Job Description
- The “Increasing Access to Comprehensive and Gender-Responsive Services for Children and Survivors of Gender-Based Violence (GBV) in Dikwa Local Government Area of Borno State” (ACCESS- G), the project is funded by UNICEF under the Small Scale Funding Agreement (SSFA) which will be for duration of three (3) months.
- The GBV/ Case Worker supervisor will supervise GBV screening services, holistic case management to survivors, while ensuring improved quality of health and psychosocial support, support in development of functional referral networks that enhances survivors’ ability to receive confidential, safe, and timely services that meets their needs.
Job Summary
- The GBV Case Worker Supervisor will be responsible for the overall supervision of case management services and other response activities implemented as part of the GBV program in Dikwa Borno state.
- Case Workers will directly report to the Case Workers Supervisor.
Technical Responsibilities
- Under the supervision of the project Coordinator, provide technical oversight and capacity-building through training, mentorship and on-the-job support for case workers on case management and referrals
- Work closely with the project Coordinator to understand program goals and to meet expectations.
- Supervise case management of Gender Based Violence incidences and ensure proper documentation, assessment, case plan implementation, follow up and information management of all GBV cases in line with GBVIMS+.
- Organize weekly case management meetings with case workers and support staff in managing critical/complex cases.
- Represent LETSAI GBV program in case conference meetings with other service providers (Health, safety & security, protection, legal, etc.) and share experiences in managing critical cases.
- Contribute to the development of monthly outreach plans with other staff and community volunteers based on GBV case trends and ongoing needs of women and girls.
- Ensure community outreach on services available to GBV survivors.
- Contribute to proposal development activities (narrative and budget) through the provision of information and data on community feedback on ongoing projects and assessment of emerging needs.
- Contribute to the development of referral pathways to ensure a community perspective is included. Ensure referral pathways are shared and understood within the community.
- Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
- Document and share relevant information that will inform the development of case studies and or success stories of the program.
- Maintain positive coordination and relationship with other partners in the field to promote holistic approach to GBV case management.
- Participate in GBVIMS taskforce working meetings and share written minutes with the GBV Coordinator.
HR Management & Administration:
- Supervise and mentor GBV Case Workers
- Support the orientation, on-going development/training and builds capacity of GBV Case Workers.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within LETSAI and amongst beneficiaries served by LETSAI
- Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.
- Provide regular performance feedback to staff and where necessary work with Human Resources to document staff performance issues and address these in accordance with the National Staff Employment Policies
Monitoring & Reporting:
- Ensure timely submission of weekly, monthly and quarterly reports in collaboration with Case Workers and the Monitoring and Evaluation team
- Contribute to donor reports as per set schedules (monthly, quarterly and annually) on activities, indicators and achievements.
- Complete and share GBV data via GBVIMS tools and submit to the GBV Coordinator.
Finance:
- Plan procurement of case management supplies to ensure smooth and timely implementation of activities.
- Ensure that receipts are submitted in a timely manner and are properly and completely filled out with as much supporting documentation as possible.
General:
- Refrain from making false promises and commitments to the beneficiaries and work in the best interest of the LETSAI ACESS –G Project.
- Foster a team spirit among GBV staff that is conducive to all staff improving their skills and knowledge base.
- Other duties as assigned by the supervisor to enable and develop the LETSAI / ACESS-G project.
- Prevention of Sexual Exploitation and Abuse Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within LETSAI and amongst beneficiaries served by LETSAI.

Qualifications & Experiences
- University Degree in Social Science, Social Work, Psychology, Counselling, etc.
- Two to three years of experience in GBV case management including providing psychosocial counselling for survivors of Gender Based Violence.
- Clear understanding of gender, abuse of power, and issues surrounding violence against women and girls.
- Strong background of human rights and familiarity with practical challenges faced by displaced and other vulnerable persons.
- Ability to maintain confidentiality and respect for clients at all times.
- Experience conducting assessments and a willingness to help plan assessments;
- Interest in building staff capacity through trainings, coaching, mentoring, etc.;
- Ability and willingness to work during irregular working hours when needed
- Strong computer skills (Excel, Microsoft, PowerPoint and Outlook)
- Fluency in English (written and spoken) Hausa and Kanuri is a must.

