About the Job
  • In order to ensure a proper cash flow system within mission the Cashier is in charge of the base’s safe and of all cash-flow operations related to money (cash payments, bank/cheque payments, exchanges transfers, advances, etc.) while making sure to abide to all of ACTED’s processes and procedures. Under the direct supervision of the Country Finance Manager/Country Finance Officer
General Objectives
  • Respect and follow-up the ACTED’s financial procedures.

Responsibilities
  • Ensure of having daily exchange rates of currency on a daily base
  • Ensure proper filling of voucher(s) & registration of voucher in cashbook
  • Responsible for making payments for all items and services which have been approved by all authorized signatories and checking that no supportive documentation or signature are missing before releasing any payment.
  • Responsible for salary payments which is based on the approved HR Titanic
  • Responsible for safe & cashbook checking at the end of each day by checking the safe and ensuring its balances and correspond
  • Responsible for Money exchange Dealing whenever needed, change money for the cashbooks and register it in cashbook
  • Responsible for Money transfer dealing by registration and exchange of voucher reference between Country Office and area
  • Responsible for safe management by ensuring the safe has enough cash for each weekly payment
  • Ensure proper use of accountancy procedures by filing of documents, allocation of expenses, voucher registration and balance checking as per ACTED’s processes and procedures
  • Assist in supporting the Program Teams in Deal with advances to programs and payments to daily workers to ensure payment are done with dully supporting documentation.
  • Responsible for preparation of weekly/ monthly cash counts for CFO/DFM and AC/CD approval (cash checking statement)
  • Responsible for accounting codes accuracy in cash/bank books and payment vouchers according to ACTED Standard entry grid
  • Responsible for ensuring balance in the cashbook and in the safe which should be checked, and the cash checking statement should be established and signed by the Cashier and CFM at the end of each month.
  • Ensure quality of vouchers which should be checked by the Cashier, Admin Assistant at the end of each month
  • Responsible to ensure accountancy in cashbook which must be sent to the SAGA master in the right format to facilitate the upload into SAGA
  • Ensure proper checking’s of cashbook and SAGA before closing the accounting every month
  • Ensure the clearance of all advances for the staff by using the Advance Tracker Tool before paying the salaries
  • Release international staff per diem/food allowances after the monthly attendance sheet signed by staff and approved by the CFM and CD.

Job Title: H2R Field Assistant Location: Borno
Details
  • REACH was born in 2010 as a joint initiative of two INGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction, and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.
  • The crisis in North-East Nigeria is now in its 10th year, with 1.88 million people displaced across the three states of Borno, Yobe, and Adamawa. Borno state hosts the largest proportion of these (1.4 million people). In Borno, Adamawa and Yobe States, Kukawa, Monguno, Mafa, Dikwa, Bama, Gwoza, Damboa, Gujba, Tarmwa, Maiha, Nusman, Song, Yola South and Fufore LGAs have all seen significant increases in the number of IDPs in accessible areas who are primarily originating from Hard to Reach (H2R) areas. While there is a considerable amount of information related to the needs and conditions of IDPs (as well as returnees and non-displaced populations, thanks in part to the ongoing efforts of REACH) in these accessible areas, despite the availability of information sources – the recently displaced populations themselves – there is an evident lack of information on populations remaining in H2R areas.
  • UNOCHA estimates that 820,000 individuals remain isolated in areas inaccessible to the humanitarian response and with limited access to basic services such as health care and education. Specific conditions and needs of the population in hard to reach settlements remain unknown, and population figures, well as demographic composition and status (non-displaced, IDP, returnee), are formulated with little actual knowledge of the situation.
  • In recognition of the urgent need for data in further areas of Borno, Yobe and Adamawa, REACH intends to expand data collection in secure locations of Maiduguri, Monguno, Pulka, Mafa, Bama, Dikwa, Ngala, Damasak, Rann, Banki, Gwoza, Mubi and Gujba in 2018-20. Through an H2R assessment approach, REACH will provide regular, reliable indicative tracking of humanitarian needs over time, to support in prioritization and identification of “hot-spot” areas witnessing a deterioration of humanitarian needs. To ensure this data is directly informing humanitarian response planning, data will be shared through formal coordination structures, such as OCHA, the Inter-Sector Working Group (ISWG), and relevant sectors, with feedback from partners used for both triangulations of gathered data as well as to inform research design and geographical targeting.
  • Considering the displacement in the north-eastern part of Nigeria, ACTED/REACH has an Office in Maiduguri to respond to the humanitarian needs. ACTED/REACH is therefore looking for a REACH Field Assistant, Maiduguri to support its operations in the most affected states.
About the job
  • The REACH Field Assistant will lead enumeration teams of up to 10 individuals and be responsible to providing direction, logistical and technical support to the enumerators. They will also support the REACH Assessment/GIS Officer/Field Manager/Senior Field Officer as needed; they will directly manage enumeration teams and ensure key informant networks are developed and maintained.
Summary The H2R Field Assistant shall be responsible for:

Managing enumeration teams:
  • The H2R Field Assistant will primarily be leading remote data collection but also lead enumeration teams of up to 10 individuals when needed and be responsible to providing direction, logistical and technical support to the enumerators.
  • They will also support the REACH Assessment/GIS Officer/Field Manager/Senior Field Officer as needed; they will directly manage enumeration teams and ensure key informant networks are developed and maintained.
Data collection and quality:
  • The H2R Field Assistant will primarily be leading remote data collection over the phone Depending on the needs they will also cover in-person data collection in various field locations.
  • During remote date collection they are responsible for maintaining a good relation to local guides and other stakeholders in the field. In case of in-person data collection they are responsible for ensuring the enumerators are following data collection procedures, conducting monthly trainings on the tool for enumerators and reporting any challenges relating to data collection or quality to the Field Manager.
  • They will conduct daily briefings for enumerators to address any problems identified in the email updates from the database unit and Field Manager.
FLATS support:
  • The H2R Field Assistant will provide FLATS support to the Field Manager by filling and tracking order forms and tracking existing and incoming REACH assets in field locations as needed.
  • They will also provide support in organizing movement of REACH teams to and from field locations, identifying accommodations and office space, and liaising with appropriate government authorities to ensure REACH can conduct activities as needed.
  • In coordination with the Field Manager, they will manage the hiring process for enumerators and ensure their payments are processed.
  • They will in addition ensure proper documentation of working hours for local guides and that their payments are processed.
  • They will communicate challenges relating to FLATS to the Field Manager in a timely manner.
Local Engagement:
  • The H2R Field Assistant will seek to build positive relations with local governments, partners, and other parties.
  • They will follow guidelines from the Field Manager and report challenges to the Senior Field Officer and the Field Manager.
Other tasks:
  • The H2R Field Assistant will participate in other, undefined tasks that are necessary to support the REACH mission in Nigeria.

