We are recruiting to fill the position below:



Job Title: HSSE Engineer

Location: Port Harcourt, Rivers
Employment Type: Full-time

Job Responsibilities

  • Ensure to carry out regular ‘Patrol’ on the vessels to ensure compliance of the crew/personnel with the 9 IOGP life- saving rules.
  • Provide assurance coverage on hazardous fuel bunkering and handling at third party depots and tank farms, company surface and underground storage facilities, company, and other third-party jetties where company roll-on roll-off operations occur and to ensure compliance with Shell SEAM Transport Safety Standards.
  • You must be especially visible – observing the operationalization of IOGP life-saving rules and ensuring strict compliance.
  • Ensure discrete observation and as such the use of Coaching and Engaging different techniques with respect for people are key considerations for achieving successful behavioral interventions.
  • Ensure that they are fully aware of the requirements to comply with all the HSE rules applicable to staying onboard marine vessels (including but not limited to embarkation, disembarkation, living onboard), and managing hazardous goods.
  • Ensure all interventions must be documented and reported by the SE Engineers to the SE Lead or Designate, Production Services
  • Escalation to Leadership for possible consequence management should be considered for repeat/unrepentant offenders.
  • Ensure and enforce the use of appropriate PPE at all times (PFD, Safety Shoes)
  • Ensure and enforce the 9 IOGP life-Saving rules (Line of Fire, Alcohol & Drugs)
  • Ensure that there are no unapproved personnel onboard.
  • Drive behavioral change in Safety through observing and coaching.
  • Enforce access control including individuals crossing in between vessels.
  • Implementation of Shell SEAM Transport Safety Standards and the Transport Manual Maritime Safety TMMS in the workplace.

Requirements

  • A First University Degree in Engineering or any Science or Environmental Health & Safety.
  • Adept at working with enterprise Microsoft Office Suite (Excel, Power Point, Skype, MS Teams); SharePoint, excel and smart phones.
  • He/She must have demonstrated HSE Intervention skills, use of the Engaging Differently tool as this is key in delivering effective required services.
  • He/She must be skilled in Engaging Differently, with the ability to influence behavior without administrative authority.
  • A passionate, firm, and empathic personality
  • Effective in liaison between Shell’s team, colleague, and third-party depot, equipment, and vessel owners.
  • Excellent monitoring and reporting implementation of controls and performance as well as highlighting trends.

Professional Certifications:

  • Must be a level-3 certificate holder in HSE-MS planning, implementation and auditing, and member of any local or international safety professional bodies or emergency response institutes such as ISPoN, NEBOSH, OPITO Emergency Accredited Training Centers, Nigerian Red Cross Society, UK-Ambulance Brigade, RoSPA, UK-s HSE Examination Boards, OHSAS, bsi, ISM, IRCA, etc. Auditing certification such ISM, ISPS, MLC Internal/lead Auditor, ISO 9001, ISO 14001 Internal/Lead Auditor. BOSIET and OSP are mandatory.

Work Experience:

  • Must have experience in Behavioral safety and deployment / implementation of IOGP Life Saving Rules. Experience in coaching, assurance, mentoring, safety culture change and implementation of the safety Management Systems SMS.

Technical Skills:

  • An HSSE GZ Engineer must be a seasoned and experienced HSE professional with at least 5-years professional safety experience in oil and gas (especially the maritime section), hospitality, education, construction, energy, Land, or maritime transportation industry.
  • The ability to create and maintain cordial working relationships/collaboration with colleagues and customers.
  • Excellent knowledge of legislation, statutory requirements, and information management such as Data Privacy.
  • Attention to details and ability to spot non-conformance and recommend actions for closure.
  • Problem-solving, good analytical, and presentation skills.
  • A deep knowledge of the 9 IOGP Life Saving rules and a drive to support individuals, passengers and crew members on board marine vessels or handling and transporting hazardous products or involved in barging (roll-on roll-off activity.
  • Excellent Communication & team-working disposition.
  • Excellent organizational and Networking skills.
