Job Title: Government Relations Manager
Location: Lagos

Reports To: Head, External Relations
Purpose:
- This role is responsible for managing day to day interactions with OER’s senior JV partner NNPC, MPR, NASS and other agencies as needed
- Intelligence gathering as it relates to the activities of relevant key stakeholders within the MDAs and their internal processes is a key part of this role
- Additionally, the role will be responsible for providing insight into the activities of the Legislative regarding bills tabled at NASS, summons and public hearings to enable management develop informed strategies on how to mitigate OER’s exposure, manage public perception and ultimately achieve set corporate objectives.

Major Responsibility Area
Essential Function:
- Act as primary interface between the company and all Government, Regulatory and Legislative bodies·
- Interface with stakeholders from entry to mid level management level within government agencies (including subsidiaries) that carry out executive, legislative & regulatory functions as it relates to the Upstream Oil and Gas industry to ensure OERs business objectives are met.
- Stay up to date with who the key process influencers are within relevant Oil and Gas related MDAs, the legislative and the Executive.
- Gather intelligence on internal activities and processes within relevant government agencies that could affect OER’s operations
- Develop and maintain influential relationships with key external and internal stakeholders at the entry to mid management level that are need to achieve set objectives.
- Develop a thorough understanding of the oil and gas industry, trends and the internal business environment
- Coordinate internal teams to collate requirements to apply for all “Licenses to operate” and renewals for the company. E.g. Permits, leases, licenses etc.
- Coordinate all protocol activities at MDAs and NASS during executive management meetings with their public sector counterparts
- Develop strategy documents to aid in the optimal execution of assigned tasks which will be used to advise OER’s management
- Serve as the company representative for all lobbying efforts at the mid management level.
- Coordinate with internal departments (corporate communications and legal staff) in developing and ensuring consistent communications regarding legislation, public policy and regulatory actions
- Identify potential changes to company policy necessary to maintain alignment and compliance with government policies.
- Perform other duties as requested.

- Adherence to approved departmental SLA
- Meet all assigned objectives in line with the direction of the company as at when set
- Ability to influence key stakeholders within the same management cadre to drive corporate objectives.
Job Specification
- A Bachelor's Degree in Economics, Finance, Business, Political Science or Law, with a minimum of 3 years working within the upstream oil and gas sector
- An MBA or Masters in International Business, Oil and Gas Management, Economics and Finance
- A minimum of 10 years cumulative experience
- Possess a good network at all levels of government
- Political/government experience
- Lobbying and public relations experience
- Other qualifications/experience would include good knowledge of the Oil & Gas (upstream) industry, strategy and management experience
- Knowledge of federal, state, and local Oil & Gas regulations, knowledge of government processes at the federal, state, and local levels. Ability to read, understand, and interpret a variety of detailed legislation and regulatory document
