Job Title: HSE Officer - Projects
Location: Bonny, Rivers
The Job
- To drive and support the operationalisation of an effective HSE Management System & risk controls and provide complete HSE support to NLNG’s Project Organisation to enable the Front-End, Execution and Major Projects contractors to effectively implement all HSE critical processes & Integrated Safe Systems of Work (lSSoW at the coalface resulting in an injury and loss free on time, schedule and on quality Project delivery.
The duties will include, but are not limited to the following:
- Support the implementation of Integrated Safe System of Work (JHA, TBT, LOTO, CSE, Unsafe Acts Auditing - HSEW, PSFO, etc) activities sites to entrench best practice HSE culture, save lives and prevent major accidents.
- Drive the operationalization of an OHSAS 18001 and HSSE Control Framework compliant level-lHSEManagement System (HSE-MS) and HSE Case in all activities within the site areas with the ultimate objective of ensuring no harm to people.
- Support the implementation of HSE tools and techniques at the activities areas and consistently manage Personal Safety Risks As Low As Reasonably Practicable (AL.RP), preventing harm to personnel.
- Support the implementation of Safety Critical activities to enhance HSE Case major hazards barriers and Recovery Preparedness Measures effectiveness. Also participate in JHA review for high and medium risk activities within the activities location with objective of providing necessary and vital HSE inputs.
- Drive the implementation of behavioural safety tools (TBT, Dynamic Risk Assessment, Pause for Safety etc) to improve overall safety culture among at contractors on frontline activities within respective areas.
- Support departments in providing required HSE oversight during the execution phase of all activities in the work areas, and ensure contracts are in line with applicable Contractor HSE Management Standards, ensuring full understanding of contracts execution HSE requirements at the frontline.
- Provide required support to HSE incident owners, ensuring incidents are reported and investigated in line with approved procedure.
- Drive the Implementation of Hazards Identification Awareness campaigns and strategy to entrenchment of acceptable HSE culture among the personnel working within the facility.
Requirements
- A University degree preferably in Engineering or Physical Sciences
- Professional qualification such as NEBOSH, IDipOSH, IDipSM or NISP Level 3 will be added advantage.
- Not less than 5 years post graduate working experience, which a minimum of 2 years should have been spent in a similar position or handle similar responsibility in a reputable Oil and Gas Organization.
Job Title: Construction Supervisor - Civil
Location: Bonny, Rivers
The Job
- Execute construction (civil, mechanical, electrical) activities of Plant or Infrastructure projects in the approved portfolio to agreed standards (Cost, Schedule, and Quality), ready to operate as defined in each projects Final Investment Decision while meeting NLNG.s Goal Zero HSE Objectives.
The duties will include, but are not limited to the following:
- Implement approved constructability report, in accordance with the NLNG approved Project Management Procedures, while ensuring proper authorizations to achieve project delivery within the approved scope, HSE, quality, schedule and budget.
- Apply approved Construction Risk Assessment aligned with the Project Risk Assessment to identify and assess risks and uncertainties associated with implementing the specific project and also apply approved Construction Risk Management Plan and mitigation strategies for projects under consideration.
- Apply HSE & Quality Management Processes for construction activities and ensure adherence to the Project Quality Management System by applying approved NLNG Procedures, Standards and Specifications, as well as relevant Design Engineering Practices (DEP5) to achieve quality delivery of projects, and manage construction changes, deviations and queries in accordance with the Change Management Processes.
- Ensure that all materials used for construction are of adequate standard according to specifications.
- Ensure all relevant permits to work are in place and works are executed in accordance with the permit requirement.
- Participate in commissioning and start up plans, spare part recommendations, start-up assistance for specialized equipment, etc.,in order to ensure a flawless start-up and handover to the Business Owner or Asset Holder.
- Generate and ensure complete closure of Punch List items, including Marked-up As Built Drawings / Documentation and carry out Construction Performance Post Implementation Review and produce Lessons Learned and Close out Reports.
Requirements
- HND, B.Sc in Mechanical, Civil or Electrical Engineering or related engineering discipline
- 3-5 years post-graduation experience, out of which minimum of 2 years should have been spent in project! construction management in the oil & gas industry.
Job Title: Senior Projects HSE Engineer
Location: Bonny, Rivers
The Job
- To support the operationalisation of an effective level-i HSE Management System & risk controls and provide complete HSE support to NLNG’s Project Organization to enable the Front-End, Execution and Major Projects Contractors to effectively implement all HSE critical processes & Integrated Safe Systems of Work (ISSoW) throughout the Project Phases resulting in an injury and loss project delivered within Cost, Schedule, Quality plans.
The duties will include, but are not limited to the following:
- Development of Front End implementation and governance/assurance strategies including but not limited to contractor management, risk management,health management and construction pack development.
- Develop project HSE Activity Plans through determination of appropriate fit for purpose and risk based front end HSE execution application in conjunction with relevant technical teams (PTF, PTS, PTP, HSEI1, etc.).
- Support Asset project Development teams with the development of HSE specific requirements for PEP (Project Execution Plan), Project Execution Strategy (PES) PDP (Project design Premise), BID etc.
- Develop appropriate HSE execution, implementation and contracting strategies aligned with front-end application for both Project Early works and construction execution.
- Lead/participate and integrate outputs of design constructability reviews, HAZOPS, Construction and design HAZIDs, applicable audits, reviews and incident investigations etc. into project specific Construction HSE plans.
- Assist catalog projects with reviews and revisions to project HSE planning processes, procedures and practices as required.
- Support the Operationalization of HSE Critical Processes (PTW, MOC, etc.) and ISSoW (JHA, TBT, LOTO, CSE, Unsafe Acts Auditing — HSEW, PSFO, QA/QC Walkabouts, etc.) across NLNG’s Projects Organization and support the Front-End, Execution and Major Project contractor teams at the frontline (coal face) to ensure consistent and unrelenting application of processes and tools in day-to-day work,
- Assist in providing integrated or organized HSE risk management support (including hazard identification and assessment, developing and operationalizing Construction HSE requirements and contributing to Layout Reviews, Human Factors Engineering, Health Risk Assessments, SIMOPS, HSE lmpact Assessment as part of the Hazards and Effects Management Process) across the full life cycle of Projects to ensure project are delivered in line with HSE targets.
- Develop local capacity by direct coaching and supervision to the growing PP HSE team on various HEMP tools/techniques to deliver on HSE deliverables to the various Project teams.
- Responsible for project HEMP work and provide support, challenge, governance and expert advice, relating to Technical Integrity, HSE Case development during the Define, Design and Execute phases of the asset life cycle including the hazard and risk management of potential major accidents.
- Providing guidance on how to implement mandatory risk controls, assess (and escalate where appropriate) requests for exception to mandatory risk controls, track approved exceptions.
- Coordination of the HEMP studies to support Project HSE Case development including but not limited to: HAZOPs; HAZID5; HRA; Release and exhaust gas dispersion; Fire, Gas Dispersion and explosion analyses; Escape Evacuation and Rescue Assessment (EERA); Drop Object studies; Cumulative Risk Assessment; QRA; Bowties development; ALARP Demonstration etc.
Requirements
- A University degree in Engineering
- 5-8 years post-graduation experience with 3-4 years in either of HEMP Engineer, Technical Safety Engineer and Project HSE
Engineer or similar roles in the oil and gas industry.
- Prior experience in Front End Engineering is required to create opportunity for FEL and seamless transition of projects from pre-DG3 to execution phase.