  • The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.   • This position will fall under the authority and leadership of the Country Director, the direct management and supervision of the Country Security Manager (CSM), and under the general supervision of the Senior Security and Liaison Officer (SSLO); Security and Liaison Officer (SLO) responsibilities are, but not limited to the following:
  • He/she also responsible to ensure a regular security and safety communication is maintained between ACTED office at Maiduguri and field offices.
Responsibilities Your main duties and responsibilities will be: Key Tasks: Staff/Program and Premises Safety/Security:
  • Provides general supervision to the guard force in the assigned area(s).
  • Conduct regular reviews of ACTED facility physical security measures and produce/update compound security profile and security assessment reports.
  • Assist the SSLO with managing the guard force shift pattern and leave rotation.
  • Assist the SSLO with providing weekly department briefings to the guard force. Deliver monthly SOP training to the guard force.
  • Assist the CSM with planning and conducting emergency response drills.
  • Conduct inspections of the fire safety equipment every quarter and report findings to the CSM.
  • Conduct spot checks of the guard force to ensure they are working in accordance with SOPТs. Inspect guard force equipment each week and report any damages or losses to the CSM.
  • Conduct monthly inspections of ACTED saferooms and hibernation kits. Identify food items soon to expire and report findings to the CSM, to enable hibernation kit re-supply.
  • Conduct pre-deployment de-briefs with field teams once they return to the Maiduguri office (where applicable). Report findings to the CSM.
  • Assist the SSLO with delivering security inductions to newly hired national staff.
  • Conduct morning and afternoon atmospheric assessments when in field locations. Report concerns to the CSM immediately.
  • Be present during planning, set up and ongoing distributions. Ensure field teams receive a pre-deployment brief before deploying to distribution sites and all staff understand their communication plan, emergency response and site evacuation plan.
  • Review and update area security risk assessments every six months, for areas assigned by the CSM.
  • Deploy to potential new areas of intervention to conduct security risk assessments when required.
  • Receive and review SCRТs from ACTED staff and process in a timely manner. Submit SCRТs to the CSM by the agreed timelines.
  • Conduct regular reviews of ACTED facility physical security measures and produce/update compound security profile and security assessment reports.
Transport/movement Safety and Security:
  • Inspect vehicles pre-deployment, ensuring they are fully equipped with breakdown kit, fire extinguishers, medical kits, serviceable seatbelts, and a functional locking system. Report any faults to the CSM.
  • Assist the SSLO with staff pre-deployment briefs when assigned to the Maiduguri office.
  • Be the security focal point for teams deploying in your assigned area.
  • Monitor security information and security alerts and notify field teams immediately. Inform the CSM of any ongoing incidents and respond as instructed.
  • Liaise with external security sources before and during staff movement, to ensure security information is up to date.
  • Deploy with field teams to review staff field conduct in accordance with security SOPТs, update actor mapping, and assess atmospherics, when instructed to do so by the CSM.
Communication/Reporting:
  • Share security information with the Senior Department IM Group, for filtering and verification. The CSM will select verified information to be shared with ACTED staff.
  • Always be reachable by either mobile phone, email, or satellite phone.
  • Attend INSO roundtable meetings in place of the CSM when needed and provide a summary to the CSM post-meeting.
  • Provide a post-deployment briefing to the CSM once you return to Maiduguri.
  • If changing over in a field location with the SSLO or SLO, provide handover notes, which are to be shared with the CSM.
  • If the CSM requires an SIR to be written for an incident in an ACTED area, be prepared to collect the relevant information and provide a draft SIR, for the CSM to review and update.
  • Update the TITANIC Risk Analysis weekly, with the INSO weekly incident list, when based in Maiduguri.
  • Submit a weekly security summary specific to your assigned area to the head of department, outlining security incidents, no go areas, route security updates and significant operations of armed state and non-state actors.
  • Attend security department meetings and provide feedback for you assigned areas. Provide context or post-incident analysis during department meetings when required.
  • Collect satellite phone logbooks at the end of each month and submit to I.T. for filing.
  • Assist the SSLO to maintain the guard force nominal role and shift pattern, submitting each week to the CSM for review.
Capacity building:
  • Attend INSO training courses in accordance with the CSMТs capacity building plan. Provide feedback to the CSM after course completion.
  • Attend training and mentoring sessions led by the CSM or SSLO.
  • Assist the CSM with delivering the mission annual security training plan in Maiduguri and designated field locations.
  • Comply with ACTEDТs Code of Conduct, and additional instructions, directives, and policies received during the hiring process, training's or from the CSM and SSLO.

  • Provide area security briefings to staff visiting from other ACTED areas.
  • Deliver security SOP training twice annually, to ACTED staff in your assigned area.
  • Develop and grow a security network of reliable security focal points in Katsina, Kano, Zamfara and Sokoto, for the sharing and receiving of timely security information.
  • Review and update the area security risk assessment every six months.
  • Deploy to potential new areas of intervention in the northwest region, to conduct security risk assessments, if required.
  • Receive and review Security Clearance Requests (SCRТs) from ACTED staff and process in a timely manner. Submit SCRТs to the head of department for further processing.
  • Liaise with various key stakeholders on behalf of ACTED senior management and the project manager.
