Job Title: Individual Contractor to develop WASH 3-year Strategy for North-East Nigeria

Purpose of the Consultancy
- Development of a three (3) year WASH response strategy and prioritized action plans and ensuring these are adequately reflected in the overall country strategies and appeals with reference to MoWR for Borno, Adamawa and Yobe states.
- Designing a roadmap for the collective realization of key issues for improved WASH delivery.
- Review and compile relevant policies, guidelines, technical standards and relevant commitments that the Government/concerned authorities have defined; and that sectoral response is in line with them.
- Develop WASH emergency response actions while at the same time considering WASH within early recovery as well as prevention and risk reduction concerns in Government plans.
- The purpose of the consultancy is to develop a three-year strategy to enable WASH sector actors to respond to the evolving context in a responsive, effective and harmonized manner.
Expected Deliverables:
- Work-plan developed based on literature review (home-based)
- List of key stakeholders to engage, inclusive of WASH actors, government line ministry and complimentary sectors (Health, Education, Nutrition, CCCM, Protection) and framework for engagement completed (home-based)
- Questionnaire and agenda drafted for key stakeholder interviews and meetings (home-based)
- Partner and government ministry key informant interviews (Maiduguri / Jere, Ngala, Monguno, Pulka, Damaturu, Yola)
Draft strategy including:
- Early recovery, protracted crisis and emergency response strategies
- Contextualized approaches
- Joint or integrated approaches across sectors, where relevant
- Measurable indicators to track progress against strategy
- Capacity building gaps and ways of addressing gaps
- Linkages to State and Federal level Plan
- Gaps in technical guidelines
- Costed strategic work-plan (home based)
- Workshop to present draft and solicit comments from all stakeholders (Maiduguri)
- Final consolidated and endorsed documents developed and designed ready for launch and dissemination- Three (3) year WASH Sector Strategy Z
Qualification, Experience and Skills Required
- Experience of designing and delivering training on project cycle management.
- Experience in mainstreaming crosscutting issues-like protection, GBV prevention, PSN and environment
- Excellent knowledge of the latest tools in the field of information management within social science sector
- Familiarity with child protection and the systems strengthening approach would be beneficial
- Experience of working on information management and reporting systems within the public sector
- Experience of undertaking assessments of management information systems
- Working knowledge of the local languages is an asset.
- Advanced University Degree in Water and Sanitation Technical field or Public Health, along with relevant technical knowledge and experience in assessing quality of WASH emergency response etc.
- At least 5 year's experience in coordinating and managing WASH programs in an emergency context
- Previous experience working in UNICEF is highly desirable
- Language skills: Fluency in English is required
- Ability to conduct data analyses using Excel or other statistical software (Stata, SPSS, etc.)
- Strong verbal and written communication skills.
- Proven problem-solving skills; to assess situations, identify needs, and respond with recommendations to address identified issues during the assessment
- Willingness to travel and work in the field in insecure areas.
Duration:
- 60 days from the date of signing of the contract
Working Conditions
- The contractor is expected to spend 20 days in Adamawa, Borno and Yobe states in Nigeria and 40 days home-based. While in Borno, the contractor is expected to travel to deep field locations.

