  • The Senior Vice-Presidency complex (SNVP) is responsible for supporting the President in the day-to-day management of the Bank Group to achieve it strategic objective, and drive performance culture that will align all processes and systems to deliver high impact results.
  • The SNVP will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions.
  • The SNVP leads senior management discussions, decisions-making process and the implementation of key board and management decisions.
The Hiring Department
  • The Strategy and Operational Policy Department (SNSP) plays a key role in shaping a corporate vision and a strategic perspective for the African Development Bank as well as developing the operational policies aimed at guiding the Bank’s agenda.
  • The primary roles of the department are:
    • To develop and help maintain (along with other units) corporate strategies and operational policies necessary for the Bank to deliver according to the spirit of its Charter and in line with the Bank’s 2013-2022 Strategy, the High 5 priorities, and other strategies;
    • To play a prominent role in keeping the Bank a strategy-focused organization in line with its policies;
    • To support the Bank in raising its profile and engaging strategically at international fora, as well as to foster cross-fertilization and greater coordination with other MDBs ; and,
    • To lead the Bank in the development of a new culture of innovation and change, including the incubation of new financial/non-financial  products and business lines.
The Position
  • The key objectives of the position of the Principal Strategy and Policy Officer – Macroeconomist will be:
  • Contribute to the implementation of the Bank Group’s Credit Policy by providing technical support to creditworthiness and risk assessments.
  • Provide support to the Bank’s implementation High 5 with particular focus on Governance Cross Cutting priority.
  • Contribute to SNVP efforts to ensure policy and strategic focus in decision-making across the various Departments, and the improved alignment of resources with strategic priorities, with a focus on private sector and infrastructure issues.
  • Provide strategic and technical guidance on Bank’s operations and documents (i.e. Project Concept Notes (PCNs), Project Appraisal Reports (PARs), Country Strategy Papers (CSPs), and Regional Integration Strategy Papers (RISPs), among other.
Duties and Responsibilities Under the supervision of the Director – Strategy and Operational Policies, the Principal Strategy and Policy Officer will perform the following:
  • Conduct on regular basis creditworthiness assessments, risk analysis, debt sustainability to determine readiness for country graduation or to have access to African Development Bank (ADB) sovereign resources (the non-concessional window of the Bank).
  • In coordination with relevant Bank’s units, implement, monitor and report on the Bank’s Group Credit Policy, Diversifying the Bank’s Products to Provide ADF-only Countries Access to ADB Sovereign Resources Policy and the Transition Framework for Changing Countries Credit Status.
  • Provide, as requested, up to date research on debt trends, including international bonds issuance by RMCs, as well as public finance management policies conducive to debt sustainability and creditworthiness in targeted countries.
  • Serve as a focal point and spokesperson, as requested, on issues related to debt, country graduation and more broadly public finance management, including domestic resources mobilization and debt management to internal and external constituencies and expert strategy groups.
  • Monitor and report on the implementation of the Bank’s Governance Action Plan II.
  • Participate as part of the core SNSP team in corporate strategy development and its subsequent monitoring, updating and refinement in line with sustainable lending and resource options.
  • Conduct or facilitate policy analysis to ensure coherence of advice to country programmes (CSPs), project design and implementation support.
  • Lead in the preparation of specific analytical products that are conducive to a better understanding of the policy agenda that underpins African Development Bank projects.
  • Support operational sector departments in developing, and consolidating sector-specific strategies and policies in line with the Bank’s Ten-Year Strategy (2013-2022) and the High 5s priorities.
  • Contribute (in conjunction with the SNSP core team) to the preparation of the Annual Strategy Review, for Senior Management, including preparation of the mid-term review and periodical and special updates and reports. Contribute to the preparation of Board documents on selected process enhancement recommendations.
  • Support the SNSP team to assist Senior Management to formulate the strategic policy objectives, ensure alignment with the strategic planning orientation and the Bank Strategy 2013-2022.
  • As part of the core SNSP team, ensure that all new policy proposals and strategic initiatives are aligned with the Bank’s planning directions and strategy, including the High 5s and the TYS 2013-2022.
  • Provide support to the office of the President as required, in particular on recent policy developments, and on the Bank’s response to emerging international issues.

