Danish Refugee Council (DRC) is a Danish international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. DRC is present in more than 30 conflict territories around the world assisting displaced people with shelter, food, income generating activities, and wide range of other assistance. It is of utmost importance for DRC to work in compliance with the DRC Accountability and Quality Management system and national legislation. DRC has been operating in the West Africa region for over 15 years, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) Guinea, Liberia, Ivory Coast, Mali, Burkina Faso, Niger, Nigeria and a Regional Office (RO) in Abidjan. DRC has 17 offices and more than 500 staff members across the WA region.

Job Title: WASH Officer

Location: Mubi, Adamawa
Contract type: National contract

The Position
The Water Sanitation and Hygiene Officer’s (Water and Sanitation) primary function is to ensure the quality of the planning, implementation and follow up of all technical aspects of WASH activities being implemented by DRC. This specifically includes the following:

  • Carrying out the selection, design and construction of water systems, using ground water or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
  • Select, design and implement the most appropriate form of sanitation system, in consultation with the beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage.
  • Ensure efficient and effective WASH program implementation while following the budget and work plan.
  • Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.   
  • Mobilization of beneficiary communities to maintain the established/rehabilitated/protected water sources.
  • Lead the WASH team in carrying out monitoring and evaluation exercises.  

Key Requirements
Essentials:

  • Minimum of higher diploma in Civil or Water Engineering or Public Health. Other qualifications related to water and sanitation with at least 2 years progressive experience in WASH programming will be given consideration
  • At least 2 years programming experience with I/NGOs
  • Very good understanding of national WASH policies and strategies, program and stakeholders in Nigeria
  • Thorough knowledge of SPHERE and WASH in emergencies standards.
  • Experience working in volatile areas
  • Experience in community based interventions
  • Experience in Microsoft Office and internet
  • Knowledge of AutoCAD, GPS, Arc GIS and Google Earth
  • Knowledge of English (written and spoken)

Desirables:

  • Project Planning and Management is an added advantage
  • Experience working in emergency response with NGOs, preferably in a humanitarian context.
  • Fluency in one or more of the national/regional languages (Hausa and Margi preferred)

Job Title: WASH Assistant

Location: Mubi, Adamawa

The Position
The WASH Assistant’s primary function is to assist the WASH Officer in ensuring quality of the planning, implementation and follow up of WASH activities being implemented by DRC. Specifically, the WASH Assistant is expected to conduct the following:

  • Carry out of WASH needs assessment for host communities, returning refugees and IDPs and using results in designing intervention measures.
  • Monitor construction works progress, budgets, costs and schedule in accordance with project plan and taking of appropriate actions.
  • Ensure efficient and effective program implementation while following the budget and work plan. 
  • Participate in preparing monthly/quarterly/annual highlights/ reports and proposals and budgets for donors.   
  • Mobilization of beneficiary communities to maintain the established/rehabilitated/protected water sources. 

Key Requirements

Job Title: Supply Chain Officer - Logistics

Location: Maiduguri, Borno
Contract type: National contract

The Position

  • The Supply Chain Officer - Logistics will report directly to the Logistics Team Lead.
  • She / he must be able to manage a local emergency stockpile and goods consolidation point in order to permit the rapid movement of DRC humanitarian supplies.
  • Design and implement warehouse management and commodity tracking system.

Main Duties and Responsibilities
Logistics:

  • Participate in field-level program planning formulation and advice on logistics considerations.
  • Provide technical and operational support to the field office, as well as advice on application of logistics management best practice, systems and procedures.
  • Implement and manage contracts in forwarding, transport and warehousing, where necessary.
  • Implement standard DRC logistics systems and procedures as applicable in the Operations Handbook
  • Maintain the Asset management of all assets in Maiduguri jurisdiction

Staff movement oversight and support:

  • Travel Security Clearances: Prior to any movement complete all security briefings for staff traveling to high risk field locations. Ensure that established movement tracking protocols are adhered to by both the Safety Unit and all DRC staff.
  • Field movement tracking: Coordinate with logistics staff when directed to support Field level   movement oversight and support.
  • Maintain car folders: Maintain car folders and all DRC vehicles and support logistics staff in maintaining the car folders.
  • Driver orientation: Responsible to orient drivers on current context and road conditions. Train drivers on regulations and road safety.

Administrative and Operational support:

  • Asset management: Maintain Maiduguri asset register and oversight on all assets that are both utilized and stored.  Coordinate with the DRC Logistics and Procurement department to ensure that the overall DRC asset register reflects in the Maiduguri current asset register.
  • DRC facility management in Yobe State under close supervision of the Logistics Team Lead.
  • Weekly and Monthly report: Responsible for compiling Maiduguri weekly and monthly report for Logistics Unit.
  • To be successful in this role, the candidate is expected to be honest, strongly motivated and display a high standard of integrity in humanitarian work, disciplined and team-oriented

Requirements
Essentials:

  • 2-3 years of progressively responsible professional work experience at national level in logistics.
  • Varied supply / logistics functional background ranging from Inventory and warehousing to transport management and distribution to beneficiaries an asset as well as ,
  • Knowledge & experience of dealing with commercial transporters and coordinating supply delivery to remote and insecure areas
  • Excellent computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
  • Sound judgment and the ability to work effectively with others at all levels
  • Strong assessment, evaluation, analysis and strategic planning skills
  • IT literate, MS – Word, Excel and PowerPoint
  • Interpersonal communication and proven written / presentation skills
  • Demonstrated ability to manage under stressful conditions

Desirables:

  • Flexible & willing to work in a remote setting & to travel to other field locations.
  • Ability to multitask and work comfortably under pressure
  • Experience from working in an (I)NGO
  • Knowledge in Hausa
  • Bachelor's Degree or any equivalents, Higher Diploma, NCE in any field related to humanitarian work.
  • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions, any local speaking language will be an advantage
