Job Title: Senior Program Officer, Applied Health and Quality
Location: Abuja
Immediate Supervisor: Associate Director, Health System Strengtheing
Summary/Overview
- The Senior Program Officer Applied Health and Quality is to
provide technical and administrative leadership to the Quality unit of
IHVN.
- S/he will review and assess activities, or processes, that the
program undertakes in order to achieve program goals effectively.
- The Senior Program Officer, Applied Health and Quality will also
apply benchmarking strategies, performance measurement indicators, and
financial modeling to determine the effectiveness, outcomes, risk,
scalability, and measurable impact of grants.
Duties and Responsibilities
- Lead and manage the Applied Health and Quality unit
- Develop program strategies, work plans and carry out ongoing quality assurance to meet program area objectives
- Develop the overall framework for the information cycle and
management cycle including annual project reviews, participatory impact
assessments, process monitoring, operations monitoring and
lessons-learned workshops.
- Identify and design the key indicators for program areas, to
record and report physical progress against the Annual Result Framework,
Program Targets and Quality Indicators
- Identify the key performance questions and parameters for
monitoring project performance and comparing it to targets. Design the
format for such performance reports
- Determine information needs of project management, implementing
partners and primary stakeholders, the cooperating institution and
funding agencies
- Provides direct technical assistance and mentoring to health
facilities for continuous quality improvement and models for change and
assist in developing continuous quality improvement teams and
implementing QI activities
- Guide the regular sharing of the outputs of findings with project staff, implementing partners and primary stakeholders
- Check that output data are discussed in the appropriate forum
and in a timely fashion in terms of implications for future action. If
necessary, create such discussion forums to fill any gaps
- Participate in external missions and facilitate mission team members' access to analyzed information and to stakeholders
- Plan for regular opportunities to identify lessons learned and
implications for the project's next steps. Participate in these events
when possible
- Work with the other staff to disseminate evaluation findings and
structure discussions to inform staff, board, and relevant stakeholders
- Advice IHVN Management and stakeholders on outcomes, impacts,
benefits, and changes in patient care as a result of program efforts in
the short, intermediate and long-term periods
- Prepare reports on operational research and program evaluation
findings, as required, working closely with technical, administrative
and financial staff.
Minimum Qualification
- B.Sc, MD, MBBS, BMChB, B.Pharm, MPH or equivalent degree
- Previous experience in a similar position in a similar organization
- At least 7 years of experience
- Ability to gather and analyze data, use analytical methods to
draw conclusions, and prepare reports and presentations that communicate
complex research and operational findings in clear language
- Familiarity with the Nigerian health system is an advantage.
Job Title: Senior Program Officer, Health System Strengthening
Location: Abuja
Immediate Supervisor: Associate Director, Health System Strengthening
Summary/Overview
- The Senior Program Officer, Health System Strengthening is to
provide technical and administrative leadership to the HSS unit of IHVN.
- He provides technical and programmatic support to necessary
state and local government systems to ensure effective and efficient
implementation of HIV/AIDS mitigating activities at locations where the
Institute of Human Virology Nigeria operates.
- S/he will undertake coordination, advocacy and monitoring roles
related to the health system strengthening blocks through strategic
engagement with relevant ministries, departments and agencies of
government involved in the HIV/AIDS response.
- Senior Program Officer, Health System Strengthening will lead
HSS oriented operations/implementation science research and will work
with other units and departments within the organization to deliver on
specific projects.
Duties and Responsibilities
- Provide managerial and technical support to state and local
governments and relevant Ministries Departments and Agencies in the work
plan development process, capacity building, planning and
implementation, monitoring and evaluation activities related to HSS.
- Support interventions to strengthen management and leadership at
state and Local Government Authority (LGA) levels; track and aid states
to achieve health worker registries.
- Support strategic direction and technical guidance on issues
related to leadership and governance, health financing, human resources
for health, commodities and logistics, health information and service
delivery.
- Work collaboratively with relevant State and LGA officers and
management teams in the use of existing structures, information systems
and tools (e.g. District Health Information System) for effective
planning and performance monitoring.