Selection Criteria Including desirable skills, knowledge and experience:
  • Hold a Master's degree or PhD in Economics, Macroeconomics or Development Economics, Finance or related development fields and a broad knowledge of development issues.
  • Have a minimum of six (6) years of relevant experience, specifically hands-on experience in development of strategic documents and policy guidelines. Proven combination of hands-on operational experience with solid analytical skills.
  • Proven eexperience on public finance management issues, in particular debt and domestic resource mobilization related issues. Having experience in conducting creditworthiness assessments and sovereign risk analysis is required. Knowledge or familiarity with debt sustainability analysis (DSA) will be an added advantage.

The Hiring Department/Division
  • The Water Development and Sanitation Department is responsible for the coordination of the Bank's water development and sanitation-related activities to enhance synergies and contribute to achievement of all High 5s (Light Up and Power Africa, Feed Africa, Industrialize Africa, Integrate Africa, and Improve the Quality of Life for the people of Africa).
  • Through its two Divisions: Water Coordination & Partnership Division, Water Security and Sanitation Division, and the African Water Facility, the Department supports regional hubs in the development and promotion of new knowledge, approaches and tools for green and inclusive water resources development and management, and for improved sanitation. In so doing, the Department leads the scaling-up of the Bank's contribution to Africa's efforts to attain water security and sanitation for sustainable socio-economic transformation.
  • The Water Security and Sanitation Division works in tandem with Water Coordination & Partnership Division and the African Water Facility to provide the Bank thought leadership for water development and sanitation in Africa.
  • The Department, and the Water Security and Sanitation Division play a lead role in supporting Africa to attain water security through the provision of technical expertise, generation and dissemination of pertinent sector knowledge and fostering strategic partnerships.
  • Specifically, in line with the mandate of the Department, the Water Security and Sanitation Division provides guidance in the following thematic areas, among others:

The Position
  • The Principal Investment Officer, reporting to the Manager Water Security and Sanitation Division, is responsible for ensuring thought leadership and providing operational support in regard to appropriate financing modalities and amounts for water security (including water supply and sanitation, environmental health, water for agriculture, electricity, industrialization and regional cooperation).
  • Liaising with global and regional-level stakeholders, and maintaining close collaboration with regional hubs and other water-related complexes in the Bank, the purpose of this job is to develop pertinent knowledge and provide technical guidance, expertise and strategic direction on investing and financing sustainable and affordable water supply and sanitation systems and approaches in both rural and urban areas, with a special focus on urban areas.
  • In so doing, the position will contribute to the attainment of the continent’s water supply agenda and related objectives of Sustainable Development Goals (SDGs) including attaining water for all and ensuring sustainable and viable water systems towards improved quality of life for the people of Africa.
Duties and Responsibilities Under the overall supervision of the Manager Water Security and Sanitation Division, the incumbent will be responsible for the following:
  • Implement the action plan of the Water Development and Sanitation department, including Water Supply for All and Sanitation for All, by promoting new financing innovative products, and mobilising new sources of financing;
  • Set objectives, formulate policies, establish priorities, define and monitor the key performance indicators for water sector development and sanitation financing;
  • Provide technical oversight to develop innovative vehicles for water sector financing, and provide technical assistance to investment funds and other non-banking financial institutions that offer equity and debts to water utilities;
  • Work closely with the Bank’s private sector and financial inclusion departments to partner with relevant financial and non-financial institutions for the development and financing of public private partnership in the water sector;
  • Assist regional members countries and task managers in the identification, preparation and appraisal of water development and sanitation financing for country operations;
  • Enhance project implementation quality, timeliness and integrity through developing and implementing controls that minimize slippages;
  • Develop and implement performance monitoring and evaluation systems and reporting activities (including key performance indicators) to enable transparent assessment of water development and sanitation financing outcomes and impacts, both for internal and external circulation;
  • Drive new business development and resource mobilization for water development and sanitation financing with relevant departments of the Bank as well as sovereign, multilateral, bilateral, financial institution and private sector partners;
  • Establish synergies between the Bank’s various initiatives in the water sector with the Bank’s other flagship programmes;
  • Establish and maintain strategic collaboration with relevant partners in the area of water development and sanitation financing for the sector;

