Base and Facilities Officer at Medecins Sans Frontieres (MSF)


Medecins Sans Frontieres (MSF) is an international, private, non-governmental, non-profit humanitarian organization. Our organization offers assistance to populations in distress, to victims of natural or man-made disasters, to victims of armed conflict, without discrimination irrespective of race, religion, creed or political affiliation. We have been working in Nigeria since February 1996. A Memorandum of Understanding between Medecins Sans Frontieres and the Federal Government of Nigeria facilitates this. We are at present co-operating with the Federal Ministry of Health, State and Local Government departments of health on various health projects.

We are recruiting to fill the position below:



Job Title: Base and Facilities Officer

Location: Benue

Main objective and responsibility of the position

  • Carrying out or supervising all maintenance logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions

Accountabilities

  • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures
  • Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).
  • Renewing the authorization to use radio material with local authorities.
  • Checking the quality of the work carried out on generators and electrical installations.
  • Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.
  • Participating in training at the request of the line manager.
  • Checking the maintenance of the various open spaces (gardens, courtyards) and ensuring that domestic waste is correctly discarded
  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings etc. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.
  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
  • Inventories and the reallocation of equipment.

MSF Section / Context-Specific Accountabilities

  • Performing autonomously, specific complex/advanced installation of all Electrical systems in the project.
  • Insuring all work is done to MSF standard, and MSF standard electrical supplies are used.
  • Insuring all generator loads are balanced, performing monthly checks, and completing necessary repairs and maintenance.
  • Assist the logistics supervisor in coordinating and supervising the associated resources (Radio operator, Guards, and Labourers).
  • Will be covering for the technical activity supervisor during his holidays and when instructed by the logistics manager.
  • Management on the worksite involving all activities needed to resume building construction and activities, according to supervisor’s instructions and MSF protocols, standards and procedures.
  • Insuring all safety guidelines are followed, Proper use of Personal Protective Equipment.
  • All work is to be done in partnership with the Mission Technicians (i.e. Mission Mechanic and Mission Electrician) and the log team at the project level.
  • Provide knowledge to of proper use to users of the facilities and equipment.
  • Perform maintenance during the emergency breakdown of vital equipment, in partnership with Mission Technicians.
  • Checking the quality of the work carried out on logistics equipment, facilities, IDP camps and electrical installations.
  • Perform their duties observing the MSF policies and in compliance with relevant SOPs of the department and immediately reporting to the supervisor whenever compliance is or cannot be met

Requirements (Qualifications / Experience / Knowledge)

  • Desirable experience with other NGOs

Languages:

  • Mission working language and local languages desirable

Knowledge:

  • Computer Literacy and radio equipment user knowledge

Salary
N269,000 monthly.