- Develop implementation science/ operational research studies and
outcome evaluations related to HSS activities working with the Applied
Health and Quality team.
- Support participation of HSS team in Federal Ministry of Health and donor working groups.
- Represent IHVN at relevant conferences and workshops related to health systems.
Minimum Qualification
- Experience in a similar capacity in a similar organization is an advantage
- BSc and/or Master Degree in the relevant discipline (Health
System Management, Health Policy, Health Administration, Public Health).
Medical degree- MD,MBBS, BMChB or advanced degrees in Nursing and
Pharmacy
- At least 7 years of experience
- Demonstrate knowledge of the Nigerian Health System and strong inter-personal and public relations skills
- Understanding of project management principles is desired.
Job Title: Project Coordinator - Inspire MoMENT Study
Location: Abuja
Immediate Supervisor: Principal Investigator - Inspire MoMENT Study
Summary/Overview
- IHVN implements the INSPIRE (Integrating and Scaling up PMTCT
through Implementation Research) MoMent study, which is a four-year
Canadian Government-funded, WHO-supported research project that is
evaluating the impact of Mentor Mother programs on Prevention of
Mother-To-Child Transmission of HIV (PMTCT) service uptake and retention
at primary healthcare facilities in Nigeria.
- The study is being conducted at Primary Healthcare Centers
(PHCs) in two states (FCT and Nasarawa), and is in its third of the four
year project period.
- We are looking for individuals with leadership skills, research
experience and interest in maternal & neonatal health, HIV/AIDs.
Duties and Responsibilities
- The Project Coordinator (PC) INSPIRE-MoMent Study will provide
overall day-to-day technical and administrative supervision of study
activities.
- He/ She will work closely with the Principal Investigator (PI) to implement the study according to the study protocol.
- The PC is expected to spend approximately 75% of time in the central office and 25% in the field.
- The PC will also work closely with the Data Manager and the
study statistician; he/she is expected to be up-to-date on every study
data collecting tool and all data the study generates for the purpose of
data analysis and manuscript writing. Residence within the FCT is
required.
- The PC reports directly to the PI on all study-related issues.
The duties of the Project Coordinator INSPIRE-MoMent Study include, but are not limited to the following:
- With PI, plan and coordinate day-to-day and long-term study activities
- Oversee grant resource management (funding, commodities)
- Represent the PI and/or team in meetings with stakeholders, e.g. Federal or State Ministries of Health or WHO
- Prepare financial and progress reports for PI and study sponsors
- Document and monitor key study activities with respect to study timelines
- Promptly identify study-related gaps and proffer creative, logical solutions
- Initiate, guide and direct the development and review of study Standard Operating Procedures
- Forecast and request for finances, commodities or services for study implementation
- Designate tasks to, supervise and mentor research team members including 2 Research Associates and 15 field staff
- Ensure all field staff are up-to-date on ethics training and are implementing study according to ethics regulations.
- Quarterly Technical Assistance visits with Research Associates to study sites
- Coordinate and participate in field work e.g. Mentor Mother audit interviews, data quality assessments.
- Coordinate and actively participate in academic research
activity including but not limited to abstract writing, interpretation
of data and manuscript development
- Other assignments as requested by the Principal Investigator.
Minimum Qualifications
- Medical doctor with at least 4 years PMTCT/HIV programme
implementation experience and at least 2 years hands-on research
experience
- A Master's degree in health or research-related discipline.
- Should have completed the one year compulsory government service (NYSC) or possess certification for exemption
- Excellent oral and written communication as well as scientific
writing skills in English, with proficiency in MS Office suite,
especially Excel and PowerPoint

Minimum Qualification

- Advance degree such as MPH or equivalent is required
- At least five years working experience
- Experience working with health facilities is advantageous
- Ability to gather and analyze data, use analytical methods to
draw conclusions, and prepare reports and presentations that communicate
complex research and operational findings in clear language
- Familiarity with the Nigerian health system is an asset.
