Job Title: Finance Assistant

Context
- Working under the overall supervision of the Resource Management Officer and the direct supervision of the National Finance Officer, the successful candidate will perform treasury functions and assist on financial project monitoring and reporting for the IOM Programmes in Nigeria. Core Functions / Responsibilities
- Budget, Project Monitoring & Reporting:
- Assist in preparation of annual budget submission and revisions including estimating the cost of staff as well as rental and utilities, office equipment and supplies, printing, and other contracts, services or running expenses, to include in the budget.
- Analyse and report on expenditure and variations within projects. Bring to the attention of the supervisor any relevant financial and budgetary issues on an ongoing basis.
- Provide assistance for the preparation of new budgets with regard to project development, management and reporting to Project Managers and the Chief of Mission.
- Assist in managing financial resources through monitoring and controlling of the resources in accordance with IOM rules and regulations.
- Assist in the preparation of monthly, quarterly or annual financial reports, including financial reports for the Mission and donors, adhering to established reporting deadlines set by project agreements.
- Treasury:
- Support in timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
- Enter payments, receipts and non-cash vouchers in SAP accounting system.
- Ensure all supporting documentation and signatures are obtained before finalizing vouchers.
- Maintain the Petty Cash account of the Mission.
- Support the Head of Finance to maintain appropriate internal controls to safeguard the assets, control cash and prevent fraud.
- Support with the maintenance of an effective banking system in the mission including the sub offices
- Primary contact with the local bank management in Lagos and the sub-offices on routine operational matters including negotiation of exchange rate on currency conversion.
- Participate in preparation of funding requests for the mission and ensure that sufficient funds are available locally;
- Grant Management:
- Participate in the pre-grant financial assessments of potential partners by reviewing partner financial information for any indications of poor financial management.
- Assist in reviewing proposals from potential partners, making recommendations on:
- Reasonableness of the proposed budget
- Actions that need to be undertaken before entering into a grant agreement
- Requirements that should be incorporated into partners’ grant agreement to manage specific risks.
- Assist in monitoring the financial aspect of the successful implementation of grants under the program throughout the lifecycle of each grant – from award to close out
- Monitor administrative and financial compliance of all grants. Train the admin and finance staff of partners as appropriate.
- Ensure that the system for tracking grants and implementation progress is in place.
- Review disbursement requests to verify that all reporting and compliance requirements and/or pending queries have been satisfied before funds are disbursed
- Assist in reviewing and analyzing all financial reports submitted by partners; verify compliance with the requirements as per grants agreement
- Discuss with partners any financial management weaknesses and, where appropriate; participate in development, implementation and monitoring of action plans to mitigate them.
- General:
- Prepare monthly accounting returns package to be sent to HQ & regional offices
- Recommend improvements to internal controls to improve operational efficiencies.
- Maintains appropriate financial filing system.
- Maintain files of all financial instructions/guidelines issued as reference for completion of work assignments.
- Provide guidance and training to new/junior staff

Require d Qualifications and Experience
- University Degree / Certificate from an accredited academic institution in Accounting, Finance or Business Administration preferably with a professional certification as chartered accountant or certified public accountant; in related field; or an equivalent combination of education, training & experience;
- Minimum Five Years (three Years for Degree Holders) in related field; preferably within the United Nations and the International Humanitarian Field
- Proactive; Independent Worker; A great team player; knowledge of IPSAS and SAP highly desirable; knowledge of IOM accounting system, software and procedure a distinct advantage.

Job Title: Senior Project Assistant (MM/M&E)

Context
- Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016).
- In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
- To meet these challenges, the European Union (EU) and the International Organization for Migration (IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”).
- Complementing this programme, IOM is also planning to implement additional projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach.
- This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
- The Initiative and complementing projects will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.
- Working under the overall supervision of the Project Manager, Migration Management (MM) Lagos, and the direct supervision of the Programme Support Officer (MM/PS), Lagos, the successful candidate will contribute to the planning, monitoring and evaluation of activities under the Migration Management Unit, Nigeria:
Core Functions / Responsibilities
- With overall guidance from the Project Manager, Migration Management and direct supervision of the Program Support Officer, and in close coordination with the MMU sub-unit focal points, the incumbent will take part in the development of the Migrant Protection and Assistance (MPA) sub-unit’s overall framework and tools for project monitoring and evaluation, including for the monthly, quarterly and annual programmes/project reviews, in accordance with the IOM’s M&E guidelines and policies;
- Provide support to relevant field counterparts including information management (IM)/Monitoring & Evaluation (M&E) colleagues to implement the process of monitoring targets and indicators using agreed M&E Frameworks and work plans, including application of standardized M&E tools and facilitate and guide their application within the project area of responsibility.
- Provide technical support to project focal points in the Migration Management unit in monitoring and evaluation related efforts, including ensuring data entry is timeously done, accurate, and reliable, whilst respecting IOM’s data protection principles and suggesting innovative solutions to meet challenges faced in data collection.
- Carry out field and monitoring visits to the beneficiaries’ sites including communities where community development, training, and awareness raising initiatives are taking place.
- Assist project focal points in regularly updating the M&E tools by the gathering quantitative and qualitative data/information on project activities.
- Support regular M&E coaching sessions for colleagues and partners in the field to promote adherence to agreed standards of implementation; create greater awareness of reporting requirements; encourage widespread use of appropriate data collection methods; and gather feedback regarding the effectiveness of these methods;
- Consolidate and analyse data on programme implementation and indicators and reports any issue to the supervisor
- Develop beneficiary profile, needs assessment formats, ensure regular update, information on rehabilitation, and reintegration beneficiaries is stored and managed in the return and reintegration database.
- Draft, consolidate and review monitoring reports to be shared with relevant stakeholders, including the collection and preparation of (visual) data through ad-hoc and period M&E reports, considering disaggregated gender data of the beneficiaries.
- Submit monthly monitoring reports on time.
- Undertake duty travel to challenging areas when necessary, including monitoring visits to beneficiaries’ areas.

Required Qualifications and Experience
- University Degree from an accredited institution in Project Management, Economics, Management and Statistics or related field;
- Minimum of six years (four years for degree holders) relevant experience in monitoring and evaluation of programmes related to migration management, particularly counter human trafficking, return and reintegration, direct assistance to vulnerable migrants including victims of trafficking;
- Project management experience and expertise required, preferably in counselling, stakeholder management, data analytics and human relations
- Demonstrated experience in monitoring and evaluation – with specific experience in project development, data analysis, knowledge management, monitoring and evaluation in the non-profit sector
- Excellent data presentation skills, writing and analytical skills;
- Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities.
- Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint, Good knowledge of information technology and proficiency in Microsoft Office applications especially Excel, Word, PowerPoint, Publisher, and SharePoint;
