Job Title: Grants and Partnerships Director
Location: Nigeria

- Winrock is seeking a Grants and Partnerships Director for long-term assignment for a USAID funded project that will support agriculture extension & advisory services in Nigeria. The project will increase smallholder farmers’ productivity, incomes, and household nutrition status in seven Feed the Future (FTF) focus states across four geographic zones in Nigeria (Kebbi, Niger, Kaduna, Benue, Ebonyi, Cross-River, and Delta) through strengthening sustainable agricultural extension and advisory services. The project will particularly focus on aquaculture, cowpea, maize, rice, and soybean value chains.
Essential Responsibilities
- Provide overall management, leadership, and oversight to all aspects of grant funding including pre-awards assessments, awards, implementation, subrecipient monitoring and evaluation, and final disposition and close-outs.
- Develop and implement program’s grant strategy and in consultation with program staff and stakeholders identify and prioritize funding opportunities thru socio-economic analysis.
- Develop grant fund communication and monitoring strategy.
- Through the grant fund, develop mechanisms to facilitate private sector engagement and investment among various levels of target value chains.
- Prepare and supervise relevant work plans, financial, logistical and other reporting documents in compliance with funding agreements.
- Develop systems and support team efforts to monitor, track and report related grants fund management and audit recommendations.
Qualifications and Requirements
- Education: B.S. or equivalent University Degree in Finance, Business Administration, or related field.
Experience:
The ideal candidate will have the following experience:
- Degree in business, accounting, economics, public administration, or a related field
- A minimum of seven (7) years of progressively responsible professional experience
- A minimum of five (5) years grants and contracts experience required
- Financial management skills and experience
- Demonstrated experience in leading sub award solicitation, selection, awarding, monitoring and closeout of a large grants program
- USAID grant making experience is required
- Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders.
- Experience in conducting due diligence tests in the form of pre-award assessments; financial reviews or audits; or some other form of accountability assessments
- Nigeria experience required
- Strong communication and English writing skills. Preferred fluency in Hausa, Pidgin, or Yoruba desired
- Demonstrated experience in soliciting for grantees, awarding grants and managing and mentoring grantees for results; Experience in conducting due diligence tests in the form of pre-award surveys and risk assessments; financial reviews or audits; or some other form of accountability assessments.

Job Title: M & E Director

- Winrock is seeking M&E Director for long-term assignment for a USAID funded project that will support agriculture extension & advisory services in Nigeria.

Essential Responsibilities
- Provide technical leadership for M&E to the project team to ensure USAID and Feed the Future M&E requirements are met on timely basis and guides data collection, management of the data, and display of the results. This includes data analysis, reporting, and dissemination, and ensuring compliance.
- Develop efficient and accurate data collection system that includes efficient processes for collecting data and ensuring data quality.
- Provide general oversight of the M&E database, using it to track progress and trends, generate reports per USAID requirements, and conduct data quality checks.
- Design the project’s Learning Agenda including surveys, case studies, and other tools to evaluate project impact, trends, and other learnings. Provide comprehensive analysis of learning outcomes to inform project interventions.
- Strengthen M&E capacities across the project team, including but not limited to developing training curriculum and overseeing training activities related to data collection and reporting for field and partner staff
- Develop decision-support tools and performance feedback mechanisms for project managers, partners, and beneficiaries
Qualifications and Requriements
Education:
- Master's Degree that includes substantial coursework in statistics and other analytical methods, including but not limited to sociology, economics, and public policy.
Experience:
The ideal candidate will have the following experience:
- At least 5 years of experience managing monitoring systems for projects in Nigeria, USAID experience preferred
- Strategic thinker, capable of understanding the “big picture” and working out detailed solutions
- Experience using data to support evidence-based decision-making
- Experience with DevResults system highly desired
- Fully proficient in Microsoft Word, PowerPoint, and Excel, MS Access
- Experience working on an M&E team and managing M&E staff
- Detail oriented
Other:
- High level of English and preferred fluency in Hausa, Pidgin, or Yoruba

Job Title: Chief of Party

- Winrock is seeking an experienced and dynamic Chief of Party to lead a USAID funded project that will support agriculture extension & advisory services in Nigeria.
- The Chief of Party will design and provide technical leadership to activities that will support increase to smallholder farmers’ productivity, incomes, and household nutrition status in seven Feed the Future (FTF) focus states across four geographic zones in Nigeria (Kebbi, Niger, Kaduna, Benue, Ebonyi, Cross-River, and Delta) through strengthening sustainable agricultural extension and advisory services. The project will particularly focus on aquaculture, cowpea, maize, rice, and soybean value chains.
Essential Responsibilities
- Lead program implementation, coordinating with a wide range of stakeholders – including government agencies, international and domestic buyers, processors and traders, academic institutions, farmers/farmers groups, agribusinesses/service providers, financial institutions, and others – to achieve lasting impacts in Nigeria’s agriculture sector.
- Oversee program administration, operations, and budget management, aligned with Winrock and donor policies and regulations.
- Provide technical and administrative direction to project staff, consultants and partners.
- Apply adaptive management and learning to evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results.
- Work in close partnership with the donor to ensure alignment of project with the donor’s strategic goals and objectives, and application of program-wide learning and collaboration.
- Coordinate and collaborate with host government programs and other donor projects to leverage resources and maximize results.
Qualifications and Background
- Education: Academic Degree in Agricultural Economics, Agriculture Education, Extension Education, Business, or other relevant field. Master's Degree preferred.
Experience:
- Minimum 10 years of experience managing complex agriculture, value chain development, or agriculture extension/education programs required. Africa experience strongly preferred.
- Previous COP experience on USG funded projects is required.
- Demonstrated experience and impacts related to agriculture extension/education, agriculture value chain development, private sector engagement, and women and youth engagement.
- Experience integrating social and behavioral change communications into the design of training, capacity building, and extension activities.
- Experience operationalizing the collaborating, learning, and adapting (CLA) framework in project implementation.
Skills/Knowledge:
- Ability to diplomatically supervise staff and coordinate activities with partners from a broad range of backgrounds and experiences.
- Ability to build coalitions and networks with public and private sector actors that can provide synergies and sustainable solutions.
- Must be comfortable in high-level representational role as well as interacting with beneficiaries.
- Demonstrated understanding with USG M&E frameworks and reporting systems. Skills in knowledge management, qualitative and quantitative analytical methods, data analysis, collaboration, learning and adaptation (CLA) approach preferred.
- Excellent management, communication, and organization skills are required.
- Excellent computer skills (word-processing, spreadsheets, and databases) are required.
