The International Vocational, Technical and
Entrepreneurship College (IVTEC) is a charitable non-governmental
educational institution with a vision to promote inclusive human capital
development within the context of evolving national (Nigerian) needs
and global competitiveness.
IVTEC is a pioneering technical and
vocational education model initiated by the Kwara State Government
(KWSG). KWSG provided the initial funding and partnered with a
world-renowned City & Guilds International for the design and
construction of campus facilities, which were completed in 2015. As an
NGO, the organizational and financial structure of IVTEC allows for an
array of partnerships and collaborations with individuals, business and
industry from within and outside Nigeria to ensure its future financial
sustainability.
IVTEC is scheduled to commence operations in October of 2016 with the
first set of instructional programs in Automotive,
Building/Construction, Welding, Electrical, and HVAC trades. The State
University of New York College of Technology at Alfred (Alfred State
College) has partnered with IVTEC and the Kwara State Government to
operate and manage IVTEC during the first two years of operations.

Job Title: Instructor and Head of Electrical Trades
Location: Ajase-Ipo, Kwara
Job Descriptions
- The role of Instructor and Head of Electrical Trades –
Department of Mechanical and Electrical Trades is to provide strategic
leadership in the development of the Department and programmes, as well
as contribute to the International Vocational, Technical &
Entrepreneurial College’s (IVTEC) strategic priorities set for the
faculty.
- The Instructor and Head of Electrical Trades is expected to take
the lead in the development and delivery of overall instructional
programmes, as well as training and knowledge transfer so as to enhance
the quality of the trainee’s experience.
- In addition, she/he will, on a day-to-day basis, oversee the
Faculty of Mechanical & Electrical Trades. The role is also to
provide inspirational, innovative and enterprising leadership and to
lead the strategic management of the Faculty to ensure that it achieves
the highest standards and supports the achievement of the IVTEC’s
mission, vision and overall objectives.
- She/he will play a major role in promoting communications and
relationships between the Faculty and external organizations as well as
fostering relationships internally within IVTEC.
- She/he is required to operate within IVTEC policies, regulations
and framework ensuring the physical and human resources of the Faculty
are effectively deployed.
- The Head of Electrical Trades is also expected to manage the finances of the department effectively.
Specific Role and Responsibilities
Reporting directly to the Rector, the main responsibilities as The
Instructor and Head of Electrical Trades will include, but are not limited
to:
Leadership Role - Assist in the Management of the Building & Construction Division:
- Deputise for the Rector as required, managing the strategic direction of the Faculty of Building & Construction.
- Direct and manage the work of the Faculty of Building &
Construction Training and all matters relating to the line management
and deployment of its staff.
- Effectively manage interaction between departments to ensure
effective collaboration and teamwork towards IVTEC’s objectives and
goals.
- Report progress and flag risks at regular intervals to the Rector
- Maintain relations and consult with the Rector of IVTEC.
- Provide feedback and advice on progress and programme implementation.
- Regularly advice and provide guidance on stakeholder/industry engagement.
- Contribute to the effective and timely implementation and assessments of all Construction related training programmes
- Monitor and keep in line with agreed divisional expenditures (allocated budgets) as well as agreed delivery timeframes.
- Implement decisions of the Rector on the allocated tasks and deliverables and report back.

Qualifications and Education Requirements
- Candidate must have sufficient expertise and knowledge to lead
or challenge the thinking in Electrical Trades and act as a source of

Essential Qualifications
- Bachelor's Degree in Automotive Engineering or any related field is required. (Master's Degree preferred)

Specific Role and Responsibilities
Reporting directly to the Rector, the main responsibilities as Instructor/Head of HVAC will include, but are not limited to:
Leadership Role - Assist in the Management of the Engineering Division:
- Deputise for the Rector as required, managing the strategic direction of the Faculty of Mechanical & Electrical Trades
- Direct and manage the work of the Faculty of Mechanical &
Electrical Trades and all matters relating to the line management and
deployment of its staff.
- Effectively manage interaction between departments to ensure
effective collaboration and teamwork towards IVTEC’s objectives and

- Report progress and flag risks at regular intervals to the Rector
- Maintain relations and consult with the Rector of IVTEC.

- Advises on and provide direct support the establishment of all
technical workshops, including staff, requirements and quality of
training.
- Advises on the commissioning and maintenance of machinery, tools
and equipment supporting the establishment of a well functioning
Mechanical & Electrical Trades Department.
- Follow up on corrective actions on all trade related activities of the Mechanical & Electrical Trades Division

- Identifying all points within the Operating Systems (OS)
processes that may negatively impact on security, software compliance,
or data integrity within all the systems. Compiling standardised
procedures for dealing with the identified problem areas: e.g. security
procedure for data backups, spare hardware required to ensure systems
operations continuity, etc.
- Laying down and implementing operational security standards to
ensure a high level of control over access, usage, and manipulation of
systems. This also relates to backup procedures and steps that are
enforced to ensure and monitor security.
- Determining and implementing standards of data integrity, and
assisting operational staff in the application of these standards, so as
to counter data loss, contamination of data, or shifts/migration of
data.
- Monitoring compliance to standards and procedures, intervening
where contraventions or deficiencies are detected, and remedying these
immediately through coaching of users and/or IT staff, and enforcement
of the standards.
- Deciding on the specific procedures and standards required to
ensure a high degree of uniformity, control, availability and
predictability within the corporate systems environment.
Systems Updates/Upgrades Duties:
- Performing operating systems and software updates in line with
plans, or as the need arise, due to systems/user requirements or
supplier recommendations (mostly part of contractual obligations).
- Liaising closely with super users and applications analysts in
order to get them to prepare for the update and the potential impact on
operational work flow during implementation. Making provisions for
operational minimum requirements.
- Identifying aspects that will bear direct impact on users in
terms of operating changes, and arranging training through suppliers or
helpdesk/skills administrator. Coaching of affected staff on the job, in
case of minor impact.
- Performing post implementation checks to ensure that the
update/upgrade has been successfully implemented, and monitors systems
based on key criteria to ensure that its operational functionalities are

are current and up to date, that the systems have sufficient space, and

prior to expansions.
- Making changes to report formats in line with user requirements
and liaising closely with suppliers on specific needs that systems are
not catering for.
- Ensuring that hardware capacity is maintained and arranging for increase in capacity as required.
- Deciding on what needs to be implemented (processes) that will
ensure optimal use and maintenance of operating software on all systems.
Systems Maintenance Duties (Databases/DBA):
- Compiling and implementing control sheets at operational level
to monitor data integrity on a daily and weekly basis and thus curb data
inaccuracies
- Checking data and metadata on a daily basis and identifying any
deficiencies. Identifying systems vs. operator faults and correcting the
systems faults by means of configuration adjustments/changes, while
coaching staff on how to deal with standard operating faults.
- Monitoring specific potential problem areas such as data
migration. Engaging suppliers to find enduring solutions where such
problems are recurring.
- Ensuring that data backups are performed in order to ensure a
high level of security and preparedness in case of default or disaster
scenarios.
- Enforcing operational disciplines amongst users to ensure a high
level of compliance, and subsequently data integrity and availability.
- Deciding on the mechanisms and steps to be implemented to obtain
a high degree of control over data capturing, backup approaches and
maintenance.
Systems Security/Integrity Management Duties:
- Defining all security and potential risk points on the various
systems at an operational and strategic levels and, keeping a record on
incidence and defining the nature of risk.
- Developing security mechanisms (backups, incidence reports,
etc.), procedures (intermittent checks, password control, etc.), and
policies that will ensure that security is managed at operational and
strategic levels. Performing intermittent checks on key security points
(access points, database security profiles, etc.)
- Maintaining checklists and records on incidence and analyses
causality of such incidents, putting in place adequate remedies to
constantly reduce risk. (E.g. a user may have accidentally gone into
secure fields within the system – the incumbent needs to review user’s
authorizations and coach user on appropriate use of systems in these
cases.)
- Liaising closely with suppliers on security control mechanisms
and implementing them as required; keeping abreast with developments in
this area.
- Ensuring that operational staff are clear on the consequences of
non-compliance and reminds staff on essential process steps to maintain
integrity of systems hardware, databases and operating software.
- Deciding on the aspects of the systems that need to be controlled and how to achieve this most effectively.
Statistics, Reports and Advice:
- Compiling standard reports on performance and incidence of
events (down time, data losses, etc.) in line with managerial/user

of systems failure, etc.)
- Responding to ad hoc requests for information or analysis of
systems information, that have to be prepared for specific uses, and

- Providing advice on request and offering advice on matters that
are concerned with systems functions, capacity, recurring problems,

Systems Operations Implementation Projects:
- Taking on responsibility for specified projects, such as the
implementation of additional modules to existing systems in terms of
hardware and software functionalities, researching the market for
monitoring systems that allow better control, capacity expansions, etc.
- Performing both desk research (via Internet and other means of
obtaining information) and field studies, in order to assess and compare
the specific situations and practices found within NamPower’s systems
operations, to those found in other companies’ systems operations.
- Defining the project specifications, and planning the project in
detail, ensuring that priorities are highlighted and logically ordered
(e.g. it is more important to select practical solutions than hi-tech
solutions that have no local support).
- Finalising all inputs, making sure that all requirements have been met.

