Job Title: Procurement Manager

Location: Maiduguri, Borno

Job Purpose

  • Under the supervision of the Supply Chain Coordinator, the Procurement Manager will design an effective supply chain program to promote quality programming in the region.
  • He/she will lead the IMC Supply Chain operational support structure, committed to providing reliable and timely program activities support, evaluating the types of market available within Nigeria, and determine what this markets can offer in terms range of materials supplies, products and services.
  • The position will determine the geographical distribution and nature of the local markets, analyze human resources available to support the supply chain and come up with supply chain ‘best’ practice of other organizations operating in Nigeria that can be mirrored as per of benchmarking.

Main Responsibilities

Procurement (Local and Global):

  • Ensure the day to day coordination of the procurement teams to promote the timely supply of goods and services for program support;
  • Enforce adherence to IMC standard operating procedures in the procurement of goods and services;
  • Streamline procurement activities by making sure requisite tools that handle an effective procurement are used in various levels of supply chain activities;
  • Upgrade IMC procurement tools and templates and seek management’s approval when necessary;
  • Identify gaps and bottlenecks in the supply chain management procedures and suggest remedies for corrective measures when necessary;
  • Enforce the use of procurement tracking system by various departments and share updated versions during Senior Management Meetings and other periodic review sessions when necessary;
  • Coordinate with Operations, Medical Coordinators and Pharmacy staff to provide updated information about medical commodities, WASH materials and other program support materials for timely use and develop mitigation plans for bottleneck and commodities supplies & delivery;
  • Mentor and provide capacity building support to procurement staff and other relevant employees where applicable for efficiency in the supply chain team and reinforce teamwork with other program staff;
  • Participate in project planning meetings to help identify challenges and capacity issues with program staff for timely intervention and solutions to procurement related problems;
  • Monitor program requests and required purchase requisitions to make sure respective coding are done in line with budgets, respective project activities and assigned grant codes;
  • Ensure new staff receive appropriate inductions on procurement systems and processes for newly hired staff when necessary;
  • Lead and coordinate all global procurement and remain the country focal point person on global procurement;
  • Establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters;
  • Establish Blanket Purchase Agreements (Long term frame-work agreements) for a main supplies and services awarded/updated accordingly at an appropriate time.

Communication:

  • Proactively convey procurement progress updates to the appropriate senior logistics personnel and all relevant parties, anticipating any future risks, issues or key developments that the wider team should know;
  • Ensure liaison and the role of focal person between appropriate senior logistics personnel, the logistics support staff and program staff including Global procurement team at Head Quarters;
  • Share key Project / local process messages with the logistics support staff, as well as proactively provide feedback to appropriate senior logistics personnel on behalf of the procurement team.

Capacity Building:

  • Organize capacity building sessions for in house trainings, mentoring and distant trainings via Skype with the supply chain staff;
  • Provide career paths for logistics support staff when necessary through frequent capacity need assessments.

Qualifications
Skills and Competence:

  • Bachelor Degree in Business Administration or Logistics or Purchasing and Supply or Finance (desired). Certification in Humanitarian Logistics Supply Chain (desired if no academic degree in logistics),

Experience:

  • Extensive experience (4 to 6 years) in humanitarian logistics management within the field of supply chain management (procurement, tendering, contracting, clearance, transport, warehousing, etc.), distribution support,
  • Proven record on the ability and experience of the management of Procurement at a senior level

Competency:

  • Commitment and demonstrated skills to build staff capacity in the areas of Procurement management, supervision and monitoring.

Job Title: Finance Assistant

Location: Maiduguri, Borno

Job Summary

  • The Finance Assistant will be based in Maiduguri and will provide all necessary financial assistance to project as well as handle other office cash related duties.
  • S/he will maintain Cash transaction journal, make cash disbursements and reconciliations, prepare cash projections and requests and will also be responsible for the custody of all the financial files related to the project.

Accounting and Finance Management:

  • Prepare procurement request and ensure all approvals are secured and coordinate with Logistics department the delivery of service and goods.
  • Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments.
  • Ensure all documents are filled and stamped.
  • Maintain proper filing and easy retrieval of finance documentation.
  • Conduct Daily, weekly and month end cash counts.