Key Responsibilities
- In Collaboration with LETSAI Staff Field Team and Other Stakeholders of CP/GBV Specialists, the CP/GBV Coordinator will be responsible for the following
- Support in Programme Design, Development and Implementation:
- To support in leading rapid and detailed child-led CP / risk mapping and GBV safety audit assessments in project target areas; identify barriers and risk faced by children and women and determine priorities, immediate activities, and required resources;
- Leads the preparation of ongoing situation reports, periodic updates and analyses, by compiling and analyzing data, and related information in overall IDP and Host communities, with a specific focus on child protection/GBV, and prepare written inputs accordingly to inform effective program planning, development and management. Support efforts to ensure gender/sex disaggregated data and inputs relevant to LETSAI program are collected, analyzed and reported on in a regular manner.
- Undertakes field visits to project areas, to assess local conditions and monitor progress. Establishes contact with community groups and partners to keep abreast of emergency situation. Collect information, identify problems and constraints in order to ensure effective project delivery.
- Design, prepare, monitor and evaluate projects in the GBV and child protection in partnership with civil society, Partners, Donors and government actors.
- Establish effective leadership for the GBV and child protection sub-working groups, map existing activities and undertake protection gap analysis, support the elaboration of Standard Operation Procedures and standardized tools, promote data collection and management, build capacity of LETSAI staff.
- To provide timely feedback on the ongoing activities and propose amendments as needed and way forward / mitigation measures to challenges faced;
- To contribute to proposal development (narrative and budget) by providing relevant inputs on CP/ GBV related aspects in close coordination with the technical unit and project management team as well as engaging in resource mobilization efforts to support joint programming;
- To contribute to the development of the CP/GBV program strategic direction for responding to the needs of women, girls, boys and men;
- To provide technical support to revise and develop contextualized training and IEC materials and coordinate / facilitate the use of these materials during training and community awareness sessions on CP/GBV;

Monitoring, Implementation and Reporting:
- To work closely with LETSAI MEL Unit to ensure that implementation and monitoring of activities are implemented in a coordinated and phased manner, in accordance with agreed guide lines, best practices and policy;
- To ensure that ethical, confidential and sound data collection and information management systems are in place for appropriate CP/GBV analysis, planning, evaluation, and advocacy in accordance to LETSAI´s Data Security Policies;
- To identify and raise technical challenges staffs face in the delivery of GBV/CP relevant activities and services and propose tools and mechanisms to overcome them in a timely manner;
- To lead the development and facilitation of trainings/workshops as well as Monitoring, Evaluation, Learning and reporting systems and approaches focusing on GBV related topics;
- As required, to provide technical support through developing sessions to support the implementation of the project’s activities including adaptation and upgrading of GBV/CP evidence-based tools and systems;
- To lead and support the development of M&E Framework and monitoring & evaluation plan for CP/GBV related activities and indicators and ensure adherence to the plans and systems;
- To develop and roll out training plans and facilitate trainings for the community GBV/CP service providers/ Staff on monitoring, referring and reporting GBV related cases based on the assessed needs in collaboration with the Advocacy and Data management units;
- To support and monitor the referrals of cases as per the inter agency SOPs and referral pathways;
- To plan and undertake regular monitoring visits and meetings with relevant stakeholders in the targeted areas in assessing the protection trends, patterns and advise on the prevention and response strategies;
- To support the analysis and reporting on programme and project progress and trends in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies, and recommend corrective action;
- To consistently and proactively monitor/assess the safety and security of field teams; promptly reporting concerns or incidents to Relevant units as required to maintain/enhance the security environment for Plan programs;
- To coordinate and support timely delivery of quality project and financial reporting and ensures adequacy with finance and activities;
- To lead the development and implementation of regular, participatory assessments/feedback and complaint surveys and mechanism with and for affected communities in accordance to LETSAI regulations, GBV/ Child Protection in Emergency Minimum Standards, Core Humanitarian Standards as well ensuring the alignment with already established systems and policies available;
- To provide inputs and consolidate weekly, monthly and quarterly progress reports on the protection related activities, training and meetings and contribute thigh-quality LETSAI and donor reports on activities, indicators and achievements, as well as best practices and lessons learned;
- To maintain effective and efficient oversight, quality control and reporting systems and processes that ensure regular field monitoring and modifications as required.
Coordination and Communication:
- To attend regular calls, meetings, etc. as required by LETSAI;
- To coordinate with the Communication and Advocacy officer to ensure that all media related activities are in line with the Do No Harm approach and interagency guidelines and to support resource mobilization efforts by contributing to proposal preparation and development of communication and advocacy materials and related engagements;
- Through advocacy and policy dialogue, including through GBV, Child Protection, Protection coordination frameworks, work to facilitate the understanding of the importance of addressing issues indicate above by all stakeholders, including through national and local level planning and investment frameworks.
- Promote knowledge management including through drafting/finalizing inputs into LETSAI Protection programme documents and reports, including donor reports, sharing good practices, lessons learned, and knowledge/information exchange with all partners on response, and harnessing knowledge institutions resources and partnerships as appropriate.
- Build and maintain for overall project tasks on planning, budgeting, and staffing requirements on achievement by Ensuring project goals and Outputs achieved and met
- To share relevant information with the teams in accordance with confidentiality regulations and policies; establishing and supporting the development and revision of the proper and sound documentation and data filing system;
- To regularly attend relevant meetings, Case Management meetings at appropriate levels to contribute to the coordinate of case management responses across agencies at field level;
- Actively develop and maintain effective working relationships with key stakeholders, including donors (if required), government actors, UN agencies, international and local NGOs, and other relevant actors.
- In line with Child protection and GBV SOP for Researching, Documenting and Monitoring Gender based Violence in Emergencies, consolidate existing assessments on the GBV situation and/or work with relevant agencies and the displaced and host populations to conduct relevant participatory analyses of GBV.
Human Resources - Staff Supervision and Development:
- To maintain open and professional relations with all the team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions and different task assigned to them;
- To coordinate and/or implement training and briefing of LETSAI Work in Host communities, and other key stakeholders on CP/GBV and/or related issues;
- To lead and support the orientation, on-going development/ refresher training and capacity building of CP/GBV Staff when required on CP/GBV referrals and gender responsive services on GBV related activities;
- To ensure refreshers and learning sessions are carried out as needed;
- To ensure that all LETSAI policies are upheld including Inter-Agency Standing Committee (IASC) Guidelines for Gender-based Violence Interventions in Humanitarian Settings, Minimum Standards for Child Protection in Humanitarian Action, GBV Case Management Standard Operating Procedure and Core Humanitarian Standards Grant Planning & Implementation;

