Job Title: Accountability Officer

General-purpose of the Position
- The role ensures INTERSOS maintains high standards of accountability to beneficiaries and other stakeholders in line with INTERSOS and international humanitarian standards.
- The role supports the establishment, strengthening and management of the INTERSOS Nigeria mission’s accountability framework and systems for efficiency, transparency and quality program implementation.
Tasks and Main Responsibilities
- Under guidance, establishes and implements an effective accountability framework that supports upward and downward accountability of INTERSOS programming in all locations.
- Establishes and strengthens a complaint, feedback and response mechanism (CRFM) in each location on the highest levels of integrity, which beneficiaries will trust, and ensure that they can make confidential complaints.
- Coordinates all accountability issues as they arise across INTERSOS Nigeria projects implementation.
- Monitoring and evaluating of complaints received and initiating a response (follow-up) process through developing and maintaining a tracking mechanism.
- Regularly updates the CRFM database and provides timely updates to project staff based on the nature of the feedback.
- Ensures that feedback is recorded, reviewed and responded to in a timely manner and in line with feedback mechanism guidelines.
- Acts as the point of reference for beneficiaries, staff and stakeholders’ complaints.
- Ensures quality documentation, communication, reporting and visibility of INTERSOS and donors.
- Analyses patterns and trends of complaints received to help improve programming.
- Generates periodic reports and ensures the reports are shared with project teams and the MEAL department.
- Conducts periodic field visits to ensure that accountability systems are in place and the necessary support is provided as needed at the field level.
- Reviews accountability systems periodically and update any changes if deemed necessary in consultation with the Program Coordinator, MEAL Manager and PMs.
- Supports in compiling of monthly, mid-term and final reports as to donor requirements.
- Participates in internal and external meetings related to humanitarian accountability.
- Leads in developing a responsive, functional and appropriate feedbacking mechanism that can improve current project implementation and guide future programming.
- Ensures proper documentation of all reports, success stories and all relevant project files using both physical documentation methods and electronic database as necessary.
- Facilitates adherence to all donor requirements in project implementation, including compliance in visibility display, reporting and success stories documenting.
- Other responsibilities as assigned by manager.
Essential Requirements
- The candidate should possess a degree in social science, international development, law, or a related field.
- Minimum of 3 years in humanitarian and/or development context Working with (I)NGOs and with local communities.
- Excellent communication, writing and IT skills.
- Excellent skills in organization and information dissemination.
- Essential computer literacy (word, excel and internet).
- Leadership, people management and development, teamwork and cooperation
- Strategic Vision.
- Service Orientation.
- Understanding of humanitarian operations principles, standards and best practices.
- Languages: Fluency in English and Hausa.

