We are recruiting to fill the position below:
Job Title: WASH Technical Officer

Purpose
- The WASH Technical Officer will be working under the supervision of the WASH Sector Manager.
- He/she will assist the WASH Sector Manager in data collection and supervision of construction and rehabilitation of Water and Sanitation related activities (water points, latrines, incinerators, and others)
Objective 1
- Overall supervision of water and sanitation construction activities including preparing technical design and bills of quantities.
Tasks and Responsibilities:
- Fully participate in and/ or facilitate technical assessments.
- To visit sites and ensure quality assurance of construction being delivered and adherence to design specifications
- To coordinate technical workshops in the targeted Wards with surrounding/close by communities (practical organisation and liaison with the key persons).
- Consider different maintenance mechanisms, ensuring that they are appropriate to the local context and cultural norms, and that facilities are sustainable.
- Prepare a Written Work Instruction for use on-site to bring clarity to contractors' roles and responsibilities in each stage of the execution of construction activities
- Continually assess emergency needs, as requested, especially taking the broader perspective of public health.
- Ensure that work meets with SPHERE minimum standards.
- Assist and participate in community mobilization
- Ensure that all technical work reflects the needs and preferences of different target groups.
- To make sure that the technical activities are up to the AAH standards (WASH package).
- To visit regularly the field activities.
- Assist the WASH Sector Manager in the selection, design and construction of water systems, using groundwater or surface water, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
- Provide technical assistance to the WASH Sector Manager to assess sanitation needs, and design and implement the most appropriate form of sanitation system, in consultation with male and female beneficiaries, which includes excreta disposal, refuse disposal, vector control and drainage.
Objective 2
- Train and build the capacity of staffs and partners.
Tasks and Responsibilities:
- Liaise closely with the WASH PHP team throughout the planning, design and implementation stages of the WASH technical activities. Hygiene promotion is a vital element in such infrastructure activities, especially in cholera responses
- Ensure that effective communication and networking is developed and maintained through partnership and collaboration
- Team with local government and sectoral stakeholders/counterparts to exchange information on WASH technical implementation status.
- Build a database of technical support projects and share with relevant stakeholders.
Objective 3
- Coordinate with internal staff and local stakeholders to ensure smooth project implementation
Tasks and Responsibilities:
- Liaise closely with the WASH PHP team throughout the planning, design and implementation stages of the WASH technical activities. Hygiene promotion is a vital element in such infrastructure activities, especially in cholera responses.
- Ensure that effective communication and networking is developed and maintained through partnership and collaboration
- Team with local government and sectoral stakeholders/ counterparts to exchange information on WASH technical implementation status
- Build a database of technical support projects and share relevant stakeholders
Objective 4
- To communicate & report WASH Technical Activities.
Tasks and Responsibilities:
- To participate in base meetings.
- Coordinate with other disciplinary teams or the on-site construction supervision personnel on technical matters.
- To compile feasibility and other technical reports for information and guidance in AAH
- Liaise with other team members to develop trainings, monitoring and evaluation reports.
- Assist in the preparation of weekly, monthly and quarterly progress reports
- Provide full support to WASH sector manager in maintaining regular contact with local stakeholders including Government Ministries/Department/Agencies
- To submit technical report and consumption report to the WASH Sector manager (upon request)
- Liaise with other team members to develop training
Additional Responsibilities
- This job description is not intended to be all-inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task.
- The employee should be flexible and adaptable with regards to the implementation of the daily work/activities.
- The employee is expected to conduct all duties in a professional manner following Action Against Hunger Nigeria mission staff regulations and charter.
Internal & External Relationship
Internal:
- WASH Sector Manager: technical hierarchical relationship- exchange of information, collaboration and coordination
- WASH PHP?NFI Officer: collaborate with the WASH Technical Officer to ensure the exchange of information, collaboration and coordination
External:
- Local, governmental and non-governmental partners: exchange of information, coordination, training, supervision, influence on the choice of technical options.
- Local representatives of international aid organisations: exchange of information
Requirements/Qualifications
- Degree in Water Engineering, Hydrology, Civil Engineering and other related fields; and other related fields with 2 years' experience
Skills & Experience
Essential:
- Previous experience in supervising drilling and construction activities.
- Willing and able to be based and travel regularly within remote areas, were services are limited.
- Fluency in Hausa, Kanuri, and English
- Commitment to AAH mission, values and policy.
- Professional, good organizational capacity, motivated, open, creative, mature, responsible, flexible and culturally sensitive
- Two years of relevant work experience
- Microsoft Office software skills (Outlook. Excel, PowerPoint, Word).
Preferred:
- Previous experience of work in the humanitarian sector.
- Good knowledge of the intervention area/s and local economy
- Previous experience with AAH
- Previous donor programming experience (e.g. USAID, ECHO, DFID, CIDA).
Remuneration
Minimum Monthly Basic Salary: NGN236,585 per month