- Carry out instructions of the Board of Trustees for the conduct of the general academic business of the IVTEC
- Keep the common seal of the Board of Trustees.
Academic Record-keeping:
- The Registrar & Administrative Head oversees the inflow of applications from students seeking entry to the college.
- Though IVTEC may delegate the task among co-workers, s/he's
responsible for verifying information about each prospective student
with his current school, college, or university.
- S/he evaluates this information against her college's requirements to determine whether the college will accept him.
- The Registrar & Administrative Head maintains records of
each student's grades to form transcripts. At the end of each academic
year, she evaluates all transcripts to compile a list of students who
are eligible to graduate. For students continuing their education, the
registrar provides official transcripts.
- Orients and assists new staff and new students and provides opportunities for their input in the school program
Room Scheduling:
- Colleges are popular venues for community events, from seminars to music concerts.
- A Registrar & Administrative Head makes the most of the
college's resources by assessing requests to use space and equipment.
- To determine when and where classes will meet, she considers the
subject, equipment needs, and number of students registered for each
course.
- When a campus organization or a visitor wants to hold an event
at the college, the registrar consults the room schedule and offers the
most suitable space.
Statistics Reporting:
- Agencies both within and outside of the college rely on the registrar's records when making decisions.
- To design changes in school policy, such as new registration
schedules, college officials request the registrar's advice. She reports
her statistical findings from student registration data, and together
they decide on a plan.
- If a governmental or educational agency requests information on
the standard of education at the college, the registrar is responsible
for compiling the report.
Dissemination of Information on Campus:
- The registrar compiles information on the college's academic
requirements, course offerings, and registration procedures. Faculty,
prospective students, and current students can then find this
information in school publications such as course catalogs and campus
bulletins.
Examinations:
- The administration and conduct of examinations
- Ensure examination policies and procedures are adhered to
Discipline:
- Responsible for the maintenance of good conduct of students and
for the establishment and implementation of appropriate disciplinary
procedures
Working relationships:
- The Registrar maintains close working relationships with a large
range of staff across the Centre, including all other members of the
IVTEC Management Team (Operations) and IVTEC Management Team (Strategy),
as well as Heads of Offices across the Registrar’s area and senior
managers in Finance and HR. Management of academic business involves
strong interactions with the Chairs of AC Standing
- Committees, discipline, appeals and mitigation committees, committee members, Heads of Faculties and College Managers.
- Ensure good relations with parents and community members.
- Ensure Industry involvement in and contribution to job-attachments.
- Encourages donations, personal time, and overall positive support for the Center.
- Nurture relationships with parents and community members.
IT Services:
- Organizes, oversee, and provides support to the various IT
services, supplies, material, and equipment provided to carry out the
IVTEC lT program.
Performance evaluation:
- Assist the Rector with the evaluation of all staff’s performance
following legislative, regulatory guidelines and the IVTEC’s policies
and procedures. An effective vocational training Centre has to have
effective staff and policies and procedures to ensure critical,
analytical and objective performance appraisals to measure effectiveness
and efficiency.
Develop, Implement and Evaluate Programmes:
- Assist the Rector in developing, implementing, and evaluating the programs within the Centre.
- As Registrar you should always be looking for ways to improve
the student experience at the Centre. Developing effective programs that
cover a variety of areas is one way to ensure this. It is acceptable to
look at other Centers in your area and to implement those programs
within your own center that have proved to be effective elsewhere.
- Programs within your center should be evaluated every year and tweaked as necessary.
- If your reading program has become stale and your students are
not showing much growth, then it may be necessary to review the program
and make some changes to improve the quality of that program.
Information Management:
- The College Registrar will be responsible for the management of
information, data bases & information technology in the College.
- S/he will chair the Management Information Systems Group.
- S/he will be responsible for the IT budget and the IT Officer(s).
- The key task in the next 2 years will be to improve the
management of data and databases, including data on students, alumni,
staff and fellows. Not only do the databases need to operate in ways
which fit their purpose, but the interaction between datasets needs to
be effective.
Human Resources:
- The Registrar is responsible for all human resources of the Center. This includes, but is not limited to:
- Setting of standards for job descriptions, person profiles and required qualifications and experience
- Submit Policies and procedures relating to HR to the rector for approval by the Board of Trustees
- Submit requests for the filling of vacancies to the rector for approval
- Submit recruitment process (Internal or outsourced) to the rector for approval by the Board of Trustees
- Ensure that the HR Manager manages the process in accordance with legislative, regulatory and procedural requirements.
- Submit appointments, disciplinary decisions and service terminations to the rector for approval
Delegating:
- Duties should be delegated in line with legislative, regulatory and policy and procedural requirements.
- Ensure that the person, to whom the responsibility is delegated, is fully trained, prepared and ready for the delegation.

Purpose of the Post
- The Rector manages the IVTEC activities and is responsible for
the profitable, cost-effective, and efficient running of the IVTEC's
duties.
The Rector's tasks include:
- Leading the IVTEC’s operations and deciding on such IVTEC
-related matters which have not been stipulated or specified to be
carried out by another body
- Being responsible for the profitable, cost-effective, and efficient running of the IVTEC's duties
- Ensuring that the IVTEC 's accounting conforms to law and that asset management has been organised in a reliable manner
- Being responsible for the preparation and presentation of matters to be discussed by the Board
- Being responsible for the implementation of Board decisions, unless otherwise stipulated in the IVTEC Statutes; and
- Deciding on employing and discharging IVTEC staff, to the extent
to which the Rector has not transferred this task to other bodies of
the IVTEC.
- The Rector represents the IVTEC both in matters pertaining to
his/her duties pursuant to the Universities Act and in other matters
pertaining to the IVTEC. He/she belongs to the IVTEC's group management,
together with the board.
- The Rector has the right to participate in the meetings of all bodies, and the right to speak.
- The Board elects the Rector for a term of office of five years,
after which the contract can be renewed or the post readvertised.

Good leaders stays calm in difficult situations, thinks before they act,
and puts the needs of the Centre before themselves.

General Coordination:
- Ensures that the IVTEC program is compatible with the legal,
financial and organizational structure of the IVTEC system. The
principal defines the responsibilities and accountability of staff
members and develops plans for interpreting the IVTEC program to the
community.
Enhancement of Personnel Skills:
- Provides activities which facilitate the professional growth of
the IVTEC staff and enhance the quality of the instructional program.
IVTEC Objectives:
- Identifies the annual objectives for the instructional, extracurricular, and athletic programs of the IVTEC.
Curriculum Objectives:
- Ensures that instructional objectives for a given subject and/or
classroom are developed, and involves the faculty and others in the
development of specific curricular objectives to meet the needs of the
IVTEC program.
- The principal provides opportunities for staff participation in the IVTEC program.
Establishes Formal Work Relationships:
- Evaluates student progress in the instructional program by means
that include the maintaining of up-to-date student data. The principal
supervises and appraises the performance of the IVTEC staff.
Facilitates Organizational Efficiency:
- Maintains inter-IVTEC system communication and seeks assistance from central office staff to improve performance.
- The principal maintains good relationships with students, staff,
and parents. The principal complies with established lines of
authority.
New Staff and Students:
- Orients and assists new staff and new students and provides opportunities for their input in the IVTEC program.
Community:
- Encourages the use of community resources, cooperates with the
community in the use of IVTEC facilities, interprets the IVTEC program
for the community, and maintains communication with community members.
Supplies and Equipment:
- Manages, directs, and maintains records on the materials,
supplies and equipment which are necessary to carry out the daily IVTEC
routine.
- The principal involves the staff in determining priorities for instructional purposes.
Services:
- Organizes, oversee, and provides support to the various
services, supplies, material, and equipment provided to carry out the
IVTEC program. The principal makes use of community resources.
Student Discipline:
- A large part of The Rector’s job is to handle student
discipline. The first step of having effective student discipline is to
make sure that your trainers know what you are expecting when it comes
to student discipline. Once they understand what is expected of them,
the Rector’s job becomes easier.
- The discipline issues the Rector deal will mostly come from
trainer referrals. This might become a large part of the daily
activities. The Rector needs to know and implement the disciplinary
codes, rules and procedures with due diligence.

- As Rector you are ultimately responsible for evaluating all

timeously and be revised with regular intervals (NB This is not an

- Continued evaluation and improvement as prescribed by the QMS