Job Descriptions
- The United Nations Children Fund (UNICEF) Nigeria is seeking the interest of a qualified and energetic Rapid Response Mechanism (RRM) Coordinator to provide overall coordination for RRM partners in Nigeria for the North-East emergency.
- During 2014 and early 2015, Jama'atu Ahlis Sunna Lidda'awati wal-Jihad (JAS) and The Islamic State in West Africa (ISWAP) commonly known as Boko Haram intensified its attacks on the civilian population in Nigeria, with tactics developing from hit-and-run to take-and-hold attacks in which they managed to establish and maintain control over large swaths of territory.
- While in late 2015 and 2016 the Nigerian Armed Forces took back most JAS / ISWAP controlled areas, the fighting caused additional mass displacement especially in Borno State. However, as conflict and access dynamics shifted in 2019, a need for a dedicated Rapid Response Coordinator was evident.
- The purpose of the assignment is to coordinate the RRM partners through the development and implementation of an effective RRM in North East Nigeria.
- The specific objective of the RRM project is based on three pillars: 1) Assessments: Maintaining a humanitarian watch as the basis for the execution of rapid and multi-sector assessments for populations at high risks, 2) Advocacy: Ensuring the effective use of the MSA information and follow-up humanitarian action via close and constant coordination and advocacy with sectors and other stakeholders by disseminating alerts / results / recommendations, 3) Response: In the absence of ready humanitarian action within the humanitarian community, undertaking emergency responses.
How can you make a difference?
RRM strategy developed:
- Develop 2020 RRM strategy complete with alert verification system, thresholds, timeframe, minimum packages and exit strategy;
- Identify and map areas of responsibility of implementing partners;
- Develop rapid assessment, post mission, Accountability to Affected Populations (AAP), and evaluation tools; and
- Ensure Sector pipelines are stocked with necessary response items.
RRM program with the implementing I / NGOs is coordinated, managed and implemented:
- Co-lead the governance structures of the RRM and ensure regular communications both internally and externally;
- Conduct regular operational analysis, identify areas of poor performance, bottlenecks, and identify solutions such as design improvements, additional trainings and technical support;
- Ensure relevant analysis of complaints and feedback received through different sources and ensure implementing partners relevant follow up; and
- Prepares relevant programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
RRM program fully funded and donors are satisfied with its implementation and results:
- Elaborate and monitor an annual RRM budget;
- Monitor grants to ensure funds are allocated and utilized as per the proposal and quality reports are done according to plan including the visibility components;
- Fundraise to cover the gap in RRM funding through regular communications/advocacy with Donors and prepare quality concept notes and proposals; and
- Develop a Donor strategy specific for RRM.
RRM program is well incorporated into the humanitarian landscape and well respected by the humanitarian actors and beneficiaries:
- Ensure that quality assessments are completed and are shared with the Humanitarian Community as per agreed thresholds / approaches;
- Liaise with Inter Sector Working Group (ISWG) / OCHA and humanitarian community to advocate for assessment results and identified needs to be addressed as per agreed thresholds / approaches;
- Ensure the RRM approach works within the existing sector approach and framework;
- Ensure there is a good understanding of the RRM at the Field Level and staff are kept abreast of RRM partner agreements including any potential end user monitoring and technical support; and
- Liaise with UNICEF sections including Emergencies as Provider of Last Resort.
Requirements
To qualify as an advocate for every child you will have:
- An advanced university degree (Master's or higher) in International Development / Relations, Social Sciences, Public Administration, International Law, Public Health, Nutrition, or other related disciplines.
- A minimum of five (5) years of relevant professional experience in programme / project development, planning, implementation, monitoring, evaluation and administration with UN and / or INGOs;
- Experience in multi-sector emergency programme implementation;
- Previous experience implementing and / or coordinating an RRM is highly desirable;
- Experience in use of cash in emergencies is highly desirable;
- Experience in multi-stakeholder co-ordination and facilitation is highly desirable;
- Effective communication, networking and organizational skills and ability to work well in a team;
- Ability to work well under pressure and in response to rapidly changing needs; and
- Ability to work in difficult circumstances.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

- Working with WASH sector, the contractor will provide strategic and operational guidance to the Hygiene Promotion (HP) Technical Working Group and WASH partners to enable a coherent and effective approach to community engagement and hygiene promotion and to ensure an effective Cholera prevention and response plan in the emergency WASH response in Borno, Adamawa and Yobe States.
Main Tasks / Responsibilities
Analysis of context and capacity:
- Map the current HP actors and initiatives across the sector (humanitarian and government) at community and institutional (schools and health facilities) levels (?), identify gaps in coverage and capacity.
- Develop a capacity building strategy and road map to address the gaps.
- Compilation of all HP TWG accepted Hygiene methodologies as annexes to the Hygiene Strategy.
- Using partner key informant and documents, review and update existing data on context analysis, community stakeholder mapping and baseline data on WASH norms and practices as they relate to public health risks.
- Develop and support partners with data collection tools / methodologies to provide a more comprehensive analysis of the key barriers and enablers to community engagement in hygiene promotion and practice.
- Design outreach activities for partners and context specific communications initiatives based on field findings.
Develop context specific Hygiene Promotion approach that ensures:
- WASH facilities address concerns relating to access, privacy, dignity and cultural appropriateness for diverse users (e.g women, elderly people, persons with disabilities).
- Support for adolescent girls and women to ensure safe menstrual hygiene management.
- Initiatives to engage with children and their caregivers in the safe disposal of children's excreta.
- Institutional WASH (schools and health facilities) meet minimum standards for behavioral change.
- Feedback on user satisfaction with the content and process of hygiene and menstrual hygiene management kit distributions; revise the contents and their replenishment accordingly taking account of increasing market access where appropriate.
- Design and roll-out of monitoring plans to track the implementation of hygiene promotion interventions in the WASH sectoral response.
- Community monitoring of WASH disease incidence and high-risk practice.
- Activities based on community feedback, with special attention to the specific needs of women, children and persons with disabilities.
- The use of epidemiology data from health care providers to inform and update WASH priorities.
Expected Deliverables:
