Job Title: Youth Support Output Lead

Project Overview and Role

  • Palladium is recruiting for a Youth Support Output manager for an upcoming bid in Nigeria.

Primary Duties and Responsibilities:

  • Palladium is recruiting for an manager to lead the delivery of a youth-empowerment and opportunities pillar within a larger programme focussed on the prevention of Serious and Organised Crime (SOC) in Nigeria.
  • The position will be based in Lagos, Nigeria with intermittent travel to project and partner locations (expected to be Edo, Zamfara, Bayelsa and Abuja).

Relationships:

  •  
  • The Output Manager will report directly to the Team Leader.
  • There may be direct reports to the Output manager, but the role is expected to manage junior staff and short term technical assistance (STTA) experts.

Delegation:

  • Responsibility for certain aspects of project implementation/management are likely to be delegated to the Output Manager by the Team Leader.
  • The Output Manager is expected to perform their role autonomously with minimal supervision from the Team Leader, and oversee the work of junior staff and STTA as required.

Duties
The primary responsibilities of the Output Manager are as follows:

Output 1: Counter Narrative

  • Lead the development of data-driven counter narratives on: combatting SOC recruitment, cybercrime, combatting prosperity preaching, and regional responses to SOC.
  • Leverage professional and institutional networks in order to build a data base for counter narratives.
  • Develop the project engagement strategy for at risk young people, including a social media campaign countering online recruitment methods used by organised criminal groups.

Output 2: Pathway Interventions - activities to support and influence the attitudes of young people.

  • Lead the identification of young people who are “at risk” of becoming involved in SOC. This will involve working closely with the project research partner to develop a methodology for identifying at risk young people and liaising with local agencies (for example social services, civil society organisation and education institutions).
  • Implement and/or oversee the effective implementation of pilot projects aimed to build resilience and protective skills against involvement in SOC.
  • Develop engagement strategies for different vulnerable youth groups in the four target states, tailored to the perceived level of risk.
  • Working closely with the programme research partner, design pilot projects which will be implemented by the programme to provide both attitudinal and behavioural change amongst young people around organised crime and provide alternative pathways.
  • Build partnerships at the local level in Lagos, Zamfara, Edo and Bayelsa states with organisations working with youth and/or to prevent youth engagement in SOC.

Monitoring and Evaluation:

  • Support the Team Leader in the establishment of the project monitoring and evaluation framework, specifically the indicators related to outputs identified above.
  • Ensure appropriate data is collected from each pilot project and research to enable monthly reporting on results framework and value for money targets

Consultation and communication:
The Output Manager’s primary consultation and communication responsibilities relate to:

  • Participation in the development of programme reports and documents as required.
  • Attendance and active participation at weekly staff meetings
  • Oversee the research partner in the identification of focus areas for community engagement and behavioural change
  • Support the Team Leader in the establishment of the project monitoring and evaluation framework, specifically the indicators related to outputs identified above.
  • Ensure appropriate data is collected from each pilot project and research to enable monthly reporting on results framework and value for money targets
  • Develop a community engagement strategy for the programme with the purpose of empowering communities to utilise available assets to withstand adversity and thrive. This will require close collaboration with other output leads in the programme.
  • Ensure strong linkages between the pilot interventions in output 2 and the communities and families of the youth taking part in the pilot projects, as well as with local government and community institutions.

Location:

  • The post is domiciled in Lagos, Nigeria but will be required to make occasional travel to project locations within Nigeria (Zamfara, Bayelsa, Edo and Abuja) with possibility of international travel.

Required Qualifications
The successful candidate should meet the following requirements:

  • Good people manager, with experience of working with remote teams
  • Interest or experience of youth involvement in the following areas: entrepreneurship, sports, arts.
  • Excellent written and oral English communication skills
  • Experience of working in projects with young people in Nigeria, preferably targeted at preventing entry to crime
  • Experience of managing the implementation of multiple activities concurrently, including managing several different partner organisations
  • Experience in working and bringing together multiple government stakeholders at local, state, or national level to work towards a shared goal.

The following experience would be considered advantageous:

  • Understanding of and experience using behavioural change models.
  • Language skills that are relevant in the target regions (Lagos, Bayelsa, Edo, Zamfara).
