Abt Associates,
a global leader in technical assistance, program implementation, and
research, seeks qualified candidates for an upcoming USAIO-funded
reproductive, maternal, newborn, and child health (RMNCH) project in
Nigeria. Working closely with state level governments in the Northeast,
Northwest, and South, the project will focus on service delivery in
family planning, malaria, immunization, nutrition, and maternal and
newborn health. The project will work across the country and tailor
itself to individual state and Local Government Area (LGA) levels. The
position is contingent upon project award and funding, anticipated in
summer of 2016.

Job Title: M&E / Knowledge Management Advisor
Location: Abuja
Job Description
- Design and develop specific M&E plans and program-level indicators for activities in specified states.
- In collaboration with DFID, SIPs and other donor programs,
develop, track and monitor indicators related to project performance.
- Assist in the development and/or adaptation of M&E tools,
metrics, resources and processes in key thematic areas across outputs of
the program.
- Collaborate with NGOs, DFID, and other SLPs and line ministries to support the implementation of state M&E strategies.
- Support training of staff and clients in the use of M&E and KM products, tools and resources.
- Maintain accurate up-to-date records and flow of information
related to M&E, KM and the overall implementation of the program at
the state level, including a web-based electronic archive,
Qualifications
- Master's degree in Public Health or other relevant field.
- At least eight (8) years of experience in M&E and knowledge management, preferably for donor-funded public health programs.
- Excellent computer skills, including keyboarding, Microsoft
Office (especially Word. Excel, and Outlook), ACCESS, PowerPoint, SPSS,
and health-related software packages such as DHIS.
- Significant experience in writing research for publication,
presenting / disseminating research findings to public health and policy
professionals.
- Candidates must have a minimum of a master’s degree in a
relevant discipline, prior donor-funded experience related to health,
and an outstanding professional reputation.
Job Title: Project Director
Location: Abuja
Job Description
- Project Director Oversee implementation, monitoring, and
review/reporting program outputs at the state level to ensure the
implementation of the state project’ work by developing, reviewing, and
approving internal program work plans and action plans. Participate in
program-wide annual planning and evaluation activities.
- Responsible for the timely completion of agreed activities as
specified in work plans, including drafting terms of reference for
short-term consultancy inputs then monitoring these inputs ensuring
adherence toTORs.
- Establish and maintain effective working relationships With
officials in the state Ministry of Health, key individuals in the
government and with representatives of other aid agencies, the private
sector, and civil society groups in their respective state.
- Take management responsibility for the state office, ensuring its smooth business operations and sound financial transactions.
- Coordinate collaboration and alignment with other DFID projects within the state.
Qualifications
- Master's degree, PhD or MD in Public Health, Management, or other relevant field.
- Ten (10) years of relevant professional work experience. Five (5) or more years of international project management experience.
- Experience in project implementation and policy reform.
- Successful track record as project manager.
- Proven experience successfully managing staff, demonstrated
leadership skills, strong interpersonal and communication skills,
initiative, and good judgment.
- Ability to independently plan and execute complex tasks while
addressing daily management details and remaining organized and focused
on long-term deadlines and strategy.

Job Title: HSS Advisor
Location: Abuja
Job Description
- Provide direction leadership, and on-going assessment of the project’s HSS components with a focus on service delivery.
- Direct implementation of HSS activities at the state level and ensure the achievement of expected outcomes.
- Provide technical assistance to improve the delivery of high quality preventive and curative services to targeted populations.
- Provide technical assistance in the development and
implementation of an essential package of care based on interventions
known to maximize child and matamal health in resource poor, settings.
- Explore opportunities to collaborate with the private sector and non-governmental organizations providing health services.
- Provide technical assistance in service delivery to state level technical teams.
- Oversee the training of health care providers in quality improvement and quality service delivery.
- Ensure accurate and timely submission of all required technical
reporting and deliverables for the service delivery component of the
project.
Qualifications
- Master's degree, PhD, or MD in Public Health or other relevant field.
