Job Title: Project Driver

Job Summary
- Drivers will be responsible for ensuring that the minimum maintenance standard of the CRS/Nigeria’s fleet as stated in the vehicle manufacturer’s specification.
- He will also follow up and ensure that routine preventative maintenance schedules for the vehicles are strictly adhered to in a manner that will assure reliable transportation of CRS staff, assets and other goods.
Specific Job Responsibilities
- Make recommendations and implement measures that will safeguard the CRS Nigeria vehicles and vehicle equipment to enhance efficiency and reduce the possibility of theft or damage.
- Ensure that daily checks are performed on assigned vehicle before it is driven in the morning.
- Completes the Daily Vehicle Reports and submits to the Admin and Logistics Assistant each day
- Check and ensure that all journeys and trips (no matter how short) are recorded using the Vehicle Log Book provided in each vehicle.
- Notifies the Head of Office, Security Officer and Admin/Logistics Assistant immediately in accident situations, after checking that all persons involved are safe and follows the procedure for what to do in case of an accident.
- Ensures that fuel does not fall below half a tank in any of the vehicles.
- Responsible for ensuring that CRS vehicles are clean at all times
- Be familiar with, and ensure adherence to the policies and guidelines in the Vehicle Usage and Maintenance Manuals
- Ensure that all travel planning procedures are followed by staff traveling in CRS vehicles and that all the relevant forms are completed
- Maintain a file for all vehicle request and all travel related forms
- Complete the Motor Vehicle Monthly reports /Fuel Usage report and motor vehicle monthly Maintenance report by the 1st of each month.
- Ensure that vehicles are driven safely and in line with CRS procedures and regulations.

Qualifications and Skills
- Valid Nigerian driver’s license and good knowledge Yola and Nigerian road networks

Job Summary
- Under the direction of the Program Manager II, the MEAL Officer will be responsible for all MEAL related activities for Feed the Future Integrated Agriculture Activity implemented by CRS in northeast Nigeria, including, but not limited to: designing MEAL systems, leading SMILER processes, monitoring progress on project indicators, elaboration of M&E tools, conducting needs/market/post activity assessments, beneficiary database management, recalibration of beneficiary targeting at project mid-point, development and implementation of accountability mechanism as well as compilation of monthly, bi-monthly, and quarterly reports.
- The MEAL Officer will be based in Yola with frequent trips to project areas and will report to the FTF Nigeria Integrated Agriculture Activity PM II in Yola, working closely with the Emergency MEAL Coordinator, based in Maiduguri, and the MEAL Manager IITA in Yola.
Specific Job Responsibilities
Monitoring and Evaluation:
- Design and manage Monitoring, Evaluation, Accountability and Learning system through providing high-quality technical support and leading the recovery MEAL team
- Facilitate to design and conduct of MEAL surveys including PDMs, evaluation, baselines and others related to the project; in close consultation with the recovery and resilience program and MEAL staff
- Develop or adapt project specific MEAL tools and carry out field testing where necessary.
- Track donor and CRS reporting requirements and deadlines and provide MEAL information to Program Managers for drafting reports.
- Determine role of all actors involved in providing technical support to project monitoring and evaluation.
- Ensure consistency of standards, harmonization of information and input from beneficiaries and sharing of learnings.
- Maintain the project database and supervise related matters
- Facilitate to perform quantitative and qualitative analysis of data for project requirements
- Verify data for completeness, correctness and consistency and follow up on any data/program quality issues.

Learning:

- Liaise with the PMs, NE MEAL lead, Agriculture and livelihoods Adviser and Director Early Recovery and Resilience to carry out needs assessments and initial evaluations to inform proposal development
Supervision:
- Provide quality mentoring and coaching to early recovery MEAL staff and ensure that coaching and performance plans are completed on time and with adherence to CRS talent management quality standards.
- Together with the Emergency MEAL Coordinator/Manager, Program Manager II, Country Program MEAL Coordinator and PM, identify capacity building needs for staff/partners.

Qualifications and Skills

Background
- CRS Nigeria is collaborating with the Nigeria National Social Safety Nets Project (NASSP) on a pilot scheme to assess the effectiveness of a mentoring and coaching intervention that will accompany a package of cash assistance and business skills training.
- NASSP provides targeted regular cash transfers to targeted poor and vulnerable households identified through a national social registry (NSR).
- Under NASSP, each household receives 5000 NGN per month.
- This base benefit is designed to ensure a minimum, reliable payment to promote consumption smoothing, address food insecurity and protect against economic shocks.
- NASSP is piloting a complementary livelihood intervention to support households receiving cash transfers to pursue sustainable income generating activities.
- The livelihood package will promote households to transition from subsistence to sustainable livelihoods.
- The package includes the following four key components: (i) Life-skills training, (ii)Business skills training, (iii)Coaching/Mentoring and (iv) Productive grant transfer.
- The NASSP livelihoods pilot will be implemented in two LGAs per state in six states across the country: Anambra, Bauchi, Cross River, Jigawa, Niger and Oyo. CRS will implement and monitor the coaching and mentoring component of this livelihood’s intervention.
Job Summary
- The Program Manager will be responsible for managing all activities on the World Bank Livelihoods Project (start-up, implementation and close-out) to ensure efficient and effective delivery in line with CRS program quality principles and standards, donor requirements, and good practice.
- S/he will support the development of the mentoring and coaching curriculum, lead its rollout, and provide technical assistance to Cash Transfer Facilitators (CTFs) and Community Based Volunteers (CBVs) to deliver coaching and mentoring services to beneficiaries.
- The Program Manager will take the lead on developing guidelines for the implementation of the coaching and mentoring program, working with government counterparts. S/he will work with the M&E Specialist to deliver high quality project monitoring and ensure that field learning is documented and used to strengthen the coaching and mentoring intervention.
Specific Job Responsibilities
Technical Program Quality:
- Provide technical input into the development and pilot of the coaching and mentoring curriculum and training documents;
- Deliver training and refresher training to CTF and CBV ‘Master Trainers’; provide ongoing capacity development of Master Trainers through on-the-job mentoring and coaching;
- Produce guidelines for the implementation of the coaching and mentoring component of the livelihood’s intervention;
- In collaboration with the MEAL Technical Specialist, coordinate the development and administration of monitoring tools and the collation and analysis of program data and development of program reports;