  • Update and Upload on cost point cash transaction. Daily reconcile of cash and book balances.
  • Complete the monthly closing operation of the cash accounts after validation of Finance Officer
  • Ensure that all vouchers are scanned and uploaded into IMC Share file for Supervisor review and internal audit purpose

Working Relationships:

  • Maintain frequent communication with Finance Officer to ensure finance activities and objectives are communicated
  • Work with program and logistics staff to ensure the coordination of programs are within budgeted targets

Security:

Qualifications

  • A University Degree in Accounting or Business Administration. Professional certifications such as a fully qualified/almost qualified member of ICAN or other qualification recognized by IFAC is an added advantage

Experience:

  • Minimum of 1 year experience in the humanitarian sector
  • Experience in working with computerized accounting systems, preferably Costpoint
  • Experience in working within a large departmental team.
  • Ability to carry-out responsibilities independently with minimal technical support from within the organization.
  • Experience in enforcing the compliance of internal control procedures and policies relating to different departments and activities.

Job Title: Logistics Assistant

Location: Maiduguri, Borno

Job Summary

  • To provide quality logistic support for all IMC project sites in Nigeria, work with other members of the logistics team to develop and implement efficient logistical support systems for IMC.

Major Responsibilities

  • Managing/ supervising resources within defined boundaries, which include people and assets.
  • Providing professional advice to managers on areas of work covered in their remit.
  • Supports operational implementation of Strategy.
  • Develops solutions to diverse and complex problems within organisational policy.
  • Interprets and applies operational and specialist information in a variety of formats from a variety of sources.
  • Flexibility to anticipate and resolve challenges within corporate or divisional parameters, with moderate scope.
  • Contribute to operational planning.
  • Ensure Health and Safety procedures are followed at specific sites.

Key Responsibilities

  • Optimizing the use of tools and having up-to-date Trackers on a daily basis
  • Redeploy standard procedures not followed: assignment sheet for each material used, Inventory update
  • Having reliable data that can allow the country office to take strategic measures in this direction.
  • Work with Team in country to improve the data quality of monthly supply, inventory, fleet and fuel management reports, asset tracking list and key performance indicators.
  • Assist Field offices to improve their data collection system.
  • Provide ad hoc and standardized analysis, highlighting trends and potential problems, analysing trends and highlighting potential risks.
  • Work closely with the Logistics Officer / Supply Chain Coordinator to ensure that new analysis is identified and monitored to ensure the effective and efficient performance of the country's logistics.
  • Ensure compliance with Government, Donor and IMC procedures and ensure risks are kept to a minimum.
  • Ensure field level procurement is conducted in line with IMC policies and procedures.
  • Ensure adequate specifications are provided from field level for all requisitions
  • Provide timely information to the programme department, on local and national procurement by maintaining a requisition tracking system.
  • To keep records of all procurement transactions / warehouse transactions / Fleet transactions as relevant both electronically and manually for audit trail.
  • Develop and Followed key performance indicators by which localized logistics contracts can be managed.

Qualifications

  • Preferably Degree / Diploma in Logistics and Supply or equivalent qualification plus mentioned experience. Professional certificates desired.
  • At least 1 experience in logistics with a minimum of 1 year managing procurement and data management within an International Organisation.
  • Proven experience and knowledge of operational logistics & supply chain, policies & procedures
  • Good command of English. Proven ability to communicate effectively internally and externally, both orally and in writing

Job Title: SC Doctor

Location: Damboa, Borno

Program Background

  • IMC's curative and preventive nutrition intervention has expanded to 15 OTPs in Damboa, Jere, Konduga and MMC LGAs. The curative component targets children, 6-59 months with SAM. Community health volunteers screen and refer children with a MUAC <11.5cm or WHZ < -3 or those with grade + or ++ or edema to OTP sites for treatment. SAM cases are treated at the OTP using RUTF, deworming and Vitamin supplementation. Children with severe acute malnutrition and medical complications or those <6 months are referred to stabilization centers. In addition, caregivers of children 6-59 months are trained on how to measure MUAC. If a caregiver identifies a child with SAM these are re-assessed by the CHV and if confirmed, the child is referred to the OTP.
  • These children receive nutrition support through RUTF based on their weight, treated for infections using routine medication and screened and treated for malaria.
  • The severely acutely malnourished who are 24-59 months are de-wormed. All severely acutely malnourished without edema receive routine vitamin A supplementation and zinc supplements for those that present with diarrhea, whilst those presenting with malnutrition and medical complications are to stabilization centers for specialized treatment

