Grant and Finance Officer at the National AIDS, Viral Hepatitis and STIs Control Programme (Federal Ministry of Health)


The National AIDS, Sexually Transmitted Infections Control and Hepatitis Programme (NASCP) is a division of the Department of Public Health, in the Nigeria Federal Ministry of Health (FMH).

The concept of NASCP and its mandate is to coordinate the formulation and effective implementation of the Nigeria government policies, guidelines and standard operating procedures for the prevention of new HIV infections as well as improve on the existing treatment, care and support for those persons already infected and affected by the virus in the country.

We are recruiting to fill the position below:

 

 

Job Title: Grant and Finance Officer

Location: Abuja

Background

We are implementing a CDC supported 5-year project to deliver client-centered high quality comprehensive HIV care and treatment and laboratory services to reach the UNAIDS 95-95-95 targets and end AIDS by 2030. This project employs a patient-centered approach that integrates contextual health systems strengthening with comprehensive HIV care, including critical services mainstreamed towards those infected and affected by HIV.

Responsibilities:

  • Coordinates, manages, grant preparations and documentation of key internal and external stakeholders that may include our programme.
  • Support the PI and BO to ensure that all award and NOA term and conditions are met.
  • Develop a tracker to keep tab on actions pending and resolved throughout the duration of the grant.
  • Support PI and BO toward ensuring that all obligation and timelines for reports are met.
  • Preparation of grant related reports for submission to USG.
  • Periodically prepare grant performance report for submission to the BO and PI
  • Support capacity building training of staff on grant management procedures and USG regulations.
  • Assist in editing sections of grant proposals such as budget narratives, personnel description sections.
  • Gather supporting material for grant proposals such as (but not limited to) job descriptions, resumes, maps, organizational charts, bibliographies, tables of contents, budgets and other forms.
  • Maintain the necessary records, files, reports, databases and resource material pertinent to grants office activities to ensure effective N-SHIP operation and compliance with government and donor regulations
  • Participates in meetings and assists in strategic planning and provides guidance and instructions on Federal and CDC/PEPFAR regulations, policies and procedures to PMT and recommends procurement and financing alternatives vis-à-vis appropriate instrument type to achieve N-SHIP goals.
  • Prepare payment vouchers, properly code all transactions and Maintain accounting files

Academic Qualification

  • First degree in Accounting, Banking and Finance, Business Administration
  • ICAN/ACCA/ANAN certification will be an added advantage

Experience

  • A minimum of five (5) years’ experience in grant management of donor funds.
  • Skilled in computer programs, including Microsoft Word, Excel and PowerPoint and ability to operate Zoom, and data management systems.
  • Strong interpersonal skills and the ability to communicate and work well with diverse people.
  • Excellent English writing skills.
  • Ability to meet tight deadlines and to work effectively under pressure, including in a multi-cultural environment.
  • Experience in working with QBs and Navision accounting software is an added advantage.
  • Previous experience in grant management of donor funds

Deliverables:

They will assist the states in the six zones in carrying out the following deliverables:

  • The key deliverable of the consultancy is to facilitate and monitor the progress of training and organizational
  • Timely monthly bank reconciliation and financial reports
  • Budget tracking
  • Tax tracking
  • Contract tracking
  • Aging analysis
  • Monthly FAR update and insurance of assets
  • Timely funds request
  • Adherence and compliance to donor guidelines and GON policies.
  • Quarterly update on grant writing
  • Monthly update and accountability of the developed and approved Gantt chart

Contracting & Accountability:

  • The officer will be accountable to the National Coordinator reporting directly to the National Coordinator through the Head Finance Department

Renumeration:

  • S/he will be paid competitive fees for the agreed duration based on qualification and experience.