Technical Qualification and Expertise Requirements
- Bachelor degree or equivalent in Social Work, Social Sciences, Psychology, Public / Community Health, Human Rights or another related field;
- Minimum of 3 years (GBV And CP) of progressively responsible experience in implementing child protection and/or Gender Based Violence and/or Women´s Empowerment and/or, preferable social work and/or case management in humanitarian, post-conflict recovery and/or development settings;
- Sound knowledge of gender issues in humanitarian and/or development settings, particularly GBV, including relevant international human rights, principles and established international standards (ex: CPMS, GBVIMS, SGBV, etc.);
- At least 2 years of direct experience in working with and providing services to children at risk of abuse, exploitation and violence, providing gender-sensitive and child-friendly counseling services, and/or developing/implementing referral pathways and case management systems;
- Demonstrated experience in capacity building trainings
- Previous experience in emergency preparedness and response as well as prior trainings in gender and GBV issues and their application in humanitarian, conflict, recovery and development settings;
- Experience working with case files and databases and providing regular documentation preferred
- Strong experience in CP and GBV in humanitarian or refugee settings, community-based child protection and child and youth participation required;
- Strong understanding of gender and ability to engage on gender equality issues;
- Good Experience in utilizing internationals tools such as: GBV Standard Operating Procedures; GBV Information Management System; IASC GBV Guidelines; IASC Gender Handbook; GBV Coordination Handbook; Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies;
- Prior experience in counselling and psychosocial support will be an asset;

Job Description
- The “Increasing Access to Comprehensive and Gender-Responsive Services for Children and Survivors of Gender-Based Violence (GBV) in Dikwa Local Government Area of Borno State” (ACCESS- G), the project is funded by UNICEF under the Small Scale Funding Agreement (SSFA) which will be for duration of three (3) months.
- Under the supervision of the project coordinator, the Monitoring and Evaluation Officer shall be responsible for the overall collection, summarizing, compiling, dissemination, storing and timely reporting of all forms data generated from the ACCESS-G Project with a key focus on submission of timely, qualitative and quantitative reports to the Program Management Team, donors and relevant stakeholders. Specifically, the M&E Officer will be in charge of managing project data including the Gender-Based Violence Information Management System (GBVIMS) data. He/she will conduct program assessments to support GBV prevention interventions.
Key Duties and Responsibilities
Responsibilities:
Program Design and Implementation:
- Participate actively in the implementation of M&E processes by providing technical support and checking quality.
- Harness, adapt and roll out tools and technological innovations for collecting and analyzing data with an aim of improving the ACCESS-G project
- Participate in developing an M&E Plan, M&E work plan and indicator tracking matrix, in line with the project’s thematic standards and practice.
- Generate program monitoring, reporting and information management plans
- Pioneer the development, review and utilization of data collection, monitoring and reporting tools
- Participate actively in the enforcement of Quality Assurance (QA), Quality Control (QC) and Quality Improvement (QI) measures for all field program interventions
- Support fellow team members in capturing and documenting best practices and success stories for learning, reference and dissemination
- Generate programme information and dash boards for tracking and depicting progress on programmes and strategy implementation against targets and key milestones
- Initiate data analysis and action planning meeting with program teams to review data trends and overall project performance
- Maintain a tracker of key action points agreed at review meetings and disseminate progress of implementation
- Work with the field teams to ensure that program indicators are tracked through regular field visits

- Plan and organize Weekly, quarterly joint and participatory Routine Data Quality Assessment (RQDAs) and data analysis to guide action planning meetings.
- Develop and manage database system for monitoring and evaluation and generate periodic reports to inform and guide program.
- Ensure accurate and timely collection of program data from the field
- Participate in planed surveys, either internally or externally (through consultants) to promote own capacity building and enhance the quality of the survey reports generated
- Provide quality assurance, including data verification, on all reports and information produced by the project by editing and consolidating all reports
- Synthesize and summarize trends in program monitoring data including those generated from evaluations across programming pillars that can be used to inform programming.

Staff Development:

- Build capacity of local stakeholders and project staff in relevant M&E topics, including data dissemination and use for program improvement.

Qualifications
- A minimum of a Bachelor’s degree in Social Science, Statistics or Population Studies or Postgraduate training in Monitoring and Evaluation is essential.

Job Description
- The “Increasing Access to Comprehensive and Gender-Responsive Services for Children and Survivors of Gender-Based Violence (GBV) in Dikwa Local Government Area of Borno State” (ACCESS- G), project is funded by UNICEF under the Small Scale Funding Agreement (SSFA) which will be for duration of three (3) months.
- The program seeks to recruit a Livelihood Officer (LO) to support the project with livelihood program activities at a local level government and community level in the target geography.
- The livelihood program activities shall strengthen early economic recovery activities and foster sustainable development while promoting protection and women's economic empowerment efforts in the target location.
Responsibilities
- Collect baseline data, assess, identify and inform implementing partners on opportunity and gaps in livelihoods programs;
- Assist development of livelihoods programs in consultation with implementing partners and communities in the target geography;
- Ensure project activities target beneficiaries most effectively and identify new and better ways of livelihood assistance;
- Coordinate with the ACESS-G Project Coordinator, GBV/CP Officer, to integrate livelihoods activities and to add value to other project activity goals;

- Identify and develop opportunities for employment with emphases on gender equality and social inclusion;
- Support beneficiaries in setting up small businesses and incorporate them co-operative associations.
- Assist in obtaining appropriate association certificates and business certificates/licenses, and assist with the opening of bank accounts for local communities in the project target geography;
- Identify existing private and public sector organizations working within the target geography to foster relationship and collaboration to achieve common goals and results;
- Foster partnership with the private sector to enhance livelihood program activities;
- Organize, facilitate, and supervise community mobilization activities in collaboration with implementing partners;
- Ensure participation with emphases on women’s economic empowerment programs for community training and capacity building needs;
- Identify arts and crafts opportunities and ensure access/linkage to supply chains and marketing;
- Identify skills and knowledge gaps in financial literacy and ensure necessary corrective measures are taken to fill the knowledge gaps;
- Identify potential conflicts and ensure appropriate conflict resolution training is in place to educate and create awareness on benefit-sharing associated with the livelihood programs as opposed to traditions and cultural values especially in dealing with gender equity;
- Formulate project proposals on cash-based intervention and help assist with writing work plans for cash-based interventions;
- Identifying weakness and strengths in the livelihoods activities and help assist to map the best way forward to enhance strengths and mitigate adverse impacts or weaknesses;
- Replicate successful livelihood activities in other projects sites as well as facilitating educational trips to learning sites;
- Keep track of baseline data, progressively update, monitor, evaluate and report the trend of livelihood activities;
- Write timely quality; weekly, monthly, quarterly, biannual and annual reports to management and the project t coordinator; and
- Any other duties as directed by the project management team.
Qualifications
Required Minimum Education:
- University degree in agriculture, economics, social sciences, development studies, or related fields.
Required Minimum Experience:
- 3 years of experience in agriculture and economic extension programs; Experience in working with remote communities familiar with the culture, norms, and beliefs;
- Familiar with appropriate community entry, community engagement process and is sensitive to diverse cultural settings;
- Experience in working in livelihoods, gender equity and social inclusion or related project implementation activities;
- Previous experience working in community affairs programs;
- Experience in public relations with the private and public sector.
Knowledge and Skills:

- Willingness and capacity to work in the field and travel frequently to project sites when needed;
- Proven experience in data collection, data input, and output systems, and data management systems;
- Strong programming experience in statistical analysis;
- Proven success in a collaborative, team-oriented environment;
- Proven experience in public relations, partnership, and liaison at different levels of government in dealing with diverse groups of stakeholders working toward shared goals and objectives;
- Sound knowledge of participatory program planning, stakeholder engagement, and participation;
- Familiarity with the importance of gender equality and social inclusion and demonstrated ability in the integration of gender equality and social inclusion in biodiversity conservation efforts;
- Strong interpersonal and communication skills and adherence to cultural sensitivity and diplomacy;
- Able to work under pressure with minimum supervision to deliver deliverable on time;
- Excellent conceptual, oral, and written communication skills; and
- Proficiency in English, Hausa, and Kanuri
