Job Title: AVR Facilitator
Location: Maiduguri, Borno
Slot: 7 Openings

The Position
- Direct operational implementation of AVR activities in the DRC/DDG areas of operation (community safety planning, conflict management education, dialogue facilitation, youth engagement)
Key Responsibilities
Project implementation:
- Assist the AVR Officers in facilitating AVR activities (e.g. community safety planning, conflict mediation, dialogue facilitation, youth engagement) as required after extensive training.
- Assess community needs and establish priorities in cooperation with all stakeholders at the local level in coordination with AVR unit management.
- Assist in the undertaking of conflict analysis of the targeted communities.
- Undertake Focus Group Discussions with targeted segment of the communities of the assigned location when needed.
Liaison with project stakeholders:
- Establish a wide information network including authorities, security services, communities, NGOs, and other possible sources of information.
- Serve as a focal point and link between DDG and local representatives at different levels, in assigned areas of responsibility and advocate for the project in the target locations.
- Liaise with local community leaders, civil society groups and local authorities about the implementation and prioritization of community needs with the elected task forces respectively in maintaining point of contacts with all target communities (i.e. community rapport maintenance).
- Organize and facilitate monthly community meetings in briefing project implementation status and mitigating potential conflicts.
- Cooperate and coordinate closely with other DRC/DDG field staff to ensure programmatic synergies and complementarity.
Reporting:
- Regularly report to and update the AVR Officer/Supervisor on all issues relating to activities within target communities on a daily basis to include a situation report and suggestions to adjust activities for increased effectiveness.
- Ensure all information collected is accurately recorded and respond to high quality standards.
- Ensure standard reporting formats are filled and submitted in a timely fashion (daily activity records, weekly summary).
- Contribute to the weekly and monthly report as required and attend weekly planning and coordination meetings.
Other:
- Contribute to the management of staff safety and security by adhering to established safety Standard Operating Procedures (SOPs) and following the guidance of the Country Safety Advisor/local safety FP.
- Any other duties as directed by AVR Officer/Supervisor.
Essential:
- Experience in community mobilization, facilitation of workshops or other participative activities (focus groups, mediation processes, etc.) necessary.
- Excellent facilitation and communication skills.
- Knowledge of local communities; actual inhabitants of these areas are preferred.
- Fluency in local language and English language speaking, reading and writing.
- Must be able to remain neutral when working with communities.
Desirable:
- Previous experience working with youth and women programming
- Previous experience working for an international or national NGO/civil society organization
- Energetic and enthusiastic
- Willing and able to work for long hours when requested
- Creative and willing to learn new things

Education
- University Degree in Social Science or tertiary education in any other relevant field will be a preferred

Job Title: AVR Community Policing Officer
Location: Maiduguri, Borno

The Position
- The primary function for this position is to develop a mutual relationship with community members and the local leadership structures and define and solve problems through collaboration with community residents.
- The goal is to prevent and/or reduce crime, fear and antisocial behaviour in the community.
- Community Policing recognizes that crime prevention and control must involve a partnership between the police and the community.
- People appointed to serve in this role must have prior experience in Nigeria Police Service.
Key Responsibilities
- Mobilize project participants and key stakeholders at the state, local government and community level and introduce them to the concept of community policing.
- Participate in preparing monthly/quarterly/annual highlights and reports.
- Assist AVR Manager and AVR Supervisor in carrying out monitoring and evaluation of program activities.
- Develop weekly and monthly plans and budgets for AVR Supervisor or Manager’s approval
- Advice AVR Manager and Supervisor on tools and equipment required for the implementation of community policing activities.
- Ensure quality control during implementation of Community Policing activities in accordance with DRC-DDG global standards.

- Determine the training and capacity building needs of community leaders and other key project stakeholders on community policing.
- Interact and collaborate with members of the community to create and maintain comfortable and safe living conditions in the communities.
- Play a preventive role by making their presence felt in the community by creating a sense of security to community members, deter crimes, support crime victims, and offer information when necessary.
- Carry out enquiries in communities to establish any safety and security needs.
- Jointly with community focal persons, establish community support structures that can be used for reporting crime and any other activities that could threaten peace and harmony in the community.
Experience and Technical Competencies
Essential:
- At least a Bachelor's Degree from a recognised institution of higher learning in Nigeria. Specialised training in criminal justice, law, mediation and dispute resolution is an added advantage.
- At least 7-10 years of service in Nigeria National Police Service.
- Knowledge of the context of Northeast Nigeria.
- Proven record of working with local communities in maintaining law and order.
- Experience working in diverse and cross-cultural and insecure context.
Desirable:
- Previous experiences in the Community Policing program is an added advantage
- Experience working with NGOs, preferably in a humanitarian context.
- Master qualification in conflict prevention, international relations, law, peace studies
Education:
- A Bachelor Degree qualification in Law, Criminal Justice, Mediation and Dispute Resolution, International Relations, Peace Studies, Political Science or related field.

Job Title: AVR Training Officer
Location: Michika, Adamawa

The Position
- The primary function for this position is to design and ensure the quality of planning, implementation and follow up of all technical aspects of the training activities being implemented by DRC-DDG.
Key Responsibilities
- Determine the training and capacity building needs of NGOs/CBOs/, community leaders and other stakeholders
- Identify specific capacity building requirements and define the skills needed for the different participating stakeholders
- Develop and cost capacity building workshops for participating humanitarian actors, DRC staff, Community leaders and NGOs
- Identify and cost appropriate training materials for target groups
- Conduct workshops and Training of Trainers (TOT) training and submit training reports to the AVR Supervisor/ Manager
- Evaluate TOT workshops including recommendations for improvements
- Ensure efficient and Effective training program implementation while following the budget and work plan.
- Participate in preparing monthly/quarterly/annual highlights and reports.
- Lead the AVR teams in carrying out monitoring and evaluation of training activities.
- Develop weekly and monthly plans and budgets for Manager’s approval
- Ensure quality control during implementation of mediation and dialogue facilitation activities in accordance with DRC-DDG standard
- Support the Manager to monitor training’s financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups.
- Initiate procurements and ensure their execution.
- Ensure distribution plans are prepared and shared with logistics in a timely manner.

- Experience working in diverse and cross-cultural and insecure context.
Desirable:
- Experience in Mediation and dialogue facilitation training, knowledge of the Youth Safety Planning Process within DDG
- Previous experiences in Armed Violence reduction programme is an added advantage
- Experience in working with women and familiar with UNSC Resolution 1325- Women Peace and Security
- Experience working in emergency response with NGOs, preferably in a humanitarian context.

