Job Title: Legal Adviser 1

Job Description

  • Under the supervision of the Operational Legal Coordinator, the Legal Adviser 1 advises on national implementation of international humanitarian law (IHL) in Nigeria as well as maintaining an extensive and effective network among the Government of the Federation, Nigerian authorities, the National Assembly, and other relevant actors (CSO, etc.) for that purpose.
  • He / she initiates, formulates and implements strategies to advance ratification of relevant treaties and national implementation of the law
  • He / she guides research on related issues as well as analysis of the national legal system, including repression of violations of IHL.

Main Duties and Responsibilities

  • Analyses the situation, advises and provides guidance on the national implementation of IHL and international human rights law (IHRL) and related political developments
  • Monitors developments in the national implementation of IHL and relevant international human rights law (IHRL) norms
  • Sets and follows up on objectives, strategies and plans of action to address identified legal issues related to national implementation of IHL
  • Represents the delegation in meetings with external partners and contacts. In particular, maintains close relationship with and interacts with the National IHL Committee and key members of that Committee
  • Establishes and maintains an effective network of actors of influence within the civil society and the Government of Nigeria, notably the Ministry of Justice, Ministry of Foreign Affairs, the Presidency, the Vice-Presidency, the National Assembly
  • Is responsible for the implementation of strategies, programmes and action plans related to IHL treaty participation, the development of relevant domestic legal and policy frameworks and mechanisms for their implementation
  • Provides legal advice and technical assistance to national authorities
  • Supports IHL dissemination activities directed at specialized audiences
  • Coordinates and supervises external consultancies on legal issues
  • Ensures coordination and flow of information to the Regional Legal Adviser as well as other relevant departments within the ICRC.

Education and Experience Required

  • Degree in Law
  • Called to the Nigerian Bar an asset
  • Studied international law with a strong understanding of international humanitarian, human rights and criminal law
  • 3 - 5 years relevant work experience, preferably in international humanitarian law, international human rights law, and Nigerian criminal law
  • Relevant work experience in international organisations, Nigerian organisations or Government.

Desired Profile and Skills:

  • Proven research and analytical skills; able to think critically and articulate legal arguments in a structured and professional manner
  • Excellent spoken and written English; passive understanding of French as asset
  • Excellent writing and oral communication skills
  • Computer literacy (competency in Microsoft Office and legal research databases)
  • Understanding of the work and role of the ICRC in Nigeria.

 

 

Job Title: Accountant 1

Job Details

  • Under the supervision of the Finance and Administration Manager, Accountant 1 prepares, reconciles, and analyses all accounting records of the sub-delegation and coordinates all finance and administrative duties as assigned by the Finance and Administration Manager.

Main Duties and Responsibilities

  • Prepares and posts accounting entries in the accounting software on a regular basis.
  • Ensures accuracy and completeness of accounting transactions in accordance with financial procedures.
  • Helps ensure that operations run smoothly through efficient cash-flow management, covering the fund needs of the delegation/structure.
  • Ensure compliance with financial rules and controls, verification of invoices, and requisite support document before payment.
  • Guarantees proper filing of relevant supporting documents for future reference, including audits.
  • Performs integrity checks of accounting entries and account balances.
  • Participates in monthly closing activities and is responsible for part of them.
  • Always keeps files up to date and participates in filing relevant supporting documents.
  • Knows, applies, and compiles with all administrative and financial procedures and deadlines linked to his or her work.
  • Provides support to other departments and responds to semi-routine and non-standard inquiries when necessary.
  • Draw up cheques or payment orders for bank transfers to suppliers upon presentation of invoice with all the necessary internal authorization according to financial rules.
  • Perform other Finance tasks as may be assigned by his manager.
  • Identifies anomalies or other issues and proposes solutions to his/her supervisor.
  • Replaces the cashier whenever needed and will be removed from the rights to posting during the replacement period.

Education and Experience Required

  • University degree in Accounting or any relevant field
  • 1-2 years work experience in a similar field
  • Good command of spoken and written English
  • Very good computer literacy, especially Excel
  • Very good knowledge in double-accounting

Job Title: Accountant 1

Location: Abuja (FCT)

Job Description

  • Under the supervision of the Accounting Manager 1, the Accountant 1 is responsible for accounting and provides administrative support to ICRC operations in the Nigeria Delegation, ensuring the proper handling and confidentiality of the information.

Main Duties and Responsibilities

  • Prepares and enters accounting entries in ICRC accounting software according to ICRC chart of accounts and procedures.
  • Ensures accuracy and completeness of accounting documents and transactions in accordance with ICRC Financial rules.
  • Performs integrity checks of accounting entries made on a regular basis.
  • Pre-log all invoices submitted to finance and monitor the vendor register.
  • Create vendors in IRIS according to properly filled vendor form based on departmental requests.
  • Participates in monthly closing activities.
  • Print and file all accounting vouchers for Abuja Delegation and compiles closing documents of Sub-Sites for monthly dispatch to Manila before the deadline.
  • Ensure that operations run smoothly though efficient cash-flow management, covering the funds needs of the delegation in the absence of the cashier.
  • Keeps files up to date at all time and guarantees proper filing of relevant supporting documents for future reference, including audits.
  • Identifies anomalies, financial risks and potential fraud cases in line with ICRC Financial procedures and regulations
  • Knows, applies and complies with all administrative and financial procedures and deadlines linked to the work

Education and Experience Required

  • Bachelor's degree or equivalent with specialization in accounting and/or finance.
  • Computer proficiency
  • At least 1 - 2 years’ work experience as accountant
  • Experience of international organizations / companies is a plus
