Including desirable skills, knowledge and experience:
  • Hold a minimum of a Bachelor's degree or its equivalent in business administration, commerce, administration or a related field, supplemented by training in secretarial functions/administration/office management

The Hiring Departement/ Country Office
  • The various Country Office falls within one of the five (5) Regions of the Africa Regional Development, Integration and Business Delivery Hubs. The Hub oversees a combination of country and liaison offices, as well as non-presence countries.
  • Under the Directorate General of the Central region, the Chad Country Office of the African Development Bank have been established to strengthen policy dialogue between the Bank, Governments and other stakeholders; improve performance of the project portfolio and aid coordination with other development partners.
Duties and Responsibilities
  • Under the overall administrative authority of the Country manager, the Administrative and Finance Assistant will undertake to implement the COTD’s administrative services including accounting and budgeting, human resources activities and supervision of use of office facilities and resources.
  • He/she will carry out effective recording, control and management of Bank resources, the Office’s operational activities in keeping with the Bank’s policies and guidelines.
Other specific duties and responsibilities include the following: Budget preparation and implementation:
  • Participate in drawing up the administrative budget of the Bank’s Office following the schedule set by the Budget Department while taking  into account the particular investment needs of the Office;
  • Ensure recording, up-dating and monitoring expenditure in accordance with the Bank’s internal control rules and procedures.
  • Report periodically on the status of budget implementation and propose possible revisions.
  • Establishing procedures and controls to improve efficiency of service and identify cost savings and promote efficient use of Bank resources.
  • Advise the management on methods to improve control environment in the Country Office.
Finance and Accounting:
  • Ensure timely payments of all bills for COTD in line with established financial procedures and regulations.
  • Ensuring proper documentation of payment vouchers and all other supporting documents.
  • Process for payment and maintain individual staff mission expenditure; advances and balances.
  • Keep and maintain daily updates of all the required Country Office books of accounts, records, inventory and files in order, and all financial transactions captured and entered in SAP.
  • Produce for review and final approval of the Resident Representative, all the Office monthly financial and budget execution reports.
  • Undertake timely preparation and verification of reports, statements and schedules for auditing of the Country Office activities.
Human Resources Management:
  • Keep all staff records/files up-dated.
  • Up-date and submit monthly reports on personnel management.
  • Manage office staff benefits in accordance with the Human Resources policy and instructions in force.
General Administration:
  • Institutional procurement of goods and services and Management of property and equipment:
  • Undertake procurement of goods and services in keeping with the Bank’ rules and procedures.
  • Manage the preparation and monitoring of service providers’ contracts.
  • Keep stock of office supplies and inventory of Bank property and equipment.
  • Management of office vehicles in accordance with the bank’s transport policy and instructions in force.
  • Ensure the quality of Bank facilities in Chad, including workspaces, property   and equipment as well as service provision relating to the upkeep, maintenance and security of facilities according to Bank standards.
  • Organize, supervise and monitor the activities of administrative staff and ensure appropriate training for the latter in order to obtain quality services.
  • Ensure all administrative documents necessary for the proper functioning of the office and staff are obtained from the relevant authorities.
  • Proper management and control of office stores and petty cash.
  • Ensure administrative support to all the Country Office staff and bank’s visiting mission as required.
  • Ensure that proper filing is undertaken in the Country Office;
  • Ensure that proper control mechanism and segregation of duties are in place, and that Bank procedures are fully implemented.
Selection Criteria Including desirable skills, knowledge and experience:
  • At least a Bachelor’s degree in Business Administration, Accounting, and/or Finance;
  • Membership to an internationally recognized professional accounting body (e.g. CA, CPA, and ACCA) will be considered as an added advantage.
  • At least Six (6) years of relevant work experience. Experience in a similar post in a multilateral organization will be considered an advantage.
  • Knowledge and experience in administrative; financial accounting and full range of office support work, with a high level of sustained performance.
  • Thorough knowledge and use of all relevant computer software and the ability to help organize data and information retrieval systems.
  • Strong interpersonal and verbal communication skills.
  • Proven ability to work effectively in a team-oriented, multicultural environment and to function effectively as a member of various groups
  • Competence in the use of Bank standard software (SAP, Word, Excel, Access, MS Projects and PowerPoint).
  • Strong written and verbal communication skills in English. Knowledge of French will be considered as an advantage.