Job Title: AVR Supervisor
Location: Michika, Adamawa
The position
- The overall responsibility for this position is to supervise and coordinate the implementation of AVR activities (Community Safety Planning, Conflict Management, Dialogue Facilitation, Youth Engagement), mobilization and supervision of AVR officers and ensuring project targets and objectives are achieved.
Key Responsibilities
Team Leadership:
- Produce work plans for the sector staff in accordance with the annual planning cycle
- Train staff and provide regular updates of work planning and reporting against SMART objectives.
- Oversee the performance of the AVR team.
- Provide field supervision to Officers and Facilitators
- Represent the AVR team at the base level and participate in facilitating and coordinating activities within the team and with other DRC’s departments
Implementation and Planning:
- Coordinate with the Finance, Procurement Officers and other sectors of DRC/DDG to ensure proper management of AVR planning and implementation.
- Serve as the main contact for AVR activities in DRC Maiduguri and Mubi/Michika operations, and work closely with partners in ensuring high-quality standards in DRC AVR sector operations.
- Ensure team adoption of technical guidelines, SoPs, handbooks and other programme guidance provided by the AVR Program Manager, DDG HOP and AMs in Borno and Adamawa states.
- Ensure that AVR Officers and Facilitators implement project activities within the budget limits and in line with good budget management and accountability procedures in consultation with AVR Program Manager, APMs and AMs
- Support AVR Officers and Facilitators in ensuring activities implementation is done in compliance with DRC/Donor quality procedures
- Closely monitor the implementation of AVR activities according to project work plans, identify any problems that may affect the achievement of intended outputs and results; by pragmatically and constructively dealing with them early enough
- In coordination with field staff, ensure that vulnerable groups (especially women and youths) are actively involved during discussions and the decision making processes;
- Organize and manage workshops, training and meetings that are hosted by the sector with relevant partners—beneficiary households, state representatives and CSOs
Sector Reporting & Documentation:
- Provide regular internal reports and other relevant information on programme activities to the sector staff and other relevant persons.
- Ensure that a sound documentation procedure is adhered to, including relevant beneficiary database is developed, maintained and updated regularly.
- Ensure update-to-date records (disaggregated by gender/age/diversity) are maintained for all beneficiaries of AVR activities.
- Ensure the use of developed relevant manuals/tool kits and training curriculums that can be used in training beneficiaries
- Ensure that a sound complaint handling and feedback mechanism is in place in the project area so that beneficiaries have easy access to DRC and that the Do-No-Harm principle to persons of concern/beneficiaries at the point of delivery is upheld.
- Lead weekly, monthly and quarterly reporting for AVR activities in Borno and Adamawa states.
- Actively contribute to project planning, development of proposals and documentation of lessons learned, best practices and success stories.
- Lead the identification of beneficiaries needs using both technical skills and knowledge of the operational context
- Engage and build strong and better relations with all community leaders, Local Government Council structures and State Government line ministries for the enhancement of DRC/ Donor overall program objectives.
Coordination:
- Represent the AVR program/sector during meetings with stakeholders such as local communities, local and State government officials.
- Proactively seek new partnerships with like-minded CSOs and INGOs
- Promote and ensure at all times a pragmatic and efficient dialogue as well as networking with Local Institution, Private Institutes, workshops, National and international NGOs and local authorities
- Coordinate with the rest of the country team whenever needed
- Liaise with relevant line ministries during project implementation i.e. Ministry of Interior, SEMA and State security departments.
Monitoring and Evaluation:
- Actively participate in monthly Budget review meetings and ensure all AVR activities status are updated and submitted to the Area Manager/AVR Program Manager.
- Work with M&E to manage all AVR data collection exercises including the conduction of assessment and surveys (e.g. baseline surveys, yield assessment, do-no-harm surveys etc.) in close coordination with the Country M&E unit to monitor and evaluate AVR projects activities;
- Work closely with M&E unit to identify, document and disseminate relevant project success, challenges and follow up on the implementation of project’s action points
- Support the undertaking of detailed situational analysis in collaboration with relevant stakeholder and propose appropriate project implementation approaches
- Supervise the implementation of all participatory needs/vulnerability and capacity assessments of affected communities
- Participate in project evaluations and assist in the analysis of results
Administration & logistics:
- Ensure compliance with donor requirements regarding programming implementation and asset management.
- Support sector team with logistics arrangements to facilitate effective programming.
- Provide timely expenditure planning & budget follow-ups with guidance from the Area Manager, DDG HOP and the AVR Program Manager.
- Ensure DRC financial procedures, guidelines and corruption control is maintained among the team.
- Initiate procurements and ensuring adherence to correct procurement and logistical procedures and in coordination with the Logistics department. Support the timely procurement of project materials.
Personnel Management:
- Directly responsible for supervising AVR Officers and Facilitators are hired to facilitate the implementation of sectoral activities.
- Responsible for contributing to recruitment planning, actual recruitment of required field staff in consultation with AVR Program Manager, Area Manager, HOP and HR.
Other:
- Contribute to the management of safety and security by adhering to established protocols
- Take good care of all assigned equipment’s, including computers and communication equipment
- Attend training as requested by DRC/DDG
- Any other relevant duties as requested by AVR Manager

- Understanding of rights and protection issues of IDPs, children and women
- Experience working with displaced populations.
