Abt Associates,
a global leader in technical assistance, program implementation, and
research, seeks qualified candidates for an upcoming USAID-funded
reproductive, maternal, newborn, and child health (RMNCH) project in
Nigeria. Working closely with state level governments in the Northeast,
Northwest, and South, the project will focus on service delivery in
family planning, malaria, immunization, nutrition, and maternal and
newborn health. The project will work across the country and tailor
itself to individual state and Local Government Area (LGA) levels. The
position is contingent upon project award and funding, anticipated in
summer of 2016.

Job Title: Chief of Party
Location: Abuja
Job Description
- Provides leadership, management, and strategic direction for the entire project.
- This position is responsible for guiding senior technical staff
and for ensuring the responsiveness and quality of work along with
efficient use of resources and achievement of results.
- The COP has the final authority within the project team for
decisions related to technical, management, resource allocation and
personnel issues.
- The COP will be accountable for the successful implementation of all aspects of the project.
- In carrying out these responsibilities the COP works in
partnership with USAID, national, state and local government agencies
and officials community organizations, other partners, and project
staff.
Qualifications and Experience
- Master's degree with at least 15 years of senior-level
international project management experience in designing, implementing
and managing large, complex health programs in developing countries,
particularly as related to malaria control.
- Significant experience in Nigeria and thorough knowledge of specific health priorities.
- Expertise in programming in malaria control programs or other relevant technical area.
- USAID project experience or other relevant development partner experience required.
- Candidates must have a minimum of a master’s degree in a
relevant discipline, prior donor-funded experience related to health,
and an outstanding professional reputation.
Job Title: Technical Director
Location: Abuja
Job Description
- Responsible for technical oversight of malaria treatment and prevention activities.
- Collaborates effectively with national, state and local
government agencies and officials; local and community organizations;
and other partners to support activities essential to malaria prevention
and treatment in Niger.
- Contributes to the strategy for and oversees the implementation
of the project’s activities including malaria in pregnancy, case
management, and health systems strengthening.
- Provides general technical and leadership support to national
agencies in malaria case management, including developing case
management tools and participating in technical working groups.
Qualifications
- Medical Degree, DVM or MPH/PhD.
- Strong background in malaria in pregnancy, case management, and/or malaria epidemiology preferred.
- At least 10 years of experience implementing malaria projects in developing countries.
- Ability to independently plan and execute complex technical
tasks while addressing daily management details and remaining organized
and focused on long-term deadlines and strategy.
- Candidates must have a minimum of a master's degree in a

Job Title: Director of Monitoring and Evaluation
Location: Abuja
Job Description
- Creates and manages the M&E database, systematically
collecting, analyzing and presenting project data for project staff,
partners, and donors. Leads the provision of M&E data for preparing
monthly and quarterly project reports.
- Designs and develops monitoring and evaluation plans, formats and reporting systems across project areas.
- Contributes to information management and advises on the
planning, design, and strengthening of project M&E systems at
different levels.
- Provides routine analysis to enable staff and management to monitor project performance and health systems strengthening.
Qualifications
- Master's Degree in Public Health, Epidemiology, Statistics, or other relevant field.
- At least 10 years of relevant professional experience in
designing and implementing M&E activities and special studies for
complex health systems strengthening and/or service delivery projects.
- Experience with M&E work in HIV/AIDS, malaria, family
planning, maternal, newborn and child health, and/or nutrition desired.
Expertise in both quantitative and qualitative research methods. Firm
command of M&E issues with respect to improvements in service
delivery.

Job Title: Deputy Chief of Party
Location: Abuja
Job Description
- Under the supervision of the Chief of Party, assists in
developing and implementing innovative approaches to strengthening the
capacity of Nigerian institutions and communities to deliver quality,
malaria services.
- The OCOP provides management and technical oversight for project
staff, with particular focus on the staff and operations at state
level.
- Provides direct technical oversight and supports project
activities across the project’s key technical areas. Assists project
teams to develop and implement innovative approaches to capacity
building.
- Supports project staff to ensure a high quality transfer of skills and knowledge to Nigerian institutions and communities.
- Works closely with other project managers to ensure a cohesive and targeted approach across project activities.
Qualifications
- Master's degree with at least 13-15 years of relevant experience, particularly in malaria control and care.
- At least 5 years of experience in a seniortechnical position for
a public health and/or international development project, with
experience at a USAID-funded project highly desirable.
- Significant experience in Nigeria, and able to demonstrate thorough knowledge of specific health priorities.
- Expertise in programming in malaria control projects or other relevant technical area.

Job Title: State Level Project Director
Location: Abuja
Job Description
- Leads the project team at state level and oversees overall
project implementation, monitoring, and review/reporting of project
deliverables at the state level.
- Participates in project-wide annual planning and evaluation activities.
- Responsible for the timely completion of agreed activities at
state level as specified in work plans, including drafting terms of
reference for short-term consultancy inputs, then monitoring these
inputs ensuring adherence to TORs.
- Establishes and maintains effective working relationships with
officials in the state Ministry of Health, key individuals in the
government and with representatives of other development agencies, the
private sector, and civil society groups.
- Takes management responsibility for the state project- office,
ensuring its smooth business operations and sound financial
transactions.
- Coordinates collaboration and alignment with other projects within the state.
Qualifications
- Master's degree in Public Health, Management, or other relevant field; PhD or MD.
- Ten (10) years of relevant professional work experience, particularly related to malaria.
- Five (5) or more years of international project management experience.
- Experience in project implementation and policy reform.
- Successful track record as project manager.
- Proven experience successfully managing staff, demonstrated
leadership skills, strong interpersonal and communication skills,
initiative, and good judgement.
- Ability to independently plan and execute complex tasks while
addressing daily management details and remaining organized and focused
on long-term deadlines and strategy.
