Federal University of Petroleum Resources, Effurun(FUPRE), Delta State Vacancies for a Registrar, Bursar and Librarian


 In keeping with the provision of the Universities (Miscellaneous Provisions) Act 1993 as amended in 2003, 2007,2012 and in exercise of its powers contained therein, the Governing Council wishes to commence the process of filling the impending vacancy. Consequently, applications are hereby invited from suitably qualified candidates for the positions below.


 Interested Candidates are requested to note the following information about the University.

The University
The Federal University of Petroleum Resources, Effurun(FUPRE), Delta State, Nigeria was established in March 2007 under a Federal Government of Nigeria initiative to build a specialized University to produce unique high level manpower and relevant expertise for the Oil &Gas sector in Nigeria and worldwide.
FUPRE is the first of its kind in Africa and it is destined to be the premier international institution- of-choice with the state-of-the-art facilities to provide the petroleum and allied sectors, world class education, training, research, consultancy and extension services.


Position: Registrar
The Position
The Registrar is the Chief Administrative Officer of the University and shall be responsible to the Vice-Chancellor for the day-to-day administrative work of the University except as regards matters for which the Bursar is responsible in accordance with Section 6(2) of the Universities(Miscellaneous Provisions) Decree No. 11 (1993). The Registrar is, by virtue of that office, also Secretary to Council, Senate, Congregation and Convocation.
Qualification and Experience

  • Candidates should be graduates with good honours Degree in relevant discipline obtained from a recognized University and must have had not less than fifteen (15) years post-qualification working experience, including relevant administrative experience not below the rank of a Deputy Registrar in a public University.
  • Candidates must be Information and Communication Technology (ICT) compliant and must command respect and be able to carry colleagues along. Possession of a higher degree(s) will be an added advantage.
Salary and Conditions of Service
The remuneration and other conditions of service are as applicable to the post of Registrar of all Nigerian Federal Universities and as may be determined from time to time by the Government/ Governing Council as appropriate. In accordance with the Universities (Miscellaneous Provisions) Act 2012, the successful candidate shall hold office for a single term of five (5) years.
Fringe benefits include a pension in consonance with the Contributory Pension Scheme and appropriate allowances as may be approved from time to time by the Government/ University Council.

Position: Bursar
The Position
The Bursar is a Principal Officer and the Chief Finance Officer of the University. He is responsible to the Vice- Chancellor for the day-to-day administration and control of the financial affairs of the University.
For this key management position, the University seeks candidates with vision, good managerial ability, integrity and transparency in private and public life who should be able to provide the Management of the University with appropriate advice and support for all of the institution’s financial transactions. The right candidate should have the ability to generate ideas that would boost internally generated revenue.
Qualification:
Candidates must possess a good honours degree in Accountancy or a related discipline from a recognized University as well as professionally recognized accountancy qualifications i.e. ACA, ACCA, ACMA, CNA, CPA from any of the following bodies:
  • Institute of Chartered Accountants of Nigeria
  • Institute of Chartered Accountants of England &Wales
  • Institute of Cost and Management Accountants
  • Institute of Certified Public Accountants
  • Association of National Accountants of Nigeria
While the possession of any relevant postgraduate qualification will be an added advantage.
Applicants must also be computer literate and have a good working knowledge of accounting packages.
Experience
  • Candidates are required to have at least 15 years post-qualification, full-time, cognate experience, the last five years of which must be in top management position, preferably at Deputy Bursar’s level in a public University.

Position:  University Librarian
The Position
The University Librarian as a Principal Officer shall be in-charge of the University Library and its constituent units. He shall be responsible to the Vice-Chancellor for the operations o f the University’s library.
For this key management position, the University seeks candidates who are innovative, versatile and proactive with vision, good managerial ability, integrity and transparency in private and public life and who should be able to provide the Management of the University with appropriate advice and support for all of the institution’s library transactions. The right candidate should have the ability to generate ideas that would facilitate the development of the University’s library.
Qualification:
  • Candidates must possess a good honours degree from a recognized University as well as a Masters Degree in Library Science (MLS), with adequate Research Publications. The possession of a Ph.D. will be an added advantage. Applicants must also be computer literate.
Experience
  • Candidates must have had at least fifteen (15) years of post-qualification, full-time, cognate experience in a public University, the last five years of which must be as a Deputy Librarian.

Each applicant must have three (3) referees who should be requested by the applicant to forward their referee’s Report under confidential cover by courier service directly to the Ag. Vice- Chancellor.