Job Summary

  • The primary function of the SC Doctor is to provide leadership and overall day to day management of severe acute malnutrition (SAM) at IMC stabilization Centre (SC) in Damboa LGA.
  • Together with Nutrition Coordinator, Nutrition Manager and Nutrition Officer, he/she participate in defining intervention priorities, develop necessary contacts and relationships with government, non-government, donors and UN agencies at the field level;
  • Contribute to the development of strategies and manage existing programs and resources, and provide day to day supervision, management and coaching to a wide team of SC staff in Damboa.
  • Ensure that International Medical Corps program is delivering the highest level of quality of nutrition services in line to national and international guidelines.

Main Responsibilities

  • To undertake a morning and evening ward round daily with a Stabilization Centre Nurse ensuring patients are visited where appropriate. To make an entry in the patient’s notes as appropriate following ward rounds or any other patient examinations, communication or procedures. To receive a hand-over report on patients from the duty SC Nurse;
  • To supervise the daily clinical management of all patients in conjunction with the SC Nurse on duty with support from nutrition manager and officer.
  • To liaise with SC Nurses regularly (at least every 3-4 hours) to check on patient progress, or more frequently if the need arises and respond to calls from the ward relating to patient care
  • To take blood samples from patients as may be required from time to time.
  • To administer intravenous medications / therapy if required,
  • To undertake emergency procedures as required (including resuscitation), taking the lead as necessary.
  • To ensure that all consumables used during procedures shall be correctly charged to patient. Coordinate to ensure that all available drugs and consumables used during procedures are strategically stored in SC.
  • Ensure donated medicine and consumable is only prescribed for patients and not for staff unless on emergency first aid and under authorization from Nutrition Manager and Coordinator;
  • Mentor and provide on-the-job training on stabilization care and documentation to nurses and other health workers deployed to the SC.
  • Supervise the use of medicines, medical supplies, and nutrition-related commodities and data tools in the SC.
  • Liaise with the nutrition officers and nutrition assistants to ensure and facilitate a timely referral of complicated SAM cases from the OTPs to the SC and vice versa.
  • Participate in the development and review of SC programme monitoring and evaluation tools where necessary.
  • Ensure timely collection, compilation and analysis of quality data as well as production of quantitative and qualitative reports regarding all SC activities.
  • Build collaborative relations with MoH, WHO and other stakeholders to ensure a successful SC project.
  • Maintain work schedules/plans for SC nurses, nutrition assistants and cleaners in the SC.
  • Update the nutrition manager on the implementation of all SC activities on weekly/monthly/quarterly/annual basis.
  • Follow up management of stocks with the storekeeper; monitor rates of SC consumption and ensure supplies are ordered in a timely manner
  • Ensure all criteria are respected and understood by the SC teams, including admission, discharge and transfer from the various components of the programme.
  • Ensure that SC beneficiaries, caretakers and members of the community are treated respectfully at all times
  • Participate in regular nutrition team management meetings and also represent the Nutrition Manager in carrying out some related tasks.
  • Report any problems in a timely manner to the nutrition manager or coordinator
  • Ensure that the SC is equipped with all necessary tools and materials (e.g. MUAC, scales, drugs, F-75, F-100, RUTF, counselling cards, referral guides)
  • Ensure that all SC staff fully complete and sign timesheets monthly for submission to HR/Finance Admin through the nutrition manager.
  • Ensure payments made locally by nutrition team are compliant with the Procurement & Authorization Chart with appropriate supporting documentation
  • Ensure assets under-nutrition team are safeguarded and included on the monthly/quarterly/annually update of assets as may be required
  • Assist in any other tasks when required by nutrition manager and/or management

Qualifications

  • Strictly qualified and registered national Medical Doctor from a recognized university/institute with minimum of 2 years' experience in a similar role.
  • Must possess a valid practicing license from the Medical and Dental Council of Nigeria (MDCN).
  • Experience in implementation of nutrition programs is an added advantage.
  • Understanding of nutritional/health surveillance and information systems/reporting.
  • Proven ability and experience in planning and conducting formal training session on health and nutrition including CMAM and IYCF.
  • Proven capacity to supervise, train and coach other staff and community workers.