General Context of the Project
- Since 2009, the Boko Haram insurgency has crippled northeastern Nigeria. Borno State continues to be most affected, with over 1.8 million internally displaced persons (IDPs). Recent advances by the Nigerian Army and the Multinational Joint Task Force have improved humanitarian access in 22 of the 27 Local Government Areas (LGAs) in Borno, but have also revealed the extent of the crisis. In newly accessible areas, basic infrastructure has been destroyed, essential services are non-existent, and most local governance systems are not functional.
- In support to the UN-led coordinated humanitarian response in the region, INTERSOS is implementing 10 projects addressing critical gaps in Health, Nutrition, WASH, Protection, Food Security, Livelihoods, and Camp Coordination and Camp Management services for a highly vulnerable population in the accessible host communities in of Ngala, Bama, Dikwa, Banki, Damasak, Monguno, Magumeri, Konduga, and Maiduguri Metropolitan Center, Borno State, Nigeria.
General Purpose of the Position:
- Under the supervision of the HoM and the technical support from the Security Advisor, the Safety and Security Coordinator provides the country team with information and technical and operational assistance, monitoring the compliance to INTERSOS security risk management plan of all country’s dispersed operational offices.
Main Responsibilities and Tasks
- The Safety and Security Coordinator provides the country team with information and technical assistance, monitoring the compliance to INTERSOS security risk management plan of all country’s dispersed operational offices.
- Conducts Situational and Security Risk Assessments to determine risk levels for staff, provide operations updates and recommendations when necessary for all operational field bases.
- Ensures internal incident tracking system is utilized properly: create a security incident database and perform incident mapping, assessments and analysis.
- Develops, updates and ensures compliance with Country Security Plans, policies, SOPs, mitigation measures, Minimum Operating Security Standards (MOSS) and Contingency Plans.
- Fills in and regularly updates the Risk Analysis Matrix (threat, likelihood, impact, level of vulnerability, level of risk).
- Conducts maintenance and periodic testing of communication security tree for the mission and review response time.
- Ensures all field staff are fully cognizant of prevailing security threats, duly advises on means of reducing their vulnerability to those threats and develops action plans for security upgrades.
- Monitors the security preparedness of country staff and enforces staff compliance with internal security rules and SOPs, ensuring they are communicated to all staff and understood.
- Ensures mission areas of intervention have adapted communication means, ensures maintenance with the support of the Logistics team. Ensures constant update of the emergency contact list and timely issuance of ID cards.
- Ensures a proper level of preparation before and follow up of movements to the field, ensures transportation means, good fleet maintenance and movement rules which are adapted to the local context to support the Logistics team.
- Ensures regular communication with Head of Mission, Head of Base and Security Advisor.
- Performs other duties as may be assigned by the Organization.
Required Profile and Experience
Education:
- An Advanced Degree (Master or equivalent) in Social Sciences, Law, Humanities, Security Studies or related studies
Professional Experience:
- Minimum 8 years experience at senior level, managing and coordinating security, preferably within the humanitarian sector.
- At least 3-5 years experience within conflict zones of fragile states.
- Experience networking with a broad base of humanitarian actors including government authorities, donors, and INSO.
- Proven experience designing and implementing security management systems within conflict zones.

Job Title: Logistics Assistant

General-purpose of the position
- The Logistics Assistant provides support in implementing and supervising all logistical activities at his/her assigned base.
- In particular, S/he supports base stock management, procurement follow-up, filing and archiving logistical documents.
- Ensuring efficient management of field base drivers schedule, contributing to Guest-houses management and assisting in field operations in adherence to INTERSOS Nigeria policies and donor requirements.
Tasks and Main Responsibilities
- Contributes to the assessment of the local purchasing environment (through new local market analysis, information garnered from previous purchases, program teams, other NGOs, etc.) and refreshing it half-yearly.
- Contributes to the prequalification process of local suppliers, general records of all Procurement dossiers, and
- processes orders to the prequalified local suppliers, respecting the Procurement Plans (of the different projects), received from the PMs in agreement with the Logistics Coordinator.
- Reviews technical proposals of suppliers, conducting cost, and benefit analysis. Assessing the quality, status, quantity, and packaging of the materials delivered to the Warehouse from the prequalified suppliers.
- Processes and provides documentation for incoming and exiting equipment and stock items. Ensuring adherence to the delivery timeframe (IN and OUT) of the equipment/assets within the warehouse. Updates inventory records monthly.
- Ensures warehouse, stock items, and equipment security; assessing the availability of space and prepares stacking/storage plans before programming/contingency commodities arrivals.
- Ensures proper Warehouse housekeeping, maintaining humidity control, ensuring the use of pallets, special packaging, and proper loading of sensitive items.
- Manages and tracks equipment/assets inventory including laptops, mobiles and satellite phones. Develops replacement plans and organizes disposals.
- Organizes accommodation and facility services for workshops and training events.
- Ensures all services (energy, water and gas supply, furniture etc.) within the offices and guesthouses functions properly.
- Provides the Line manager with weekly activity reports and plans activities for next week.
- Provides support for basic IT needs (printers problems, network internet, change of passwords etc.) to the office and guesthouses. Pays regular field site visits in order to verify and improve logistics.
- Any other tasks as assigned by the Supervisory/Managerial team.
Professional Requirements
- University degree in Procurement, Logistics & Supply Chain Management or equivalent.
- At least 2 years of professional work experience in logistics including at least 1 year in emergency settings.
- Large field availability.
- Great skills to pilot different projects at the same time.
- Good capacity to cooperate with other departments.
- Flexibility and patience highly appreciated.
- Good communicator; Proficient knowledge of English is required. Knowledge of Hausa is an asset.