Program Management:
- Provide program management oversight for all project activities, including liaising with administrative, operational and security staff to facilitate efficient program operations;
- Coordinate logistic support for the curriculum consultant, and for field-based training activities;
- Lead the preparation, review and submission of high-quality project documents including work plans, monitoring reports, and any other documentation required by the donor or by coordinating MDAs;
- Liaise with the finance and grants management team to facilitate timely and complete submission of financial reports as required by contract terms;
- Provide supervisory oversight to the Monitoring and Evaluation Specialist.
Qualifications and Skills
Education and Experience:
- A Bachelor's Degree in a Business or Social Sciences domain is required. A relevant master’s level degree is an advantage;
- Minimum of 5 years of relevant professional experience coordinating or managing development projects, with evidence of progressive management responsibilities;
- At least two years of field-level experience delivering programs in one or more of the following intervention areas: agriculture, vocational skills training, financial literacy, cash transfers, small business development, integrated community livelihoods, etc;
- Demonstrated experience developing and delivering diverse training programs and transferring knowledge to community level health and social service workers and/or volunteers;

Background
CRS Nigeria is collaborating with the Nigeria National Social Safety Nets Project (NASSP) on a pilot scheme to assess the effectiveness of a mentoring and coaching intervention that will accompany a package of cash assistance and business skills training. NASSP provides targeted regular cash transfers to targeted poor and vulnerable households identified through a national social registry (NSR). Under NASSP, each household receives 5000 NGN per month. This base benefit is designed to ensure a minimum, reliable payment to promote consumption smoothing, address food insecurity and protect against economic shocks.
NASSP is piloting a complementary livelihood intervention to support households receiving cash transfers to pursue sustainable income generating activities. The livelihood package will promote households to transition from subsistence to sustainable livelihoods. The package includes the following four key components: (i) Life-skills training, (ii)Business skills training, (iii)Coaching/Mentoring and (iv) Productive grant transfer. The NASSP livelihoods pilot will be implemented in two LGAs per state in six states across the country: Anambra, Bauchi, Cross River, Jigawa, Niger and Oyo. CRS will implement and monitor the coaching and mentoring component of this livelihood’s intervention.
Job Summary
- The M&E Technical Specialist, under the direct supervision of the Program Manager/Trainer of Trainers will lead the monitoring of project implementation and the collation, analysis and presentation of data on the project
- S/he will work in close collaboration with the Program Manager to produce periodic data and narrative reports that highlight progress and flag areas of improvement to guide project adjustments
- S/he will work with other stakeholders to develop tools and build capacity to generate, analyze and interpret data and use it to inform program strategies and learning, and meet reporting requirements.
Specific Job Responsibilities
- Develop a MEAL system outlining indicators, tools, data sources, data flow, procedures, staffing and statistical procedures required to monitor implementation and assure quality project interventions;
- Deliver training on key components of the project MEAL system to Master Trainers and state level operatives, and support them to cascade this training to CTFs and CBVs;
- In collaboration with the Program Manager, carry out spot monitoring checks on the Master Trainers’ delivery of trainings to CTFs and CBVs, and the CTF and CBVs’ delivery of mentoring and coaching to project beneficiaries;
- Outline and implement a process for producing summary visual reports on the mentoring and coaching activities implemented by CTFs and CBVs at LGA and state levels;
- Support and mentor State Social Safety Project staff to SSP in the pilot states to analyze and interpret data, and utilize evidence-based information for program management;
- Build capacity of Master Trainers to provide basic coaching to CTFs and CBVs on data generation, analysis and interpretation;
- Ensure timely capture and processing of auxiliary qualitative information and learning to enhance overall performance of mentoring/coaching delivery;
- Lead the production of consolidated data reports that summarize implementation progress, trends, gaps and learning;
- Attend relevant technical meetings with donors and stakeholders to present and discuss project data and results as required;
- Participate in country program community of practice meetings and ensure close coordination with other CRS Nigeria MEAL activities.
Qualifications and Skills
Education and Experience:
- A Bachelor's Degree in a relevant field (Statistics, Development, Finance, Economics, etc);
- At least 5 years of professional experience in implementing M&E for programs related to livelihoods, education, agriculture, social behavior change communication or other integrated programming;
- Demonstrable skills in monitoring and evaluation, data management, and research methodologies;
- Demonstrated experience developing and delivering diverse training programs and transferring knowledge to community level health and social service workers and/or volunteers;
- Experience in managing databases, data applications, statistical packages and MIS;
- Ability to support government and community level partners to deliver against program objectives/targets.