  • Define and monitor a set of impact indicators particularly around development impact and job creation for women and youth;
  • Formulate alliance strategies with actors along innovative financing of water development and sanitation service delivery with a particular focus on public private partnerships (at the country and continent level) to engage stakeholders in alignment of sustainable socio-economic development goals;
  • Agree upon follow-up arrangements for project designs and technical assistance for implementation upon consultation with concerned African Development Bank country offices;
  • Support review all reports and papers prepared by other technical staff and give appropriate guidance.
Selection Criteria Including desirable skills, knowledge and experience:
  • Hold at least a Master's or equivalent degree in Business, or Development Finance, Economics, or related field; relevant qualification in investment appraisal and project finance is a plus.
  • Have a minimum of six (6) years of investment finance experience, with track record in investment structuring and project finance. In addition, good command of undertaking comprehensive due diligence, including financial and economic analysis of clients (financial institutions, medium and larger enterprises);
  • Good working experience with, or working knowledge of, multilateral or bilateral development agencies;
  • Experience of Multi-lateral development banks (or similar financing institutions) and their operations in terms of private and/or public sector project development and implementation process.
  • Experience with a broad range of financing and implementation modalities including but not limited to budget support, loans, equity, partial credit risk guarantees, results-based finance, Public Private Partnerships including Design-Build-Operate.

  • The Vice-Presidency for Regional Development, Integration and Business Delivery (RDVP) is responsible for operational relevancy, efficiency and effectiveness of the Bank Group’s operational programs and activities. The Vice-Presidency Regional Development, Integration and Business Delivery will ensure that the Bank operates successfully across its RMCs and will oversee the full implementation of all aspects of the Bank’s Regional Directorates.
  • The Agriculture, Human and Social Development Complex (AHVP) leads in implementing two of the five goals, namely “Feed Africa” and “Improve the Quality of Life for Africans”. The complex comprises five departments:
    • Agriculture and Agro-Industry Development;
    • Agriculture Finance and Rural Development;
    • Gender, Women and Civil Society;

The Hiring Department

The Position
  • The position of the Senior Water and Sanitation Engineer, has the following work objectives:
  • Contribute to attainment of national/regional water and sanitation agenda and related objectives of Sustainable Development Goals (SDGs) including attaining water and sanitation for all and ensuring water quality standards towards improved quality of life for the people;
  • Liaising with national-level stakeholders, and maintaining close collaboration with regional hubs and other water-related complexes in the Bank, the position contributes to pertinent knowledge management and technical guidance on sustainable and affordable water supply and sanitation technologies and approaches;
  • Provide assistance to RMCs in understanding and applying Bank Group’s operational procedures relating to loan administration, and procurement of goods and services.
Duties and Responsibilities Under the overall supervision of the manager for RDGS2 (with technical support from AHWS) the incumbent will be responsible for the following: Programming of Sector Priorities with Reference to Infrastructure
  • Provide technical advice/assistance to RMCs for the development of their water and sanitation sector (WSS):
    • Assist RMCs in identifying institutional capacity building and reform requirements, human resources development needs;
    • Assist RMCs in policy development and review and provide guidance in sectoral development planning;
    • Promote stakeholder participation in sectoral activities: local authorities, private sector, communities and community based organizations (CBOs), and NGOs.
  • Contribute to the formulation of the Bank Group Water and Sanitation Sector policy and provide technical advice/guidance in implementation and monitoring compliance of the policy.
Identification, Preparation and Appraisal of Water and Sanitation Projects / Programs
  • Prepare water supply and sanitation projects/programs:
    • Review relevant documents on the WSS sector in RMCs;
    • Lead/participate in field identification missions to RMCs, discuss needs, policies and strategies with relevant officials of RMCs;
    • Assist RMCs to prepare water supply and sanitation projects/programs;
    • Prepare and update project/programme briefs and project /programme matrices
  • Ensure project compliance with Bank Group acceptance criteria:
    • Check to ensure that projects conform with RMCs policies, priorities and development plans as well as with Bank Group policies and priorities;
    • Ensure that projects/programs are conceptually, technically and environmentally sound; prepare cost estimates;
    • Suggest possible financing arrangements;
    • Determine capacity of RMC to operate and maintain the completed project and propose solutions.
  • Ensure inclusion of proposed studies and projects in the pipeline of projects and Lending Program.
  • Contribute to preparing studies and projects for Bank Group financing
    • Lead or support missions to prepare Terms of Reference (TOR) of studies;

