Job Title: Senior Legal Assistant

Context
- Irregular migration, particularly along the Central Mediterranean route from Nigeria‐ North Africa‐ Europe, is extremely dangerous. These migrants experience more gross human rights violations and mortalities compared to any other migration route around the globe.
- The International Organization for Migration (IOM) remains committed to intensify efforts to protect the high number of migrants rescued at sea, and along the central Mediterranean route, by strengthening collaboration with key stakeholders in transit countries, and work with Government stakeholders, UN Agencies, and civil society in countries of origin, to address the drivers of irregular migration and strengthen direct assistance for vulnerable migrants.
- There is need to raise awareness among actors, returned and potential migrants on the benefits of safe migration and steps they can take in addressing violence, exploitation and abuse.
- Under the overall supervision of the Head of Lagos Sub‐Office and Programme Manager‐ Migration Management, the direct supervision of the Procurement and Logistics Officer, and in close coordination with Resource Management and Programme Units, the successful candidate will contribute to the implementation of legal services and activities in accordance with IOM rules, regulations and procedures.
Core Functions / Responsibilities
- Draft contracts, instruments, and relevant agreements for the development and implementation of IOM projects, considering IOM’s contract templates and the organizational policies, regulations and rules. Support units and staff in such activities;
- Liaise as necessary with the LEG Contract Division on the review of relevant contracts and agreements, and other relevant matters.
- Provide technical assistance to partner agencies under the Migration Management unit, on legal and contractual issues relevant to the IOM projects;
- Participate in the development of internal guidelines on legal and contractual regulations, in line with the institutional or operational activities carried out under relevant projects.
- Support relevant Project Managers (PM) in their work concerning relevant legal and contractual issues, including terminating agreements, contracts and contractual disputes.
- Monitor local legislation requirements and changes therein that may impact IOM project activities;
- Train staff on IOM's legal and contractual issues in accordance with the organizational policies, regulations and rules.
- Monitor the quality of programmed activities and the relevant legal documents submitted;
- Implement any decision or advise as may be received from LEG Contract Division, Regional Office or other relevant units in the Mission concerning legal or contractual matters,
- Participate, when required, in working groups, meetings, and other project activities, relevant to the legal functions of the office;
- Perform other work‐related duties as may assigned
Required Qualifications and Experience
- University degree from an accredited institution in Law, International Law, Public International Law, and Related Legal Field. An advanced degree in law is highly desirable.
- Minimum of six years (four years for degree holder) of progressively responsible experience in the field of contract review, legal and administrative support, or other related areas, at a legal office or legal department;
- Practical experience in one or more of international, administrative, civil or commercial law is required.
- Excellent knowledge of the Federal, state and administrative laws, legal codes, court procedures, government regulations and procedures in Nigeria is required.
- Experience in dealing with UN policies, procedures and operations is highly desirable;
- Strong communication skills and ability to draft clearly and concisely;
- Strong analytical, organizational and reporting skills;
- High level of computer literacy, good knowledge of MS Office.
Skills:
- Knowledge and experience in reviewing contracts, legal documents, papers or speeches, and developed research skills is highly desirable;
- Knowledge and experience in working in the legal office of a government department or ministry or of the secretariat of an intergovernmental organization is desirable;
- Knowledge and experience working and liaising with international development agencies, government authorities, national authorities, international institutions, civil authorities, is highly desirable;
Languages:

Context
- Under the overall supervision of the Senior Programme Manager Immigration and Border Management (IBM) and direct supervision of the National Programme Officer (IBM/NBIC) and, in collaboration with relevant sub-units (TSI, IBM, MIDAS, and ELBDS), the successful candidate will be responsible and accountable for providing site assessments, construction implementation and technical services in accordance with IOM’s regulations, rules and procedures.
Core Functions / Responsibilities
- Support Programme Manager/Officer in the implementation of projects according to IOM strategy
- Provide support to both project development and project implementation
- Monitor financial, administrative and technical aspects, in line with IOM’s policies and procedures as well as donor requirements
- Provide support in formulating bill of quantities and preparing Purchase Requests along with necessary follow ups.
- Monitor specific aspects of project implementation, identify and propose actions to expedite the delivery of inputs
- Provide technical assistance in the formulation of the overall planning for priorities and activities in relevant area.
- Work with experts, consultants and other project participants to ensure that logistical arrangements and internal procedures for monitoring and reporting are well understood and implemented.

