National Urban Water Sector Reform Project Job Vacancies by Ekiti State Government
Ekiti State intends to take a loan from the World Bank under the 3rd National Urban Water Sector Reform Project, to finance the reform of the water sector in the state.
The desired outcome of the project is to provide good quality water in a sustainable manner to the citizens of the state.
Vacancy
Applications are hereby invited from qualified candidates to fill the following positions in the Project Implementation Unit (PIU) of the above mentioned Project.
Position: Environmental Safeguard Specialist and Head of Department
Reporting Responsibility: Project Coordinator (PC)
Duties:
The Environmental Safeguards Specialist is responsible for ensuring that the project is implemented in line with the findings of the Environmental and Social Management Framework (ESMF); Environmental and Social Impact Assessments (ESIAs); Environmental and Social Management Plans (ESMPs); Abbreviated Resettlement Action Plans (ARAPs) and Resettlement Action Plan (RAPs) Studies and the World Bank safeguards policies and procedures as well as federal and state laws are complied with. This role covers all developmental agency sponsored projects in the water sector in Ekiti State i.e. World Bank, EU (WSSRP3), AfDB, UNICEF, – to be commonly referred to a Developmental Agencies (DA).
General:
- Carry out an Environmental and Social Impact Assessment on the Infrastructure component of the selected areas in which the project would be carried out, and has it relates to the itemised components:
i. Rehabilitation and Network Expansion
ii. PPP Development
iii. Capacity Building & Project Management
iv. Policy Reform and Institutional Development
- Manage staff and resources in the department to deliver the project objectives
Specifics: - Facilitate periodic audits of ESMP (Environmental and Social Management Plan arising from ESIA and ESMF) and RAP (Resettlement Action Plan Arising From RAF) to ensure compliance within sub-project planning (design reports and bid documents) and implementation (rehab and expansion works, system operation and maintenance) cycle.
- Under the supervision of the PC, participate in World Bank Missions and carry out relevant follow-up activities.
- Prepare Unit Management Report-Monthly, Quarterly, Unit Mid Term Review and Project Completion Reports.
- Facilitate the issuance and management of Corrective Action Request (CAR) and Preventive Action Request (PAR)
- Provide the necessary back up to activities of Procurement and M& E units
Qualifications: - University Degree in Engineering or Environmental sciences related discipline
- Practical Field Experience in the delivery Water Supply infrastructure
- Broad experience in the implementation of ESMF would be an added advantage.
- Excellent knowledge of MS Office Suites
- Extensive experience with World Bank procedures or other international funding agencies would be an added advantage.
- Good command of English, both written and spoken.
- Good inter-personal skills.
Allowance and Resources: To be determined consistent with WB Guidelines.
Performance Evaluation Criteria: - Meeting the implementation targets set out in the annual Work Plan.
- Timely submission of Unit Management Report
- Diligent compliance with relevant environmental guidelines in close coordination with the State Ministry of Environment
- Efficient and Professional Handling of Environmental and Social related Issues Arising from Meetings and Deliverable of Contractors, Consultants and other service providers.
Position: Project Coordinator (PC) Reporting Responsibility: Chairman, EKSWC
Duties: The Project Coordinator is responsible for coordinating the implementation of the project and for its day-to-day management. The Project Coordinator will also be responsible for the institutional and capacity building aspects of project and provide overall management and coordination for all developmental agencies for the water sector in Ekiti State i.e. World Bank, EU(WSSRP), ADB
Project Implementation - Ensure the Project Development Objectives, found in Annex 3 of the IDA Project Appraisal Document are met.
- Ensure timely availability of funds, both foreign and local to avoid any delay in Project implementation.
- Serve as the main interlocutor with the Bank Task-team leader; in charge of requesting, receiving and processing non-objection for the implementation of the Procurement Plan.
- Prepare the “Annual Implementation Plan” for the Project.
- Ensure timely implementation of the Project according to the Annual Implementation Plan.
- Overall Supervision and overseeing the activities of Consultants involved in Construction Supervision as well as any other activities financed by the project.

Preparation of quarterly advance reports to the World Bank, Participate in the follow-up and coordination meetings with World Bank staff and Serve as a linkage between the project and the senior State Management, including Special Advisors and the Governor’s Office.
- Any other work that may be assigned by the Project Management Committee in relation to the project.
PIU Organization and Operation - Establish the Project Implementation Unit (PIU) office.
- Manage the PIU in all relevant aspects of the Project to ensure efficient and smooth implementation of the Project activities.
- Promote teamwork and create an efficient and conducive working environment.
- Assist the PMC in the Selection and hiring of relevant PIU staff with appropriate qualifications and according to WB’s Guidelines. In the case of vacancies in the PIU, quickly identify and Assist the PMC to his replacement.
- Ensure compliance with the existing Bank approved staffing rules and the project implementation manual for the guidance of PIU staff.
WB Safeguards - Periodically inspect all financial accounts books to ensure all records and accounts are kept up to date. Ensure all WB financial safeguards are met.
- Ensure Safeguard Implementation Program is carried out in a smooth, efficient and predictable manner.
Reporting - Prepare and submit through the PMC, quarterly progress reports for WB. Reports are due April 15, July 15, October 15 and January 15 of each year.
- Ensure timely submission of Project Management Reports to WB.
- Assist in the preparation of Borrower’s portion of the Project Implementation Completion Report.
Qualifications: - University degree in Engineering or other technical discipline.
- Experience as Project Director in WB, or other donor, financed Project is a plus
- Extensive knowledge of procedures and reporting requirements in WB financed projects
- Good command of written and spoken English.
- Having a certification in project management would be an added advantage.
- At least 15 years experience in the area of water and sewerage or similar field.
- Minimum of seven years’ experience in a management/leadership capacity in similar projects.
- Good interpersonal, team building and capacity building skills.

Performance Evaluation Criteria: Project Implementation
- Achievement of “Outcome/Impact Indicators” and “Output Indicators” shown in Annex 3 of the Project Appraisal Document.
- Achieving targets in the Annual Implementation Plan.
- Ensuring the timely availability of funds to execute the Project.
PIU Organization & Operation - Staff performance in the PIU.
- Ensuring all staff positions are filled.
- Efficient establishment and operation of the PIU Office.
WB Safeguards - Satisfactory management of all PIU financial matters.
- Satisfactory execution of the Safeguard Implementation Program.
Reporting Timely submission of all required project reports to WB through the PMC.
