Background

  • The recent increase in Boko Haram attacks in the Lake Chad region, added to the COVID 19 pandemic crisis that led Governments to take prevention measures are adding new challenges to the already overwhelmed populations living in the region, exacerbating their vulnerabilities.
  • The COVID 19 crisis is occurring in an overwhelming context for the population living in the Lake Chad region with the escalation of violence by non-state armed groups. 9.8 million people are still in need of humanitarian assistance to survive in the Lake Chad region protracted crisis, showing the huge need in supporting communities and particularly adolescent girls and young women and keep ensuring that their rights are being fulfilled and that their resilience is being reinforced.
  • The Lake ChadProgramme strategy combines programme and influencing work to deliver positive outcomes in the lives of girls, their families and the communities that Plan works with. It is community-centred, with successfully tested intervention models across the full spectrum of humanitarian and development programming as well as its gender transformative approach and the focus on girls. There is a risk that protection services, including those supporting children and women experiencing violence, will be withdrawn or diverted owing to the need to mitigate the spread of the virus and the need for increased resourcing to respond to the outbreak.

Responsibilities
Deliverables:
The following tasks should be completed by the seconded MERL Specialist in collaboration with the Plan Lake Chad Team and country-based MERL Specialists. The scope of work includes:

  • Completion of the GFFO midterm evaluations. Midterm evaluations for the Regional GFFO project are ongoing at different stages in each of the countries. Nigeria is at the final report stage with the consultants working on comments they have received. Draft reports are yet to be submitted for Cameroon and Niger
  • Support the LCP Strategy midterm review-input into revision of M+E framework.
  • Data analysis for the next LCP Snapshot
  • Provide support as needed to the three COs in the area of M+E. Regular calls with the LCP Response M&E coordinator of each country are organised to discuss issues they are facing and explore ways to address them.