Loan Processing, Project/Programme Implementation and Supervision:
  • Process projects for Bank Group financing:
    • Process TORs of studies and Appraisal Reports of projects/programs with President’s Memoranda through Internal, Inter-Departmental Working Groups and Loans Committees to the Board of Directors for loan/grant approval;
    • Organize and participate in loan negotiations and arrange loan signature;
    • Collaborate with the Legal Department in preparation of loan agreements;
    • Monitor the process of loan effectiveness and ensure the RMCs meet the conditions for loan effectiveness;
    • Collaborate with other Divisions and Departments in the administration of Bank Group loans.
  • Monitor implementation of studies/projects through desk reviews and field missions
    • Ensure studies and projects are implemented in accordance with TORs and contracts, and within time and budgetary allocations;
    • Review progress reports and all other reports related to the project including inception reports, final reports, detailed designs, etc;
    • Conduct regular field supervision and follow-up missions to RMCs to review progress in the field and resolve implementation problems;
    • Ensure compliance with general and specific conditions of loans and grants.
  • Monitor compliance of RMCs to Bank Group procurement procedures:
    • Review bidding documents to ensure that they are in accordance with Bank Group rules of procurement of goods and works, and rules of procurement of consultancy services;
    • Review and analyze bid evaluation reports to ensure that RMCs procure works and services in accordance with the agreed procedures with the Bank Group;
    • Review RMC requests for special procurement methods Bank’s procurement units;
    • Monitor RMCs to ensure that the necessary bonds and guarantees are received from contractors and those contracts are in accordance with the requirements.
  • Carry out Project Completion Report (PCR) preparation
    • Ensure RMC preparation of PCR in close collaboration with the Borrower;
    • Lead/participate in missions to RMCs to ascertain project completion and its being operational;
    • Carry out technical, financial, institutional, social and environmental evaluation of the completed projects.
  • Identify and coordinate the needs for co-financing water projects/programs and initiate proposals for funding by:
    • Operationalizing an integrated approach to water sector investment;
    • Monitoring and reviewing water sector aid programs of other donor agencies in specific regional member country and determining financing gaps;
    • Representing the Bank/Department at national and international water related meetings.
  • Perform other related administrative or technical duties by:
    • Drafting responses for the Manager’s or Director General’s signature on water related issues;
    • Attending Working Groups, Loans Committee, Loan Negotiations and Board meetings;
    • Providing support to the manager in coaching staff in the division in areas related to project development, supervision, and oversight including responding to government and project implementation entities requests for non-objection and other approvals.
  • Liaise with other multilateral and bilateral institutions (such as: World Bank, UNESCO, UNICEF and regional institutions - AU, EAC, etc.) in the context of the Bank’s operations, and represent the Bank in Sector Donor Group meetings in the country.

