Job Title: Bids & Proposals Manager

Description

  • At Nestoil, we’re on an evolutionary journey where we’re changing our story. We are looking to hire an experienced Bids & Proposals Manager to join our diverse team in our subsidiary, Energy Works Technology Limited (EWT).
  • In this role, you will be tasked with achieving company’s revenue and turnover through the robust development and packaging of competitive and profitable bids/tenders.

Responsibilities
As a Bids & Proposals Manager, you will be responsible for:

  • Fully reviewing and understanding the client’s Prequalification, Invitation to Tenders/Request for Quotation documents. 
  • Creating Bid tender Strategy to differentiate EWT bid from competition.
  • Liaising with internal stakeholders to assist in collating accurate data for the preparation of proposals.
  • Accurately interpreting client’s technical specification and producing a compliant technical proposal; offering more suitable alternatives where appropriate.
  • Developing Responsibility Matrix for all the departments and disciplines whose inputs are required for the Prequalification, Invitation to Tenders/Request for Quotation with the Group or Strategic Business Units.
  • Preparing/reviewing commercial offer including price breakdown as per clients’ requirement.
  • Preparing post tender clarification responses.
  • Managing sub proposals and less complex proposals that EWT is the prime.
  • Evaluation of Nigerian Content Development Act requirement for technical tender.
  • Identify and track potential procurements that are consistent with the Company’s core competencies and strategic priorities
  • Ensuring strictly adherence to HSE policies and procedures and that safe work methods applied.
  • Accurately interpreting client’s commercial requirements and ensuring any commercial or contractual risks to the company are identified and mitigated.
  • Facilitating inputs from Technical and Commercial personnel as well as partner organizations, vendors and/or subcontractors as appropriate.
  • Updating the MD/CEO on a regular basis about the bid progress and areas of difficulties.

Requirements
What are we looking for?

  • Minimum of HND / B.Eng in relevant Engineering or related engineering qualification. 
  • Minimum of 15 years’ experience in proposals, including at last 7 years at proposal management level in the upstream oil and gas industry (both onshore and offshore).
  • Proven ability to deliver a high-quality proposal with due regard to safety and the environment in all designs/concepts, on time and within budget.
  • Sound understanding of Project Management principles. 
  • Knowledge and competence in the design of all company’s products and services and all production activities carried out by EWT.
  • Good communication and team building skills – well able to lead and gain the respect of team members, clients and 3rd parties (internal and external)
  • Previous direct experience as part of a project team in a proposals engineering and/or project engineering role is a prerequisite.
  • Previous experience of pressure vessels and ASME code is preferred but not essential.
  • Analyzing the Bid/Tender documentation to creating a bid tender strategy.
  • Functional practice/experience of NEC of FIDIC contract management.
  • Ability to improvise/prioritize with little notice without losing attention to detail
  • Ability to manage interfaces both internally, and externally with contractors and authorities.
  • Proficient in the use of Microsoft Suite packages including MS Project or Primavera P6.
  • Ability to work under pressure against tight deadlines whilst maintaining a high standard of consistency, accuracy and quality is essential.
  • Solid working knowledge of relevant Oil and Gas industry engineering codes and standards.
  • Knowledge and compliance of EWT Quality Management System.
  • Sound understanding of HSSE Management systems. Apt reporting and presentation skills with the ability to articulate complex information into well-structured and easily understood reports and management presentations.
  • Application of codes/specification requirements. Have good knowledge of code of practice and relevant standards.