Required Qualifications and Experience
- Completed university degree in Civil Engineering, Architecture, Building Technology or similar field with five years relevant experience or
- Higher Diploma in the above-mentioned fields with three years of relevant experience
- Experience and ability to produce and/or check the drawings including but not limited to site plans, architectural drawings and technical drawings, cost estimation, BOQ and other plans which may presented by prospective vendors;
- Experience in working in international organizations, governmental institutions, and/or aid organizations an asset.
- Experience in working with government authorities in Nigeria is an asset.

Job Title: Project Assistant (Monitoring & Reporting/ CCCM)

Context
- Working under the overall supervision of the Emergency Coordinator (EC) and the direct supervision of the Project Officer- Camp and Displacement Management the incumbent will work within selected camps and camp-like settings as well as in hosting communities, informal sites and areas of return.
- The successful candidate will be tasked with providing support in monitoring and reporting of Camp Coordination and Camp Management (CCCM) activities in IOM North East Nigeria. The incumbent will:
Core Functions / Responsibilities
- Provide general support to the development of project level Monitoring and Evaluation data collection tools and Monitoring and Evaluation plans for the CCCM programme.
- In support of the field teams, visit CCCM project sites and communities for post intervention monitoring/ evaluation and assist in developing necessary tools to ensure proper data collection and analysis.
- Support in monitoring and reporting of the CCCM capacity building activities carried out by IOM.
- Provide support in maintenance of a calendar for baseline surveys, project intervention monitoring, reporting and evaluations.
- Conduct periodic monitoring of CCCM project activities, outputs and outcomes including data collection on a timely basis and in accordance with Monitoring and Evaluation plans as well as track the actual data per mentioned target for indicator tracking sheet.
- Support the documentation of CCCM project processes and achievements including documentation for public dissemination e.g. draft reports, case studies, success stories, articles for use in the dissemination of best practices and develop a good data filing system for donor reporting.
- Provide support in promoting adherence to agreed standards of CCCM project implementation;
- Support in creating greater awareness of reporting requirements; encourage widespread use of appropriate data collection methods; and gather feedback regarding the effectiveness of these methods within the CCCM unit.
- Support in collecting and collation of weekly CCCM Unit reports and support to enhance the reporting system within the team.
- Provide continuous support in regular reporting to the CCCM Sector working group and other relevant sector working groups.
- Participate in any assessments conducted at institutional or inter agency level.

Context
- Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
- To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.
- This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
- The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
- Working under the overall supervision of the Program Support Officer and the direct supervision of the Senior Project Assistant (MM/M&E) the successful candidate will contribute to the implementation and monitoring of reintegration support provided to the returning migrants under the EUTF-IOM joint initiatives for Migrant Protection and Reintegration for Nigeria.

- Assist in monitoring of the day-to-day case management of reintegration assistance.
- Assist the Senior Project Assistant M&E in preparing the beneficiary profile and needs assessment formats and ensure regular update.

- Conduct a field monitoring visits to the beneficiaries' areas of return, including community-based reintegration target areas.

Required Qualifications and Experience
- University degree or equivalent in Economics, Management, Social Work, Demography and Statistics, International Development, Law and other related Social Sciences
- Minimum of two years of experience for those with University Degree and above or minimum of four years with high school diploma in the field of migration including operational and field experience or related field, preferably within the International Humanitarian Field;
- Demonstrated ability to maintain confidentiality is mandatory;
- Good knowledge of project development, administration and evaluation concepts and procedures.
- Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