The Regional Directorates provide overall strategic direction to country offices within the regions and are responsible for the Bank’s operations, business development, project management and overall effective delivery of the Bank’s High 5s :‘Light Up and Power Africa’, ‘Feed Africa,’ ‘Industrialize Africa,’ ‘Integrate Africa,’ and ‘Improve the Quality of Life for the People of Africa.’ The mission of the Agriculture, Human & Social Development Division is to contribute to the Bank’s efforts to reduce poverty and promote sustainable development in Regional Member Countries. It does so by (1) contributing to development of country and regional strategies and building sector knowledge and (2) focusing on project/programme origination and delivery for approval of operations defined under the High 5 priorities. The Agriculture and Agro-Industry Department provides support for the delivery of Feed Africa: Strategy for Agricultural Transformation in Africa, 2016-2025. The strategy aims to end hunger and rural poverty in the next decade through self-sufficiency in 18 priority commodity value chains specific to the continent’s agro-ecological zones. Realizing the objectives set forth in the strategy requires increased productivity; value addition; investment in infrastructure; an enabling agribusiness environment; capital flows; and inclusivity, sustainability, and effective nutrition. The Department leads the effort to transform agricultural systems for greater competitiveness, inclusivity and sustainability, and for enhanced job creation and poverty reduction. The Position
  • The Chief Agricultural Economist will participate in the implementation of the Agenda for the Transformation of Agriculture in Africa; provide technical support to the Bank Group’s operational activities in the field of agriculture and rural development, technical studies and institutional mechanisms for agricultural projects/ programs proposed for Bank financing, as well as the feasibility study of their current and future impact and benefits.
Duties and Responsibilities Under the guidance of the Division Manager RDGW.2, in collaboration with the Project Coordinators, the Chief Agricultural Economist is responsible for execution of the following activities with the associated deliveries:
  • Undertake and conduct field missions to identify, prepare, evaluate and / or oversee the implementation and monitoring of Bank-financed projects, programmes and sector studies, follow procurement, disbursement and reporting procedures to ensure that they comply with Bank’s Rules and Procedures; or to bring partners to carry out these missions;
  • Provide assistance to borrowers in understanding and implementing Bank Group policies and procedures as well as issues related of projects and programmes and resource use;
  • Provide technical input to the preparation of Country Strategy Papers and portfolio reviews, with particular emphasis on the agriculture and rural development sector;
  • Facilitate, direct, as necessary, reviews of the agricultural sector, preparation of agricultural and rural development projects, mid-term reviews and missions, and processing of project completion procedures;
  • Prepare terms of reference (TORs) for studies proposed for Bank financing and participate in the evaluation and processing of agricultural and rural development projects;
  • Prepare terms of reference and select consultants for missions and oversee the technical aspects of their work;
  • Review procurement documents from Regional Member Countries to ensure that they are in line with the Bank Group's Rules and Procedures for procurement and make proposals for actions to be taken by the Bank and relevant implementation entities;
  • Review feasibility studies and progress reports on projects and make proposals for actions to be taken by the Bank and the executing agencies;
  • Provide technical advice to the Disbursement Division of the Bank on the eligibility of project expenditures;
  • Participate in or coordinate the preparation of internal reports and documents of the Department; provide expert advice and contribute to working groups inside and outside the Division;
  • Negotiate projects with representatives from Regional Member Countries and support projects in the Board;
  • Represent the Bank at coordination meetings with other institutions, in regional and international meetings;
  • Manage agricultural projects financed by the Bank; Communicating - giving / exchanging ideas, advising, explaining - with the head of division, division staff, project managers, various donors and counterparts from other multilateral institutions;
  • Monitor recruitment and performance of external auditors;
  • Contribute to the mandate of the Division, taking initiative and providing support as needed;
  • Perform other duties as assigned by supervisor.
Selection Criteria Including desirable skills, knowledge and experience:
  • At least a Master's Degree in Development, an Agricultural Engineer (or related discipline), with a specialization in agricultural economics or agro economics.
  • A minimum of seven (7) years of relevant experience, with particular expertise in designing and supporting projects implementation in international financial Institutions.
  • Experience in supporting private sector operations would be an added advantage.
  • Proven ability to implement country or sector level agriculture analytical and capacity building initiatives;
  • A good understanding of cross-cutting issues beyond agriculture and social development (e.g. procurement, governance, donors’ practices) at sector/country level;
  • Good knowledge of strategy to deliver transformative projects that will significantly reduce poverty;
  • Good knowledge of key aid effectiveness issues especially harmonization of donors’ practices and alignment to borrowers systems.
  • Demonstrated intellectual leadership and ability to integrate sector specific knowledge with broader operational strategy and research objectives;
  • Good networking skills and judgment which are required in the management of professional relationship with external partners working in Africa.

  • The Board of Directors provides oversight and strategic direction to the African Development Bank Group. It is composed of Executive Directors who are representatives of the African Development Bank member countries.

The Hiring Department
  • The overarching mission of the African Development Bank’s Independent Development Evaluation is to enhance the development effectiveness of the Bank in its regional member countries through independent and influential evaluations, oversight over self-evaluation processes and products, and proactive engagement in evaluation partnerships and knowledge-sharing activities.
  • The core mandate of Independent Development Evaluation is to conduct independent evaluation studies, provide relevant lessons, develop and harmonize standards and practices, support evaluation capacity development together with partner agencies and attest to the validity of both processes and the results of African Development Bank’s self-evaluation activities.
  • Independent Development Evaluation also collaborates and exchanges information with bilateral and multilateral development agencies’ evaluation departments, and undertakes joint evaluation of co-financed projects and programs.

The Position
  • The evaluation officer contributes to the delivery of the division work program by leading components of evaluations, participating in evaluation teams, and supporting work program implementation and BDEV’s quality assurance activities.
Duties and Responsibilities Under the supervision and guidance of the Division Manager BDEV1/2, the Evaluation Officer will:
  • Contribute to or undertake Evaluation Activities: Design (including literature review, evaluation question framing, approach, data sources and methods), conduct and report on evaluations in accordance with the Bank’s Evaluation Policy and Strategy and international evaluation standards (e.g., OECD DAC evaluation standards and the Evaluation Cooperation Group (ECG) Good Practice Standards).
